Multistakeholder Consultation on Encryption

<b>The Centre for Internet & Society (CIS) in collaboration with ORF and Takshashila Institution is organizing a Multi-Stakeholder Consultation on Encryption on December 17, 2016 at TERI in Bengaluru. </b>
<p style="text-align: justify; ">The consultation is intended to help shape the discussions around the new draft encryption policy slated to be released sometime early next year. The consultation will be divided into two segments: an open house and a panel discussion with high-level government representatives, including Dr. Gulshan Rai, the National Cyber Security Coordinator. The sessions start at 10.30 a.m. on December 17, 2016 and will go on for until approximately 4.30 p.m.</p>
<p style="text-align: justify; ">The discussions themselves will highlight inputs from the three main constituents affected by an encryption policy: civil society and end users, the private sector and government. The range of civil liberties and constitutional rights implicated by encryption, as well as the needs of businesses to secure data flows will be discussed. Government officials too are expected to join the consultation and will provide perspectives on encryption and legitimate access to data for law enforcement purpose.</p>

<h2>Public Measurements, Private Measurements and the Convergence of Units</h2>
<p>In this discussion I will focus on a comparison between the standard government prescribed meters for autorickshaws and taxis and the role of ridesharing apps as instruments which take measurements, as the basis for the calculation of fares, and the more general questions which arise for commerce, technology and their regulation. I will organise the paper around the observations of a paratransit operations engineer on the distinction between public and private instruments, and explore the possible implications of new forms of commercialisation of location and proximity and reactions to such developments for understanding questions of fairness and corruption.</p>
<h2>William F. Stafford</h2>
<p>William F. Stafford, Jr., is a PhD candidate in the Department of Anthropology, UC Berkeley. William's research focuses on the auto-rickshaw meter in New Delhi, as a way to engage with classical questions concerning the relationship between measurement, quantification and delimitations of domains of labour. William's general interests concern the analytics of labour and the reconfiguration of what are often taken as its axiomatic aspects. Before joining Berkeley, he studied Sociology at Jawaharlal Nehru University and the Delhi School of Economics.</p>

<h2>Abstract</h2>
<p style="text-align: justify;">Surfatial will present their work as a trans-local collective that works with text and sound. They will talk about their essay which was recently published on the RAW blog, as well as concerns of how the internet can be used in alternate contexts. As a continuation from their essay <a href="http://cis-india.org/raw/blog_101-ways-of-starting-an-isp-no-53-conversation-content-weird-fiction"> 101 ways of Starting an ISP: No. 53- Conversation Content and Weird Fiction</a> they are interested in exploring alternate formats of presenting the work they produce and in using the internet for synchronous collaborative cultural production.</p>
<p style="text-align: justify;">They structure this talk as a storytelling session and will share stories of how the internet is used on other planets. Stories of the internet on seven planets will be shared. Each story will describe its specific conditions of operation. These stories are seven ways of doing so. How will an external search engine index these stories? Will they be fact or fiction? The external archive of the search engine will be ways to con/fuse the internet with our narratives.</p>

<p style="text-align: justify;">Surfatial is a trans-local collective that operates through the internet. They use conversations to aid learning outside established structures. They are concerned with enabling dis-inhibition through the internet, for expressing what may not be feasible in physical reality. They organise internet-based audio conferences called study-groups where they deal with philosophical questions and a self-reflective exchange of individual experiences. They have previously presented their work at Soundphile 2016, Delhi; play_book (in collaboration with Thukral & Tagra), Gurgaon; CONA, Mumbai, and Mumbai Art Room. Their upcoming engagement is with ZK/U, Berlin.</p>

<b>Karnataka is known for its diverse linguistic cultures. Aside from Kannada, many are native speakers of Konkani, Tulu, and other languages. A small Wikiwomen's meetup was held on Saturday, August 27th at St. Agnes College, Mangalore, to invite female Wikipedians from the region. Many of them were new to the online encyclopedia but demonstrated strong interest in learning and contributing more Indic language content online.</b>
<p style="text-align: justify; ">A <a href="https://meta.wikimedia.org/wiki/Meetup/Mangaluru/WikiWomen/1">Wikiwomen’s meetup</a> was held at St. Agnes College on August 27<sup>th</sup> in the hope to strengthen the bonding and communication between female Wikipedians in Mangalore. Attendees of the meetup on Saturday included five Kannada Wikipedian, one Konkani Wikipedian, one from the recently gone live Tulu Wikipedia, and Ting-Yi Chang from the CIS A2K team. Two of the Kannada Wikipedians are staff and faculty members of the College’s library and Department of Kannada respectively. Both were brought into Wikipedia by <a href="http://cis-india.org/openness/kannada-wikipedia-edit-a-thon-in-st-agnes-college-mangaluru-to-bridge-gender-gap-in-wikipedia">edit-a-thons</a> held on the college campus in the last few months</p>
<p style="text-align: justify; ">The meetup started off with a round of brief self-introduction and an inspiring introductory presentation by Dhanalakshimi K T, a St. Agnes commerce student who had successfully organized the last two women’s edit-a-thons on her campus.</p>
<blockquote>
<p style="text-align: justify; ">“<i>Wikipedia is a great tool for knowledge sharing. When we edit in our own languages, people from outside of the city who don’t speak English can learn things more easily online.... It is the respect and passion I have for my language."</i></p>
</blockquote>
<p style="text-align: justify; ">The presentation also touched upon some feasible benefits that editors gains through participating in Wikipedia/media projects: improvement in writing and research skills, nurturing a critical thinking habit when reading texts and doing research, learnings from collaborative work experience, improvement in language and communication skills, etc. One of the participants later mentioned that with the hobby of editing Wikipedia, she began actively researching in her interested topics. Even in occasions when she had no time to actually update the content onto Wikipedia, the knowledge she gained throughout the research process has already enriched her and broadened her horizon of the subject.</p>
<p style="text-align: justify; ">The second half of the presentation consists of an introduction to the <a href="https://en.wikipedia.org/wiki/Wikipedia:Five_pillars">5 pillars rules</a> and some other advice of Wikipedia editing. Participants who were newcomers showed great interest and actively raised questions surrounding the use of different editing tools including the infobox templates, translation tools, useful markups, and personal sandboxes.</p>
<p style="text-align: justify; ">When being asked about the barriers they have faced so far in editing Wikipedia, most agreed that time issues do prevent them sometimes as their offline commitments (work, family, school) can take priority over it. However, most participants also concluded that “those who are truly interested will eventually find the time.” On the other hand, access to internet and facilities has not been reported as a barrier in their cases, but all agreed that it can be for many other women. Awareness was emphasized as a crucial factor when trying to bring in more women to Wikipedia. One of the student participants shared her experience,</p>

<p style="text-align: justify; "><i>“Some people may have never heard of Wikipedia before; some misunderstood its use and potential… when I talked about Kannada Wikipedia with my peers, first they thought it was some website for Kannada stories writing…. But when I explained to them what it is and how we can edit, they were all very excited and very much wanted to try."</i></p>
</blockquote>
<p style="text-align: justify; ">In the latter discussion of the meetup, participants talked about the tentative event plans for the next few months. Two sessions were suggested to be held by November, 2016. One as a workshop for the newcomers and the other as an editing event for more experienced female Wikipedians. All participants, old and new, are really excited to strengthen the bonding between Wikiwomens in Mangalore. Some suggested there should be more casual meetups every few weeks to help them communicate more and plan upcoming community events, including an ongoing event that can be held in March, 2017 for the International Women’s Day and <a href="https://en.wikipedia.org/wiki/Wikipedia:WikiWomen%27s_History_Month">Wikiwomen’s History Month</a>.</p>
<p style="text-align: justify; ">The meetup continued with more discussion on various language Wikipedias’ development. As an experienced Wikipedian and an actively outreaching community member, participant Harriet Vidyasagar explained the complexity in Konkani Wikipedia, which contains five scripts, and the importance of those scripts in Konkani language’s history and culture. All participants agreed that seeing their mother tongues’ scripts online and creating more content to make their culture and language visible are a great source of happiness and a motivation for them to continue editing. The session ended with exchange of contacts and group pictures.</p>

<h2>Abstract</h2>
<p><em>You are a CIA agent who has infiltrated the Russian mafia and the mafia bosses want you to shoot down innocent civilians in a crowded Moscow airport. What do you do - kill the civilians or blow your cover?</em></p>
<p>The above scenario is taken from the controversial ‘No Russian’ chapter in the videogame Call of Duty: Modern Warfare 2. Graphically realistic and often provoking us to explore deeper questions, videogames have changed from simplistic beat-em-ups to more thought-provoking media through which stories can be shaped and retold. Videogames are, therefore, storytelling media although traditional Humanities and Information Technology both struggle with this notion. This talk will explore how videogames tell stories and why traditional academia finds them problematic. It will also address how understanding this ‘new; storytelling could result in the creation of eminently more innovative and arguably, more marketable gaming software.</p>
<p>Coming back to the Call of Duty scenario, one notices a significant difference from most stories that we get in books or movies. The reader / player has a choice and this is a nontrivial choice that influences the furtherance of the story. The story therefore has multiple endings and is, in effect, constructed jointly by the affordances and mechanics created by the game designer and by the choices and the playing skill of the player. Further, the player can save and replay a game sequence over and over - each time the game plays out differently and the story changes, at least slightly. Moreover, the involvement of the player with the game environment can be very intense and create the feeling of being within the story-world. Finally, there is the issue of accepting that games, usually likened to the playful and the non-serious, can be instrumental in creating a thought-provoking narrative experience. Likewise, the idea of a computer program spinning out a story is equally unexpected and looked upon with suspicion.</p>
<p>For all the problems posed by game-narratives, the consideration that videogames tell stories and that some videogames tell very thought-provoking tales is an unavoidable one. Recent trends in Humanities criticism and in Computing recognise the synergy between the disciplines. Gaming is no longer all about creating Shooters such as Doom; videogames have changed in concept, have entered social networking platforms and are increasingly beginning to comment on real-world issues. In terms of software development, the storytelling game has made it imperative to study the player’s responses; how players interact with the game-world and how they innovate strategies are of key importance to designing successful gameplay sequences. As far as the Humanities are concerned, the game-narrative can provoke thought into philosophical problems such as the morality of killing civilians in the Call of Duty sequence; further the videogame-story also helps explore storytelling in a multiple and shared textual form and to think about inherent linkages between games, stories and machines.</p>
<p>The aim of this talk is to raise questions regarding the storytelling aspect of videogames rather than coming up with any set conclusions. Ultimately, such a discussion aims to lead to the development of some new pointers for rethinking the videogame industry, especially in terms of the global marketplace and in terms of how the story-experience in videogames is a key factor in shaping player interest. This talk is an introduction to the now slightly over a decade old field of Game Studies and how it relates to discussions of other digital media, Internet cultures and also traditional Humanities. As an introduction, it also aims to open discussions for Game Studies in India.</p>
<h2>Speaker</h2>
<p><strong>Souvik Mukherjee</strong> is currently employed as Assistant Professor of English Literature at Presidency University (earlier Presidency College), Calcutta. Souvik has been researching videogames as an emerging storytelling medium since 2002 and has completed his PhD on the subject from Nottingham Trent University in 2009. Souvik has done his postdoctoral research in the Humanities faculty of De Montfort University, UK and as a research associate at the Indian Institute of Technology in New Delhi, India where he worked on digital media as well as narrative analysis.</p>
<p>Souvik's monograph <a href="http://www.palgrave.com/us/book/9781137525048"><em>Videogames and Storytelling: Reading Games and Playing Books</em></a> was published by Palgrave Macmillan in 2015. His research examines their relationship to canonical ideas of narrative and also how videogames inform and challenge current conceptions of technicity, identity and culture, in general. His current interests involve the analysis of paratexts of videogames such as walkthroughs and after-action reports as well as the concept of time and telos in videogames. Besides Game Studies, his other interests are (the) Digital Humanities and Early Modern Literature. He also blogs about videogames research on <a href="http://readinggamesandplayingbooks.blogspot.in/">Ludus ex Machina</a>.</p>

<b>The Centre for Internet and Society (CIS) is organising a one-day workshop in Delhi on Tuesday, July 12 on the evolution and state of the set-top box as an access device in India. </b>
<p style="text-align: justify;">The workshop will be conducted by Dr. Rakesh Mehrotra who is a professor at Sharda University. It will be supported by an advisor from the Telecom Regulatory Authority of India to cover the aspect of regulation. The workshop will focus on the expanding functionality and innovations in set-top box (STB) technologies. It will also include an exposition on the regulatory regime applicable to STBs, around issues of interoperability, competition and privacy, and conclude with an outlook on the future of STBs.</p>
<p style="text-align: justify;">We will initiate research collaborations with suitable participants to produce papers after the workshop. Certificates of participation will be provided.</p>

<b>The Centre for Internet & Society (CIS-A2K) team is organizing the Train the Trainer programme at its office in Bengaluru from June 15 to 17, 2016. </b>
<p style="text-align: justify; ">After two successful iterations of Train the Trainer in 2013 and 2015, CIS-A2K is planning to organize the third iteration of the program. The exact dates and venue of the event have not been decided still, but like our previous iterations, this year also be a 3-days' residential program.</p>
<h3 style="text-align: justify; ">What's new in TTT 2016</h3>

<li style="text-align: justify; "><strong>Extensive feedback gathering:</strong> The planning of TTT 2016 started in mid-April when we started contacting TTT 2015 participants for their ideas and suggestions to design this year's Train-the-Trainer program. We asked them a number of questions such as "what could be improved in the last TTT?, how can be improve this year's TTT etc." We'll reach mailing lists and village pumps for for further inputs. Based on all these suggestions and feedback, this year's TTT will be designed.</li>

<b>The Centre for Internet & Society's Access to Knowledge team (CIS-A2K) organized a Wikipedia editathon for improving Tulu Wikipedia. Dr. U.B. Pavanaja conducted the sessions.</b>
<p style="text-align: justify; ">Dr. Kishore Kumar Rai, Principal of Shri Ramakrishna PU College, who himself is an active Tulu and Kannada Wikipedian provided the lab for this activity. Any Wikipedian (Tulu/Kannada) can walk-in and make use of the lab to edit Wikipedia. He has also procured more than 100 Tulu books from Tulu Sahitya Academy which will be kept there for reference.</p>

The focus of the Conference is on the experiences, adventures, and methods of 'studying internet in India.' <h4>It is our great pleasure to announce the beginning of the Internet Researchers' Conference (IRC), an annual conference series initiated by the Researchers at Work (RAW) programme at CIS to gather researchers, academic or otherwise, studying internet in/from India to congregate, share insights and tensions, and chart the ways forward.</h4>

<h4>This conference series is specifically driven by the following interests: 1) creating discussion spaces for researchers studying internet in India and in other comparable regions, 2) foregrounding the multiplicity, hierarchies, tensions, and urgencies of the digital sites and users in India, 3) accounting for the various layers, conceptual and material, of experiences and usages of internet and networked digital media in India, and 4) exploring and practicing new modes of research and documentation necessitated by new (digital) forms of objects of power/knowledge.</h4>

<h4>The first edition of the Conference, IRC16, is engaging with the theme of 'studying internet in India.' The word <em>study</em> here is a shorthand for a range of tasks, from documentation and theory-building, to measurement and representation.</h4>

<h2>RAW Lectures</h2>
<p>The Researchers at Work programme initiated the RAW Lectures series to take stock, reflect, and chart courses into the studies of Internet in/from India. The lectures address the experiences and practices of Internet in India as plural and intertwined with longer-duration processes. The lectures also critically respond to the questions around the methods of studying Internet in/from India, and the opportunities and challenges of studying Indian society on/through the Internet.</p>

<h2>Lecture #02 - Undermining the Tyrant’s Protocols: Speculative Fiction and Freedom</h2>
<p><a href="http://anilmenon.com/" target="_blank">Anil Menon</a>’s research work has appeared in peer-reviewed journals such as <em>Intl J. of Neural Networks</em>, <em>Neural Proc. Letters</em>, <em>IEEE Trans On Evolutionary Computation</em>, <em>Foundations of Genetic Algorithms</em>, <em>British J. of the History of Science</em>, and <em>Small Business Economics</em>. His short fiction has appeared in a variety of magazines and anthologies including <em>Interzone</em>, <em>Interfictions</em>, <em>Strange Horizons</em>, <em>Jaggery Lit Review</em>, and <em>Lady Churchill’s Rosebud Wristlet</em>. His stories have been translated into German, French, Chinese, Romanian and Hebrew. His debut novel <em>The Beast With Nine Billion Feet</em> (Zubaan Books, 2010) was short-listed for the 2010 Vodafone-Crossword award and the Carl Brandon Society's 2011 Parallax Award. Along with Vandana Singh, he co-edited <em>Breaking the Bow</em> (Zubaan Books 2012), an international anthology of speculative fiction inspired by the Ramayana epic. His most recent work is the novel <em>Half Of What I Say</em> (Bloomsbury, 2015).</p>
