‘Right to Read’ campaign launched - Fighting against copyright regulations

To highlight the issues faced by persons with print disability – those deprived of Indian books due to unfriendly copyright regulations – a group of organisations launched the Right To Read (R2R) campaign on September 26 - an article by L Subramani, Sep 28th, Bangalore, Deccan Herald.

The campaign, jointly launched by the Bangalore-based Centre for Internet and Society (CIS), Daisy Forum of India (DFI), bookbole.com and Inclusive Planet, kickstarted at Loyola College in Chennai on Saturday.

“This campaign was part of the World Blind Union’s (WBU) global campaign,” said Nirmita Narasimhan, Programme Manager, CIS. “We are asking all the organisations to lend their support to our initiative.”

The campaign comes at a time when the Indian government is preparing to consider changes to the copyright law, which it failed to implement two years ago after disability rights campaigners objected to the proposal to make books and other print materials be made in an “exclusive” format.

Nirmita said that this would also be an occasion for activists to urge Government of India to throw its weight behind a WBU treaty tabled at the World Intellectual Property Organisation (WIPO) asking for a global copyright regulation that takes into account the needs of persons with print disabilities.

“The treaty is coming up for discussion at Geneva (WIPO's head quarters) in December,” Nirmita said and added: “Right now only three Latin American nations are supporting it. Since India has the largest number of persons with print disability, which includes the visually challenged, persons with autism and children with learning difficulties, our support would likely tilt the balance in favour of the treaty.” Now, the campaign will be gradually taken to other parts of the country, said Rahul Cherian from Inclusive Planet. A signature campaign and distribution of a declaration supporting accommodation of persons with print disability in copyright laws will also be held as part of the campaign.

CHENNAI: About 100 National Service Scheme (NSS) volunteers from various colleges in the State kick-started a ‘right to read’ campaign at Loyola College recently. The aim of the campaign is to make books accessible to persons with disabilities.

The speakers, who included the visually challenged, persons with low vision and dyslexia, said the Copyright Act did not allow persons with print impairments to convert reading matter using assistive technologies to accessible formats. Dipendra Manocha, executive committee member of World Blind Union, said: “We need organisations, individuals and volunteers to contribute and create accessible books.”

Nirmitha Narasimhan, programme manager of the Centre for Internet and Society felt access to information would ensure a better contribution by the visually challenged to society. “It is not that we are insensitive. The suggestion for amendments to the Copyright Act has not yet been incorporated,” she said.

Writer Sreekumar Varma, who inaugurated the campaign, recalled his experience as a scribe during his days as a lecturer. C.P. Chandrasekar, treasurer, National Association for the Blind, and Loyola College Principal Albert Muthumalai spoke.

ನಲವತ್ತು ವರುಷಗಳ ಮುಂಚೆ ಯು.ಎಸ್.ಎ ದೇಶದ ಗಗನಯಾತ್ರಿಗಳು ಚಂದ್ರನ ನೆಲದಲ್ಲಿ ಪ್ರಪ್ರಥಮ ಭಾರಿ ಪಾದಾರ್ಪಣೆ ಮಾಡಿದರು. ಇಡೀ ಜಗತ್ತು ಆ ಘಟನೆಯನ್ನು ಕಾತರದಿಂದ ನಿರೀಕ್ಷಿಸುತ್ತಿತ್ತು. ಮಾನವನೊಬ್ಬ ಚಂದ್ರನ ಮೇಲಿಟ್ಟ ಪುಟ್ಟ ಹೆಜ್ಜೆ ಮನುಕುಲದ ವೈಜ್ಞಾನಿಕ ಪ್ರಗತಿಯ ಪಯಣದ ಪರ್ವತ ಹೆಜ್ಜೆ. ಆ ಕ್ಷಣದಲ್ಲಿ ಭೂಲೋಕದ ಜನರೆಲ್ಲ ಸಂಭ್ರಮಿಸಿದ್ದರು. ಅದೇ ಸಂದರ್ಭದಲ್ಲಿ ಯು.ಎಸ್.ಎ ದೇಶದ ಮಿಲಿಟರಿ ಇನ್ನೊಂದು ಬೃಹತ್ ಯೋಜನೆಯಲ್ಲಿ ಮುಳುಗಿತ್ತು - ರಷ್ಯಾ ದೇಶದಿಂದ ಪರಮಾಣು ಬಾಂಬ್ ದಾಳಿ ನೆಡೆದರೆ, ಯು.ಎಸ್.ಎ ದೇಶದ ಸರಕಾರ, ಸೇನಾಪಡೆಗಳು ಹಾಗು ವೈಜ್ಞಾನಿಕ ಪ್ರಗತಿಗೆ ಸಂಬಂಧಿಸಿದ ಅಗಾಧ ಮಾಹಿತಿಯನ್ನು ರಕ್ಷಿಸುವ ಯೋಜನೆ ಅದಾಗಿತ್ತು. ಅದಕ್ಕಾಗಿ ನಾಲ್ಕು ಬೇರೆ ಬೇರೆ ಸ್ಥಳಗಳಲ್ಲಿ ಇರಿಸಿದ ಕಂಪ್ಯೂಟರ್ ಗಳಲ್ಲಿ ಶೇಖರಿಸಿಟ್ಟರು. ಒಂದು ಕಂಪ್ಯೂಟರ್ ಬಾಂಬ್ ದಾಳಿಯಿಂದ ನಾಶವಾದರೂ ಉಳಿದ ಮೂರು ಕಂಪ್ಯೂಟರ್ಗಳಲ್ಲಿ ಅಗಾಧ ಮಾಹಿತಿ ಸುರಕ್ಷಿತವಾಗಿ ಉಳಿದಿರುತ್ತಿತ್ತು. ಈ ಪ್ರಾಜೆಕ್ಟಿಗೆ ಅರ್ಪಾನೆಟ್(ARPANET) ಎಂದು ಹೆಸರಿಡಲಾಗಿತ್ತು.ಇದುವೇ ಮುಂದೆ ಇಂಟರ್ನೆಟ್ ಆಗಿ ಬೆಳೆಯಿತು. ಇಂದು ಕನ್ನಡದ ಮಟ್ಟಿಗೆ ಅದೇ ರೀತಿಯ ಸಂಭ್ರಮ. ಕೃಷಿ ಹಾಗು ಗ್ರಾಮೀಣರಂಗಗಳ ಅಗಾಧ ಮಾಹಿತಿಯನ್ನು ಡಿಜಿಟಲ್ ರೂಪದಲ್ಲಿ ಸಂಗ್ರಹಿಸಿಡುವ ಮಹಾತ್ವಾಕಾಂಕ್ಷೆಯ "ಕೃಷಿ ಸಂಪದ" ಯೋಜನೆ ಅನಾವರಣಗೊಂಡದ್ದು ನಾವೆಲ್ಲ ಹೆಮ್ಮೆ ಪಡಬೇಕಾದ ಬೆಳವಣಿಗೆ ಎಂದು ನಾಗೇಶ್ ಹೆಗಡೆಯವರು ಅಭಿಪ್ರಾಯಪಟ್ಟರು.

ಸಾವಿರಾರು ಕನ್ನಡ ಅಭಿಮಾನಿಗಳು ಸದಸ್ಯರಾಗಿರುವ ಇಂಟರ್ನೆಟ್ ಸಮುದಾಯ "ಸಂಪದ". ಇದರದೇ ಒಂದು ಭಾಗವಾದ ಕೃಷಿ ಸಂಪದದ ಹೊಸದೊಂದು ಯೋಜನೆ "ಕೃಷಿ ಸಂಪದ" ಎಂಬ ಇ-ಮ್ಯಾಗಜೀನ್. ಇದು "ಕ್ರಿಯೇಟೀವ್ ಕಾಮನ್ಸ್" ಲೈಸೆನ್ಸ್ ನಲ್ಲಿ ಪ್ರಕಟವಾಗುತ್ತಿರುವ ಪ್ರಥಮ ಕನ್ನಡದ ಇ-ಮ್ಯಾಗಜೀನ್. ಆದ್ದರಿಂದ ಇದರಲ್ಲಿರುವ ಕಂಟೆಂಟನ್ನು (ಬರಹಗಳು, ಪೊಟೋಗಳು ಇತ್ಯಾದಿ) ಯಾರುಬೇಕಾದರೂ "ಇದ್ದದ್ದು ಇದ್ದ ಹಾಗೆ" ಮರುಬಳಕೆ ಮಾಡಬಹುದು. ಅಂದರೆ ಲಾಭರಹಿತ ಉದ್ದೇಶಗಳಿಗಾಗಿ ಮರುಪ್ರಕಟಿಸಬಹುದು ಅಥವಾ ಪ್ರತಿಗಳನ್ನು ತೆಗೆದು ಆಸಕ್ತರಿಗೆ ಹಂಚಬಹುದು ಎಂದು "ಸಂಪದ" ತಂಡದ ಪರವಾಗಿ ಹರಿಪ್ರಸಾದ್ ನಾಡಿಗ್ ಆರಂಭದಲ್ಲಿ ತಿಳಿಸಿದರು.

ಇದೇ ಸಂದರ್ಭದಲ್ಲಿ ಕೃಷಿ ಸಂಪದದ ಸಂಪಾದಕರಾದ ಅಡ್ಡೂರು ಕೃಷ್ಣರಾವ್ ರವರು, ಕೃಷಿ ಹಾಗು ಗ್ರಾಮೀಣ ಬದುಕಿನ ಬಗ್ಗೆ ಕಾಳಜಿಯಿರುವ ಎಲ್ಲರಿಗೂ ವೇದಿಕೆ ಒದಗಿಸುವ ಉದ್ದೇಶದಿಂದ ಇ-ಮ್ಯಾಗಜೀನ್ ಅನ್ನು ಆರಂಭಿಸಲಾಗಿದೆ ಎಂದು ತಿಳಿಸಿ, ಇದರ ಉದ್ದೇಶಗಳನ್ನು ವಿವರಿಸಿದರು.

ಬೆಂಗಳೂರಿನ "ಕೃಷಿ ತಂತ್ರಜ್ಞರ ಸಂಸ್ಥೆ" ಯಲ್ಲಿ ನೆಡೆದ ಕಾರ್ಯಕ್ರಮದಲ್ಲಿ ಹಲವಾರು ಆಸಕ್ತರು ಭಾಗವಹಿಸಿದ್ದರು. "ಕೃಷಿ ಸಂಪದ" ಬಿಡುಗಡೆಯ ಬಳಿಕ ಜರುಗಿದ ಸಂವಾದದಲ್ಲಿ ಚುರುಕಿನ ಪ್ರಶ್ನೋತ್ತರ ಜರುಗಿತು. ಕಾರ್ಯಕ್ರಮ ಸೆಂಟರ್ ಫಾರ್ ಇಂಟರ್ನೆಟ್ & ಸೊಸೈಟಿ, ಸಂಪದ ಹಾಗು ಕೃಷಿ ತಂತ್ರಜ್ಞರ ಸಂಸ್ಥೆ - ಇವರ ಸಹಯೋಗದಲ್ಲಿ ಆಯೋಜಿಸಲಾಗಿತ್ತು.

Youth light up lives, one book at a time

Chennaiites join a campaign to aid the visually challenged in accessing popular works of English literature THERE ARE MILLIONS OF BOOKS THAT THE VISUALLY CHALLENGED CAN'T ACCESS - an article in the Deccan Chronicle - Chennai, dated 10th Oct 2009.

Activists and students in the city have come together for a noble cause -- to ensure that the visually disabled can exercise their constitutional right to a dignified life. Since printed material is not accessible to those with visual disability and also since the copyright laws do not allow for books to be converted into Braille or audio format to enable the blind to `read', several organisations have come together to start the `Right to Read' campaign.

The campaign saw its India launch in Chennai recently, and their cause, supported by many, is simple -- to bring about amendments in the copyright laws of the country so that blind people can have access to reading material.
The organisations involved in the campaign are: the Centre for Internet and Society, DAISY Forum of India, Bookbole.com, Ability Foundation and the Loyola College in Chennai.

Students of Loyola kickstarted the campaign in the city by bringing down experts from various parts of the country and organising road shows, panel discussions and signature campaigns. Says S. Naresh, the vice president of the Students' Union of the college, "We realised that there was a need to create awareness about issues like disability and the problems faced by the blind.

And since there are many visually impaired students in our college campus itself, we decided to do something proactive at the earliest." Janaki Pillai, director, operations, of Ability foundation, an NGO which works with people with disabilities, explains, "There are millions of books available in the world but people with visu al disability do not have access to them. The copy right laws in our country do not let us reproduce books in a format that is accessible to the visually , challenged, and that makes it illegal for students to even convert a textbook into a format that can be used by the disabled. We're campaigning for this to change, and we hope that we will be able to con vince the govern ment to see our point of view." Nirmita Narasimhan, a programme manager with the Centre for Internet and Society, says, "We should be allowed to convert the books into a format which is convenient for us with out stringent copyright laws coming in our way."

Worries voiced over ID project

The Government of India's Unique Identification (UID) Project came under flak at a workshop organised jointly by the Citizen Action Forum (CAF), the People's Union of Civil Liberties - Karnataka, the Alternative Law Forum and the Centre for Internet and Society.

At the workshop "UID Project: A Debate on Fundamental Rights", held on Friday, members from civil socities expressed their apprehension over the project. Dissenters said the potential dangers to privacy and other civil liberties need to be discussed also.

Wired state of mind

Information technology is the driver of society today — the basic block of innovation and growth in organisations, the mainstay of the 21st century. The decade bygone was only an indicator of the things to come. Whether its ideas or friendships, the future indubitably belongs to linking-up on the web, writes Malvika Tegta , DNA - Digital Edition, Monday - 28th December, 2009.

Did cyberscape make us cogs on a new machinery or liberate us, empower us or make us vulnerable, enrich us with cultural diversity or homogenise us? There isnt a simple answer. Not in a diverse world digitally sewn into a remarkably new pattern. Here what is certain is what is manifest — the emergence of an information society witness to changes in organisation structure, work cultures, community life, lifestyles, medicine, governance, activism, political participation, commercial business, conventional media, spaces for those on the social fringes, emergence of support systems. And a new connected state of mind.

Increased spread of the web and an exponential increase in internet platforms and applications unleashed a world of possibility for the user like never before. You could collaboratively edit a dynamic encyclopedia, collectively write a book on an idea seeded in the US and source ideas for your art project from perfect strangers from across the globe. There were endless ways of connecting with people we never knew existed — an increased consumption of global culture.

A phenomenon that enabled linking up like never before was social networking, invented in a Harvard dorm room in 2004. The Facebook culture that it spawned was drastically going to change our world as we knew it.

Consider how your life changed. A regular college evening in 2000, which was spent on chai, sutta and long walks, was invested in collecting updates about friends living on the same hostel wing on Facebook or Twitter. You were poked if you were being lazy about parting with your current mood update. When you spread out after college, these platforms kept you perpetually in the loop. You knew whod put on weight, whose relationship status had changed, that xyz was feeling crabby today. You, in turn, made sure that you posted one good picture of you in the Jaisalmer deserts for your 369 Facebook buddies to see.

And, all that upload and download of continuous information was negotiated on multiple browser windows, deftly juggled at work, while you waited for your strawberry crop on Farmville to mature.

In short, social lives of the 15% of us (Indians) with internet access were, if not fundamentally altered, certainly uploaded and impacted over the last 10 years. We became comfortable with the idea of trading identities and data about ourselves with companies like Orkut, Facebook or Google in return for the opportunity to realise the last connection on our six degrees of separation map.

Factors that made 24*7 wired lifestyle possible were miniaturisation, therefore portability computers; the smartening up of mobile phones; better broadband and Wi-Fi connectivity, and social media boom. Laptops made way for notebooks, notebooks for netbooks, and cell phone companies rolled out browser-based phones like the Blackberry and Android handsets.

To grasp the changes in the backdrop of the colossal exchange of data was to revisit Canadian philosopher Marshall McLuhans line, made famous way before the Internet got big, “The medium is the message”.

Cultural evolution
The Internet grew up fast over the past 10 years, both embodying social values like connectivity, participation, creating, collaborating and self-sufficiency, and in turn affecting them. It went from read-only sites to being driven by user generated content. The user became the creative dynamo, armed with tools like blogs, review forums, and sites like WordPress, Blogspot, Flickr and YouTube.

Then came social media: Orkut, LinkedIn, Facebook, Friendster, Twitter. Peer-2-peer file sharing application BitTorrent and music sharing sites like Napster came to represent the new philosophy. Here, the user became an active supplier of movies or music without the need for an intermediary server, as was generally the case before.

“The three cultural turns that social networking has introduced have been peer-2-peer networking, collaborations and new processes of publication and dissemination. These have changed our notion of history, cultural production and consumption, and knowledge production,” says Nishant Shah, director, research, Centre for Internet and Society, Bangalore. “Sites like Wikipedia have dismantled the processes of knowledge production and learning and introduced new forms of knowledge-sharing, like crowd sourcing. Collaborations have managed new forms of emotional bonding, creative production and interaction which propel the blogosphere and public opinion. These have an impact on questions of consumption, lifestyle patterns, etc.”

24x7 connectivity
The Internet speeded up time and we “drew gratification from speed”. You wanted to look up a breakfast place, a word meaning or answer to the first thing off the top of your head like why are men the way they are? You wanted Google to turn up an answer, and fast.

Since free social working sites became a landmine of data on consumer behaviour, trends, likes and dislikes, they needed to attract and keep the numbers. A few sites maintained a near monopoly; search was to Google, social networking meant Facebook and realtime synonymous with Twitter. Apart from constant re-invention, the sheer potential for large-scale networking was the reason. “My friends stick to Gmail, Facebook and Twitter because we dont want to manage information on too many sites,” says Saurabh Shrivastava, an MBA student.

It was reported that Facebook users woke up to water virtual crops at 4am just to stay ahead on Farmville, or sign into Twitter to see how far the world had come. Instant feedback was the expectation. The experiences and satisfactions were on multiple windows; to be out of that pattern caused anxiety. That was also in part because people fell back upon structures of social support online, which were earlier unavailable; BlackBerry/smartphones to the rescue.

Though the network grew stronger, it essentially comprised weak ties. Technology consultant Atul Chitnis feels that wider reach… reduced real-world interactions are unnatural in the social perspective, and have made social interactions more competitive. “Its more about getting more comments and reactions.”

What writer James Harkin portrayed as the new crack cocaine, professor Clay Shirky saw as not the case of information overload but of “filter failure”.

Virtual & physical
While we became human nodes spending a large part of the day on the network, the physical fed into the virtual world and vice-versa. Shortened attention spans created an attention economy, leading conventional media to get increasingly visual and in some cases sensational.

The response to crisis speeded up and social mobilisation became easier. In Tsunami-hit South and Southeast Asia, people mobilised resources for the disaster-affected. A pub attack on women in Mangalore snowballed into the nationwide Pink Chaddi campaign.

While its constantly said that the Internet connects us virtually and isolates physically, Shah says: “Contrary to popular perception, studies have shown that interface time increases peoples face time because new friendships, alliances and interests are anchored in the physical world.” The quality of interaction, however, will go down, says Chitnis, “due to current social patterns created by loss of cultural distinctiveness, and reduced real-world interaction”. This will especially be true for young adults “who will grow up not knowing a world without social networking”.

Language blends
Shah sites the change in language as the most visible and dramatic. “Easy access to writing and publishing tools has led to the development of new forms of speech and articulation. In countries, where English is not the majority first language, new blends like Singlish (Singapore), Hinglish (India) and Chinglish (China) have emerged as Western contexts, cultural products and ideas proliferated in new vocabularies on the information superhighway. These changes are associated with other changes in terms of new linguistic identities and nationalities,” he says.

Niche goes pop
The growth of the Internet revolutionised the economics of distribution of the media and the entertainment industry, a trend Chris Anderson tracked in his book, The Long Tail. Once it would have been unthinkable to get a copy of a Skinny Puppy CD in the music store because it simply wasnt worth the stocking cost — it wasnt popular enough. And if it wasnt stocked, it was as good as non-existent for a buyer who had never heard of it. That was the era of the blockbuster: what was profitable sold. The Internet changed this: with virtually no space constraints, and the low manufacturing and distribution cost of digital content, a hit became just as good as a miss. Both constituted sales: larger the number the better. Today, Google, Rhapsody, Apple iTunes and Amazon, all operate on that business model. The result: niche worlds have become much more visible and mainstream.

So, as we slow-waltz to the buzz of information, an online etiquette evolves. We gradually learn to turn noise into substance, come to terms with the blurring of private and public, mobilise in crisis, hone the skill of swimming through information to come up with the right find, and learn to direct at least some part of leisure time spent surfing and chatting to tap into the Internets true potential.

WIPO Director General Pledges Support for India’s Visually Impaired Community

WIPO Director General Francis Gurry met representatives of India’s visually impaired (VIP) community at a conference on the “Right to Read of persons with print disabilities and copyright challenges” organized by the VIP community in cooperation with the Government of India in New Delhi on November 11, 2009, and reaffirmed WIPO’s commitment to supporting international attempts to improve access to copyright protected works by visually impaired persons (VIPs). “Let me assure you that this is a priority area for the World Intellectual Property Organization,” Mr. Gurry said.

More than 314 million blind or visually impaired people around the world stand to benefit from a more flexible copyright regime adapted to current technological realities. Individuals with reading impairment often need to convert information into Braille, large print, audio, electronic and other formats using assistive technologies. It is estimated that only 5% of published books in developed countries are converted into formats accessible to the reading impaired. In India, however, only 0.5% of works are published in accessible formats. This has an adverse impact on the educational and employment opportunities of the country’s nearly 70 million reading impaired citizens.

While, today, sighted individuals enjoy unprecedented access to copyright-protected content, in some contexts, social, economic, technological and legal factors, including the operation of copyright protection systems, can combine to seriously impede access to such works by the blind or other reading impaired persons. Widespread use of digital technologies, in particular, has prompted reconsideration of the question of how to maintain a balance between the protection available to copyright owners, and the needs of specific user groups, such as reading impaired persons. During the meeting, members of the Indian VIP community endorsed WIPO’s role in steering the VIP Initiative at the international level. Mr. Gurry reaffirmed his personal commitment to the specific needs of this community, particularly in developing and least-developed countries: He said innovation and affordability are key considerations when addressing the specific requirements of the VIP in developing countries.

To move forward on these questions, Mr. Gurry noted, we will need to take join ranks with UN partners, namely the World Health Organization (WHO), the United Nations Educational, Scientific and Cultural Organization (UNESCO), the International Telecommunication Union (ITU), the Office of the United Nations High Commissioner for Human Rights (OHCHR), among others, to make best use of the expertise and skills that are available. The ITU for example, is particularly well placed to provide important technological inputs in the field of telephony and communications and to foster public-private partnerships in this area.

Mr. Gurry welcomed India’s readiness to test the prototype guidelines for trusted intermediaries recently adopted by the WIPO Stakeholders’ Platform. The Director General said that WIPO was ready to explore options to support training/capacity building activities in India for VIPs within the framework of the VIP initiative.

The New Delhi meeting reviewed a series of operational arrangements that could enable fast track access to certain copyright-protected works, particularly educational materials, in local Indian languages. It also focused on the need to incorporate the necessary flexibilities in the Indian Copyright Act 1957 for the benefit of print impaired persons.
Representatives of key organizations such as the National Institute for the Visually Handicapped (NIVH), the Regional Resource Centre of the Digital Accessible Information System (DAISY), the Centre for Internet and Society and the Federation of Publishers’ & Booksellers’ Associations in India presented their views and concerns on the subject. The meeting was opened to a larger audience of authors, publishers, collective management organizations and librarians, among others. India’s former Ambassador of India to the United Nations in Geneva, Mr. Swashpawan Singh, honorary advisor on the VIP Initiative to the Director General of WIPO, also participated in the discussions.

Background

In its May 2008 session, the WIPO’s Standing Committee for Copyright and Related Rights (SCCR) acknowledged the special needs of VIPs and stressed the importance of dealing, without delay and with appropriate deliberation, with the needs of the blind, visually impaired, and other reading-disabled persons, including discussions at the national and international level on possible ways and means of facilitating and enhancing access to protected works.

In this context, WIPO is currently hosting a global Stakeholders’ platform to explore the specific needs, and concerns, of both copyright owners and reading impaired persons. The aim of the platform is to explore and identify possible operational arrangements to make published works available in accessible formats to the VIP community and within a reasonable time frame. The Platform has recognized the importance of building trust among all parties and has agreed on a first set of principles to facilitate the cross border transfer of published works to print-disabled people, particularly among charities. A draft treaty on the visually impaired persons and for other people with reading disabilities was put forward by the delegations of Brazil, Ecuador and Paraguay in May 2009. This, together with other possible proposals and contributions by the members of the SCCR, will be discussed at the 19th Session of the SCCR in December 2009, with a view to establishing a multilateral legal framework in the field of limitations and exceptions for the benefit of VIPs.

'ಮಂಗಳೂರಿನಲ್ಲಿ ಈ ಕಾರ್ಯಾಗಾರ ಹಮ್ಮಿಕೊಳ್ಳಲು ತುಂಬ ಸಂತಸವಾಗುತ್ತಿದೆ' ಎಂದು ಮಾತು ಶುರು ಮಾಡಿದ ಪ್ರಶಾಂತ್, ವಿಕಿಪೀಡಿಯಾದ ವಿಶೇಷತೆಗಳ ಬಗ್ಗೆ ವಿವರಿಸಿದರು. ಜ್ಞಾನವೆಂಬುದು ಯಾರೊಬ್ಬರ ಸೊತ್ತಲ್ಲ. ಅದು ಎಲ್ಲರದೂ ಆಗಬೇಕು. ಮಾನವಕುಲದ ಒಟ್ಟು ಅರಿವು ಪ್ರತಿಯೊಬ್ಬರಿಗೂ ಸಿಗಬೇಕು, ಜ್ಞಾನವನ್ನು ಮುಚ್ಚಿಟ್ಟು ಅಥವ ಹಿಡಿದಿಟ್ಟು ಪ್ರಯೋಜನವಿಲ್ಲ. ಹಂಚಿಕೊಂಡ ಜ್ಞಾನ ಮತ್ತಷ್ಟು ಬೆಳೆಯುತ್ತದೆ - ಇದು ಒಂದು ರೀತಿಯಲ್ಲಿ ವಿಕಿಪೀಡಿಯ ಯೋಜನೆಯ ಹಿಂದಿರುವ ಸಿದ್ಧಾಂತ.

ವಿಕಿಪೀಡಿಯ ಒಂದು ಮುಕ್ತ ವಿಶ್ವಕೋಶ. ಎಲ್ಲರೂ ತಮ್ಮ ಅರಿವು ಹಂಚಿಕೊಳ್ಳಬಹುದಾದ ವಿಶ್ವಕೋಶ. ಯಾರೊಬ್ಬರೂ ಎಡಿಟ್ ಮಾಡಬಹುದಾದ ಪುಟಗಳ ಗುಚ್ಛ. ಇದನ್ನು ನಡೆಸುವುದು ಜಗತ್ತಿನಾದ್ಯಂತ ತಮಗರಿವಿರುವ ವಿಷಯಗಳನ್ನು ಹಂಚಿಕೊಳ್ಳುತ್ತ ತಾವೂ ಹೊಸ ವಿಷಯಗಳನ್ನು ಅರಿತುಕೊಳ್ಳಲು ಉತ್ಸುಕರಾಗಿರುವ ಆಸಕ್ತರ ಸಮುದಾಯ. ಪ್ರಾರಂಭವಾದ ಕೆಲವೇ ವರ್ಷಗಳಲ್ಲಿ ಅಂತರ್ಜಾಲದ ಅತ್ಯಂತ ಪ್ರಮುಖ ವೆಬ್ಸೈಟುಗಳಲ್ಲಿ ಒಂದಾದ ಯೋಜನೆ ಇದು. ಅಂತರ್ಜಾಲದಲ್ಲಿ ಇಂದು ಅತ್ಯಂತ ಬಳಕೆಯಾಗುವ ಮೊದಲ ಐದು ವೆಬ್ಸೈಟುಗಳಲ್ಲಿ ಇದೂ ಒಂದು.

ನಾಲ್ಕಾರು ವರ್ಷಗಳೇ ಈ ವಿಕಿಪೀಡಿಯದಲ್ಲಿ ಕಳೆದವರಿಗೆ ಎಲ್ಲರೊಡನೆ ಕುಳಿತು ಒಂದು ದಿನದಲ್ಲಿ ವಿಕಿ ಬಗ್ಗೆ ಹಂಚಿಕೊಳ್ಳುವುದು ಬಹುದೊಡ್ಡ ಸವಾಲು. ಏಕೆಂದರೆ, ವಿಕಿ(ಪೀಡಿಯ) ಬಗ್ಗೆ ಹಂಚಿಕೊಳ್ಳಲು ನಮಲ್ಲಿರುವ ವಿಷಯಗಳು ನೂರಾರು. ಮಂಗಳೂರಿನಲ್ಲಿ ರಾಜ್ಯಮಟ್ಟದ ಮೊಟ್ಟಮೊದಲ ವಿಕಿ ಅಕಾಡೆಮಿ ಆಯೋಜಿಸಿದಾಗ ನಮಗೆದುರಾದ ಸವಾಲು ಕೂಡ ಇದೇ. ಅಲ್ಲಿ ಅಂದು ನೆರೆದಿದ್ದ ಇನ್ನೂರಕ್ಕೂ ಹೆಚ್ಚು ಜನ ಆಸಕ್ತರ ಸಮೂಹ ನಮಗಿದ್ದ ಸವಾಲನ್ನು ಇಮ್ಮಡಿಗೊಳಿಸಿತ್ತು.

"ಮಂಗಳೂರು ಆಸ್ಟ್ರೇಲಿಯದಲ್ಲಿ ಕೂಡ ಇದೆ. ಅದರ ಬಗ್ಗೆ ಲೇಖನ ಉಂಟೋ?" ಎಂದು ಸಭಿಕರೊಬ್ಬರು ಪ್ರಶ್ನೆ ಮುಂದಿಟ್ಟಾಗ ಕಾರ್ಯಕ್ರಮ ನಡೆಸಿಕೊಟ್ಟ ನಮಗೂ ಕುತೂಹಲ. ಅಲ್ಲಿಯೇ ಆಂಗ್ಲ ವಿಕಿಯ 'ಮಂಗಳೂರು' ಪುಟ ತೆರೆದು ನೋಡಿದಾಗ ಆಸ್ಟ್ರೇಲಿಯದಲ್ಲಿರುವ 'ಮಂಗಳೂರು' ಎಂಬ ಊರಿನ ಬಗ್ಗೆಯೂ ಮಾಹಿತಿ ಓದಿ ಹೇಳುವಾಗ ಎಲ್ಲಿಲ್ಲದ ಖುಷಿ. ನಮ್ಮೆಲ್ಲರ ನಡುವೆ ಇರುವ ಮಾಹಿತಿಯ ತುಣುಕುಗಳು ಒಟ್ಟಾದಾಗ ಮಾತ್ರ ಹೀಗಾಗಲು ಸಾಧ್ಯ ಅಲ್ವ? ಇಲ್ಲದಿದ್ದರೆ ವಿಕ್ಟೋರಿಯ, ಆಸ್ಟ್ರೇಲಿಯದಲ್ಲಿರುವ ಮಂಗಳೂರಿಗೆ ಒಂದು ರೈಲ್ವೇ ಸ್ಟೇಶನ್ ಕೂಡ ಇದೆ, ಒಂದು ಏರ್ಪೋರ್ಟ್ ಕೂಡ ಇದೆ ಎಂಬುದಿರಲಿ, ಮತ್ತೊಂದು ಮಂಗಳೂರು ಪರದೇಶವೊಂದರಲ್ಲಿದೆ ಎಂಬುದೂ ತಿಳಿದುಬರದು.

ಇದೇ ರೀತಿಯ ಪ್ರಶ್ನೆಗಳು ಉತ್ಸಾಹದ ಕಾರ್ಯಕ್ರಮವನ್ನಾಗಿಸಿತು ಆ ದಿನ. ಮಂಗಳೂರಿನಲ್ಲಿ ನಡೆದ ವಿಕಿ ಅಕಾಡೆಮಿ ನಮ್ಮೆಲ್ಲರ ಮನಸ್ಸಿನಲ್ಲಿ ಅಚ್ಚುಳಿಯುವಷ್ಟು.

ವಿಕಿಪೀಡಿಯ ಎಂದರೇನು, ಅದರ ಸಿದ್ಧಾಂತ ಏನು, ಅದರಲ್ಲಿ ಯಾರು ಭಾಗವಹಿಸಬಹುದು, ಹೇಗೆ ಭಾಗವಹಿಸಬಹುದು? ಭಾಗವಹಿಸಲು ಬೇಕಾದದ್ದು ಏನು? ಇದೇ ಮೊದಲಾದ ವಿಷಯಗಳೊಂದಿಗೆ ಕಾರ್ಯಕ್ರಮ ಪ್ರಾರಂಭಿಸಿದೆವು. ಸೇಂಟ್ ಅಲೋಶಿಯಸ್ ನಲ್ಲಿ ನೆರೆದಿದ್ದ ಆಸಕ್ತರು ನೆರೆದ ಸಂಖ್ಯೆಯಲ್ಲಿ ಒಡ್ಡಿದ ಸವಾಲು ನಮಗೆ ಅಷ್ಟೇ ಉತ್ಸಾಹ ಮೂಡಿಸಿದ್ದು ಹೌದು. ಬಿಳಿಗಿರಿರಂಗನ ಬೆಟ್ಟವನ್ನು ಕಾರ್ಯಕ್ಷೇತ್ರವಾಗಿ ಮಾಡಿಕೊಂಡಿರುವ ಡಾಕ್ಟರರಾದ ಪ್ರಶಾಂತ್ ಎನ್ ಎಸ್ ನನ್ನ ಜೊತೆ ಕಾರ್ಯಕ್ರಮ ನಡೆಸಿಕೊಟ್ಟವರು. ಇವರ ನಿತ್ಯದ ವಿಕಿಪೀಡಿಯ ಎಡಿಟ್ಸ್ ನೋಡಿದರೆ ಅದಲ್ಲಿರುವ ಅವರಿಗಿರುವ ಆಸಕ್ತಿ ಬಗ್ಗೆ ತಿಳಿಸದೇ ಇರದು.

ಈ ಯೋಜನೆಯ ಜನಪ್ರಿಯತೆಗೆ ಕಾರಣವೇನು? ಇದು ಹೇಗೆ ಇಷ್ಟು ದೊಡ್ಡದಾಗಿ ಬೆಳದದ್ದು? ವಿಕಿಪೀಡಿಯ ಎಂಬುದೊಂದು ಇಷ್ಟು ಅದ್ಭುತವಾದ ಯೋಜನೆಯಾದದ್ದು ಹೇಗೆ - ಮುಂತಾದ ವಿಷಯಗಳ ಬಗ್ಗೆ ನಾವು ಬೆಳಕು ಚೆಲ್ಲುವ ಪ್ರಯತ್ನ ಮಾಡಿದೆವು. ಸಹಯೋಗದಲ್ಲಿ (Collaboration) ಮಾಡಿದ ಕೆಲಸ ಹೇಗೆ ಜಗತ್ ಸ್ವರೂಪ ಪಡೆದು ಉತ್ತಮವಾಗುತ್ತ ಹೋಗುತ್ತದೆ ಹಾಗು ವಿಶ್ವ ಮಟ್ಟದಲ್ಲಿ ಇದು ಹೇಗೆ ಕಾಣುತ್ತದೆ ಎಂಬುದರ ಕುರಿತು ಮಾತಾನಾಡಲು ಪ್ರಯತ್ನಿಸಿದೆವು. ರಾಜ್ಯಮಟ್ಟದಲ್ಲಿ ಪ್ರಾರಂಭಿಸುವಾಗ ನಮ್ಮ ಭಾಷೆ ಕನ್ನಡದಲ್ಲಿ ನಾಲ್ಕು ವರ್ಷಗಳ ಹಿಂದೆಯೇ ಪ್ರಾರಂಭವಾಗಿರುವ ವಿಕಿಪೀಡಿಯ ಆವೃತ್ತಿ ಮರೆಯಲಾಗದು, ಅದರ ಕುರಿತು ಕೂಡ ಚರ್ಚೆ ಮಾಡಿದೆವು. ವಿಕಿಪೀಡಿಯ ಬಹುಭಾಷಾ ವಿಶ್ವಕೋಶ್ವವಾಗಿ ರೂಪುಗೊಳ್ಳುತ್ತಿರುವ ಕುರಿತು, ಅದರ ಪ್ರಾಮುಖ್ಯತೆ ಕುರಿತು ಕೂಡ ಮಾತನಾಡಿದೆವು.

ಮಧ್ಯಾಹ್ನ ವಿಕಿಪೀಡಿಯ ಬಳಸುವುದು ಹೇಗೆ, ಈ ಯೋಜನೆಯಲ್ಲಿ ಪಾಲ್ಗೊಳ್ಳುವುದು ಹೇಗೆ ಎಂಬುದರ ಕುರಿತು ಕಾರ್ಯಾಗಾರವಿತ್ತು. ಕಾರ್ಯಕ್ರಮದಲ್ಲಿ ಪಾಲ್ಗೊಂಡವರು ಸ್ವತಃ ಮುಂದೆ ಬಂದು ವಿಕಿಪೀಡಿಯದಲ್ಲಿ ತಾವೂ ಒಂದು ಅಕೌಂಟು ತೆರೆದು ಎಡಿಟ್ ಮಾಡುವಂತೆ ಮಾಡಿದೆವು. ಇದು ಸಭೆಯಲ್ಲಿ ನೆರೆದಿದ್ದ ಹಲವರಿಗೆ ಬಹಳ ಖುಷಿಕೊಟ್ಟ ವಿಷಯವೆಂದು ಈಗ ನಾನು ಹೇಳಬಲ್ಲೆ. ಏಕೆಂದರೆ ಯಾವುದೇ ಯೋಜನೆಯಾಗಲಿ, ತಂತ್ರಜ್ಞಾನವಾಗಲಿ - ಅದರ ಬಗ್ಗೆ ಕೇಳುವುದು ಸುಲಭ, ಆದರೆ ಬಳಸಿ ನೋಡುವಾಗ ಸಮಸ್ಯೆ ಎದುರಾದಾಗ ಕಷ್ಟ! ನೇರ ಕಾರ್ಯಕ್ರಮದಲ್ಲಿ ಪಾಲ್ಗೊಂಡವರನ್ನೇ ಭಾಗವಹಿಸಲು ಕೇಳುತ್ತ ಅವರ ಕೈಯಲ್ಲೇ ಅಕೌಂಟು ತೆರೆಯುವಂತೆ ಮಾಡುವುದು, ಪುಟವೊಂದನ್ನು ಎಡಿಟ್ ಮಾಡುವಂತೆ ಮಾಡುವುದು - ಸಭಿಕರಲ್ಲಿ ಪ್ರಶ್ನೆಗಳ ಸರಮಾಲೆಯನ್ನೇ ಹುಟ್ಟುಹಾಕಿತು! ನಮಗೂ ಅದೇ ಬೇಕಿದ್ದದ್ದು. ಎಲ್ಲರ ಪ್ರಶ್ನೆಗಳಿಗೆ ನಮಗೆ ತಿಳಿದ ಉತ್ತರ ನೀಡುತ್ತ ಅವರಿಗೆ ಎದುರಾದ ಸಮಸ್ಯೆಗಳನ್ನು ಪರಿಹರಿಸುವ ಪ್ರಯತ್ನ ಮಾಡಿದೆವು. ಒಟ್ಟಾರೆ, ನಮಗದು ಬಹಳ ಖುಷಿಕೊಟ್ಟ ಕಾರ್ಯಾಗಾರ!

ದಿನದ ಕಾರ್ಯಕ್ರಮ ಮುಗಿದ ಮೇಲೆ ವಿದ್ಯಾರ್ಥಿಗಳು, ಉಪನ್ಯಾಸಕರು, ಪತ್ರಕರ್ತರು - ಎಲ್ಲ ನಮ್ಮಲ್ಲಿ ಬಂದು ವಿಕಿಪೀಡಿಯದೊಂದಿಗೆ ಅವರ ಅನುಭವ ಹಂಚಿಕೊಳ್ಳುತ್ತ ಕಳೆದ ಸಮಯವಂತೂ ಮರೆಯಲಾಗದ್ದು. ತಂತ್ರಜ್ಞರಾಗಿ ನಾವು ಕಾಣುವ ವಿಕಿಪೀಡಿಯ ಎಲ್ಲರಿಗೂ ತನ್ನದೇ ಮುಖವನ್ನು ಕಾಣಿಸುತ್ತದೆಂಬ ಅರಿವು ಈ ಯೋಜನೆಯ ಸಮಗ್ರತೆಯ ಪರಿಚಯ ಹೆಚ್ಚಿಸಿತು. ವಿಕಿಪೀಡಿಯ ನಮ್ಮೆಲ್ಲರಿಗೂ ಮತ್ತಷ್ಟು ಹತ್ತಿರವಾಯಿತು.

[ವಿಕಿ ಅಕಾಡೆಮಿಯನ್ನು ಸಾಧ್ಯವಾಗಿಸುತ್ತಿರುವ ಸೆಂಟರ್ ಫಾರ್ ಇಂಟರ್ನೆಟ್ ಎಂಡ್ ಸೊಸೈಟಿಯವರಿಗೆ ವಿಕಿಪೀಡಿಯ ಸಮುದಾಯದ ಪರವಾಗಿ ಅಭಿನಂದನೆಗಳು. ಹೆಚ್ಚಿನದೇನೂ ಅಪೇಕ್ಷೆಯಿಲ್ಲದೆ ವಿಕಿಪೀಡಿಯದ ಸ್ವಯಂಸೇವಕರಿಗೆ ಪ್ರೋತ್ಸಾಹ ನೀಡುತ್ತಿದ್ದಾರೆ. ವಿಕಿ ಬಗ್ಗೆ ಮಾಹಿತಿ ಹಂಚಿಕೊಳ್ಳುವ ನಮ್ಮೆಲ್ಲರ ಪ್ರಯತ್ನದಲ್ಲಿ ಇವರ ಪಾತ್ರ, ಕೊಡುಗೆ ಗಣನೀಯವಾದದ್ದು.

ಮಂಗಳೂರಿನ ಆವೃತ್ತಿಯನ್ನು ಆಯೋಜಿಸುವಲ್ಲಿ ಪ್ರಮುಖ ಪಾತ್ರವಹಿಸಿದ ಮಂಗಳೂರು ಆಕಾಶವಾಣಿಯ ಸಾತ್ವಿಕ್, ಸೇಂಟ್ ಅಲೋಶಿಯಸ್ ಕಾಲೇಜಿನ ಉತ್ಸುಕ ಉಪನ್ಯಾಸಕರೂ, ಸರಳ ಜೀವಿಯೂ ಆದ ರೆವರೆಂಡ್ ಫಾದರ್ ರಿಚರ್ಡ್ ರೆಗೋ ಇವರಿಬ್ಬರಿಗೂ ನಮ್ಮೆಲ್ಲರ ಪರವಾಗಿ ಹೃತ್ಪೂರ್ವಕ ಅಭಿನಂದನೆಗಳು.

ಇದೆಲ್ಲದರ ಜೊತೆಗೆ ವಿಕಿ ಅಕಾಡೆಮಿಯನ್ನು ಕುತೂಹಲದಿಂದ, ವಿಶ್ವಾಸದಿಂದ ನೋಡುತ್ತ ವಿಕಿ ಕುರಿತು ಮಾಹಿತಿ ಹಂಚಿಕೊಳ್ಳುವಲ್ಲಿ ತಮ್ಮದೂ ಒಂದು ಪಾತ್ರವಿದೆ ಎಂಬಂತೆ ನಡೆದ ಪತ್ರಕರ್ತ ಸ್ನೇಹಿತರಿಗೆ ನಾವೆಲ್ಲರೂ ಕೃತಜ್ಞರು. ಇವರಿಲ್ಲದೆ ನಾವು ಕೈಗೆತ್ತಿಕೊಂಡಿರುವ ಅರಿವು ಹಂಚಿಕೊಳ್ಳುವ ಅಭಿಯಾನ ಅಪೂರ್ಣ.
