Emerging Issues in the Internet of Things

<b>Andrew Rens will give a talk about research that he is doing at the Internet Governance Lab on October 23, 2017 at the Centre for Internet & Society in Bengaluru.</b>
<p style="text-align: justify; ">It seems almost anything can be connected to the Internet: 3D printers, cars, traffic lights and even toasters. This proliferation of Internet enabled devices, the Internet of Things (IoT), raises a cloud of complex problems, of ownership and control, privacy and surveillance, ubiquity and network fragility. IoT doesn't just promise efficiency; cheap sensors and printers might put scientific research and customized manufacturing in the hands of millions more people. The governance of the IoT, exhibits the same super complexity as Internet governance generally; with multiple sites of governance and actors operating across legal borders. Legal regulation, standards and the architecture of technology determine how the IoT is configured and how it will be reconfigured in response to these problems. Where is the technology governance of the IoT currently taking shape? What forces will likely bear on the governance of the IoT? What role will permissionless innovation play, and what its limits? How will intellectual property laws complicate the IoT?"</p>
<p style="text-align: justify; ">The event, overall, is expected to be a thought provoking one for discussion on things related to IoT.</p>

Dr. Prabhakar is an Associate Fellow with the National Council of Applied Economic Research (NCAER). She is involved in a project that looks at the digitisation of land records in India and its impact on land ownership across the country. In the talk, she will evaluate the impact that digitisation of land records has had in parts of rural India. <h3><strong>Dr. Prerna Prabhakar</strong></h3>
<h4>Associate Fellow, <a href="http://www.ncaer.org/" target="_blank">National Council of Applied Economic Research</a> (NCAER)</h4>
<p>Dr. Prabhakar's primary research area is in International Economics. She has done extensive work on trade and primarily the linkages between trade and environment and regional trade integration for developing economies.
She has a MSc in Economics from TERI University and a PhD from the Department of Business, University of Delhi. Her PhD thesis was on international trade, environment and regional integration. She has also worked in a South Asian Network for Development and Environmental Economics (SANDEE) funded Project titled “Carbon Embodied Trade and Trade Resistances: Evidence from South Asian Countries”. Earlier, she worked as a Research Assistant with Dr. Ram Upendra Das at Research and Information System for Developing Countries (RIS).</p>

<h3><strong>FAT ML (Fairness, Accountability, and Transparency in Machine Learning) for Lawyers and Lawmakers</strong></h3>
<p>From tagging people in photos to determining risk of loan defaults, use of data based tools is affecting more and areas of our lives. In some areas there have been very successful applications of such tools, in others areas they has been found to not only reflect the existing bias and discrimination found in today's society but also exaggerate it.</p>
<h3><strong>Harsh Gupta</strong></h3>
<p>Harsh Gupta is a recent graduate from IIT Kharagpur with B.Sc and M.Sc in Mathematics and Computing and will be joining JP Morgan and Chase as a data scientist. He completed his master's thesis in "Discrimination Aware Machine Learning". He was also an intern at The Center for Internet and Society during summer of 2016.</p>

While people may be interested in the topic of making technology accessible and inclusive, the reality is that they often do not know how or where to start, Awareness comes first.</p>
<p style="text-align: justify;">The purpose of GAAD is to get everyone talking, thinking and learning about digital (web, software, mobile, etc.) access/inclusion and people with different disabilities.</p>

<h3><strong>IRC17: Key Provocations</strong></h3>
<p>Two critical questions that emerged from the conversations at the previous edition of the Conference (IRC16) were about the digital objects of research, and the digital/internet experiences in Indic languages. As we discussed various aspects and challenges of 'studying internet in India', it was noted that we have not sufficiently explored how ongoing research methods, assumptions, and analytical frames are being challenged (if at all) by the becoming-digital of the objects of research across disciplines: from various artifacts and traces of human and machinic interactions, to archival entries and sites of ethnography, to practices and necessities of collaboration.</p>
<p>We found that the analyses of such digital objects of research often tend to assume either an aesthetic and functional uniqueness or sameness vis-à-vis the pre-/proto-digital objects of research, while neither of these positions are discussed in detail. Further, we tend to universalise the English-speaking user's/researcher's experience of working with such digital objects, without sufficiently considering their lives and functions in other (especially, Indic) languages.</p>
<p>These we take as the key provocations of the 2017 edition of IRC:</p>
<ul><li>
<p>How does the becoming-digital of the research objects challenge our current research practices, concerns, and assumptions?</p>
</li>
<li>
<p>How do we appreciate, study, and theorise the functioning of and meaning-making by digital objects in Indic languages?</p>
</li>
<li>
<p>What research tools and infrastructures are needed to study, document, annotate, analyse, archive, cite, and work with (in general) digital objects, especially those in Indic languages?</p>
</li></ul>
<p>This conference series is specifically driven by the following interests: 1) creating discussion spaces for researchers studying internet in India and in other comparable regions, 2) foregrounding the multiplicity, hierarchies, tensions, and urgencies of the digital sites and users in India, 3) accounting for the various layers, conceptual and material, of experiences and usages of internet and networked digital media in India, and 4) exploring and practicing new modes of research and documentation necessitated by new (digital) forms of objects of power/knowledge.</p>

<h3><strong>About the IRC Series</strong></h3>
<p>The Researchers at Work (RAW) programme at the Centre for Internet and Society (CIS) initiated the Internet Researchers' Conference (IRC) series to address these concerns, and to create an annual temporary space in India, for internet researchers to gather and share experiences.</p>
<p>The IRC series is driven by the following interests:</p>

<p>creating discussion spaces for researchers and practitioners studying internet in India and in other comparable regions,</p>

<li>
<p>foregrounding the multiplicity, hierarchies, tensions, and urgencies of the digital sites and users in India,

<p>The first edition of the Internet Researchers' Conference series was held in <a href="http://editors.cis-india.org/raw/cis-india.org/raw/irc16">February 2016</a>. It was hosted by the <a href="http://www.jnu.ac.in/SSS/CPS/">Centre for Political Studies</a> at Jawaharlal Nehru University, and was supported by the <a href="http://cis-india.org/raw/cscs-digital-innovation-fund">CSCS Digital Innovation Fund</a>. The Conference was constituted by eleven discussion sessions (majority of which were organised around presentation of several papers), four workshop sessions (which involved group discussions, activities, and learnings), a book sprint over three sessions to develop an outline of a (re)sourcebook for internet researchers in India, and a concluding round table. The audio recordings and notes from IRC16 are now being compiled into an online Reader. <b>Dr. Anupam Saraph, Professor and Future Designer will give a talk on digital disruption and digital black money on January 30, 2017 at the Centre for Internet & Society (CIS) office in Bangalore.</b>
<p style="text-align: justify; ">The digital disruption of payments in the economy is regarded as a magic wand to cure financial exclusion, reduce costs of cash, and end money laundering and black money. At the centre of the digital revolution are new mechanisms to on-board customers, undertake money transfers, alteration of players in the payment ecosystem and a significant change in regulatory oversight. Does this alteration of the financial ecosystem result in serving the unserved and underserved? Does going cashless and holding digital cash end black money, money laundering, and financial exclusion? Or is this actually generating <i>digital</i> black money through digital money laundering and actually causing financial exclusion? Is digital black money even possible? Does the digital money have no colour?</p>

<p style="text-align: justify; ">Anupam Saraph is a Professor of Systems, Governance and Decision Sciences, Environmental Systems and Business he mentors students and teaches systems, information systems, environmental systems and sustainable development at universities in Europe, Asia and the Americas. He has worked with the Rensselaer Polytechnic Institute, Rijksuniversitiet Groningen, RIVM, University of Edinburgh, Resource Use Institute, Systems Research Institute among others. He was also the Governance and IT Advisor to former Goa Chief Minister Manohar Parrikar. Dr. Saraph has also served as the Vice Chairman of the Infotech Corporation of Goa, held CxO level positions and serves as an independent director on the boards of Public and Private Sector companies and NGOs including the Moneylife Foundation. <br /><br />Dr. Saraph is also actively engaged in civil society where he participates in several environmental, resource and nature conservation initiatives, has authored draft legislations for river and natural resource conservation, right to good governance and has contributed to governance, election and democratic reforms. Dr. Saraph is a regular columnist in newspapers and writes on issues of governance, future design, technology and education from a systems perspective. <br /><br />As a future designer and recognized as a global expert on complex systems he helps individuals and organisations understand and design the future of their worlds. Together they address the toughest challenges, accomplish missions and achieve business goals. He also supports building capacity to address the challenges of today as well as to build future designs through teams and effective leadership. Since the eighties Dr. Saraph has modeled complex systems of cities, countries, regions and even the planet. His models have been awarded internationally and even placed in 10-year permanent exhibitions. <br /><br />Dr Saraph works with business and government executives, civil society leaders, politicians, generals, civil servants, police, trade unionists, community activists, United Nations and ASEAN officials, judges, writers, media, architects, designers, technologists, scientists, entrepreneurs, board members and business leaders of small, mid and large single and trans-national companies, religious leaders and artists across a dozen countries and various industry sectors to help them and their organisations succeed in their missions. <b>The Centre for Internet & Society (CIS) is partnering with IIT, Madras for a summit on international accessibility. The summit will be held at IIT in Chennai from December 31, 2016 to January 3, 2017. Nirmita Narasimhan will be the panel moderator this event.</b>
<p style="text-align: justify; ">This year’s Summit strives to bring about a change in society by addressing an issue that is taken for granted by most people: Accessibility.</p>
<p style="text-align: justify; ">Climbing stairs, listening to a lecture, reading a billboard, expressing dissent are some activities that most of us tend to perform quite effortlessly. Turning a “blind eye” to a “lame joke” is something that comes naturally to a lot of us. We crib to no end when people refuse to talk to us in a language we understand because it makes us feel like an outsider. If there is one thing that human beings hate, it is the feeling of being excluded or pitied upon, as this is a constant reminder of what one cannot do.</p>
<p style="text-align: justify; ">Accessibility is an attempt to get rid of this exclusion in various important spheres – physical environments, public spaces, the digital realm, education, employment, technology, transport. It is concerned with the removal of barriers, to set the record straight on what causes a disability: not an individual’s inability to do something but the society’s tendency to throw unnecessary obstacles. Accessibility is a spectrum - it means usability, it means removing limitations and tapping opportunities.</p>
<p style="text-align: justify; ">The <b> International Accessibility Summit of Shaastra 2017</b>, IIT Madras, a 4 day-long event to be held between <b>31st December, 2016 to 3rd January, 2017</b>, is a platform for multiple stakeholders in the field of Accessibility and Assistive Technology to come together and share their knowledge. It is a chance for students from various fields of study to meet and ideate on how to make India truly accessible.</p>

<b>The Centre for Internet & Society (CIS) in collaboration with ORF and Takshashila Institution is organizing a Multi-Stakeholder Consultation on Encryption on December 17, 2016 at TERI in Bengaluru. </b>
<p style="text-align: justify; ">The consultation is intended to help shape the discussions around the new draft encryption policy slated to be released sometime early next year. The consultation will be divided into two segments: an open house and a panel discussion with high-level government representatives, including Dr. Gulshan Rai, the National Cyber Security Coordinator. The sessions start at 10.30 a.m. on December 17, 2016 and will go on for until approximately 4.30 p.m.</p>
<p style="text-align: justify; ">The discussions themselves will highlight inputs from the three main constituents affected by an encryption policy: civil society and end users, the private sector and government. The range of civil liberties and constitutional rights implicated by encryption, as well as the needs of businesses to secure data flows will be discussed. Government officials too are expected to join the consultation and will provide perspectives on encryption and legitimate access to data for law enforcement purpose.</p>

<h2>Public Measurements, Private Measurements and the Convergence of Units</h2>
<p>In this discussion I will focus on a comparison between the standard government prescribed meters for autorickshaws and taxis and the role of ridesharing apps as instruments which take measurements, as the basis for the calculation of fares, and the more general questions which arise for commerce, technology and their regulation. I will organise the paper around the observations of a paratransit operations engineer on the distinction between public and private instruments, and explore the possible implications of new forms of commercialisation of location and proximity and reactions to such developments for understanding questions of fairness and corruption.</p>
<h2>William F. Stafford</h2>
<p>William F. Stafford, Jr., is a PhD candidate in the Department of Anthropology, UC Berkeley. William's research focuses on the auto-rickshaw meter in New Delhi, as a way to engage with classical questions concerning the relationship between measurement, quantification and delimitations of domains of labour. William's general interests concern the analytics of labour and the reconfiguration of what are often taken as its axiomatic aspects. Before joining Berkeley, he studied Sociology at Jawaharlal Nehru University and the Delhi School of Economics.</p>

<h2>Abstract</h2>
<p style="text-align: justify;">Surfatial will present their work as a trans-local collective that works with text and sound. They will talk about their essay which was recently published on the RAW blog, as well as concerns of how the internet can be used in alternate contexts. As a continuation from their essay <a href="http://cis-india.org/raw/blog_101-ways-of-starting-an-isp-no-53-conversation-content-weird-fiction"> 101 ways of Starting an ISP: No. 53- Conversation Content and Weird Fiction</a> they are interested in exploring alternate formats of presenting the work they produce and in using the internet for synchronous collaborative cultural production.</p>
<p style="text-align: justify;">They structure this talk as a storytelling session and will share stories of how the internet is used on other planets. Stories of the internet on seven planets will be shared. Each story will describe its specific conditions of operation. These stories are seven ways of doing so. How will an external search engine index these stories? Will they be fact or fiction? The external archive of the search engine will be ways to con/fuse the internet with our narratives.</p>

<p style="text-align: justify;">Surfatial is a trans-local collective that operates through the internet. They use conversations to aid learning outside established structures. They are concerned with enabling dis-inhibition through the internet, for expressing what may not be feasible in physical reality. They organise internet-based audio conferences called study-groups where they deal with philosophical questions and a self-reflective exchange of individual experiences. They have previously presented their work at Soundphile 2016, Delhi; play_book (in collaboration with Thukral & Tagra), Gurgaon; CONA, Mumbai, and Mumbai Art Room. <b>Karnataka is known for its diverse linguistic cultures. Aside from Kannada, many are native speakers of Konkani, Tulu, and other languages. A small Wikiwomen's meetup was held on Saturday, August 27th at St. Agnes College, Mangalore, to invite female Wikipedians from the region. Many of them were new to the online encyclopedia but demonstrated strong interest in learning and contributing more Indic language content online.</b>
<p style="text-align: justify; ">A <a href="https://meta.wikimedia.org/wiki/Meetup/Mangaluru/WikiWomen/1">Wikiwomen’s meetup</a> was held at St. Agnes College on August 27<sup>th</sup> in the hope to strengthen the bonding and communication between female Wikipedians in Mangalore. Attendees of the meetup on Saturday included five Kannada Wikipedian, one Konkani Wikipedian, one from the recently gone live Tulu Wikipedia, and Ting-Yi Chang from the CIS A2K team. Two of the Kannada Wikipedians are staff and faculty members of the College’s library and Department of Kannada respectively. Both were brought into Wikipedia by <a href="http://cis-india.org/openness/kannada-wikipedia-edit-a-thon-in-st-agnes-college-mangaluru-to-bridge-gender-gap-in-wikipedia">edit-a-thons</a> held on the college campus in the last few months</p>
<p style="text-align: justify; ">The meetup started off with a round of brief self-introduction and an inspiring introductory presentation by Dhanalakshimi K T, a St. Agnes commerce student who had successfully organized the last two women’s edit-a-thons on her campus.</p>
<blockquote>
<p style="text-align: justify; ">“<i>Wikipedia is a great tool for knowledge sharing. When we edit in our own languages, people from outside of the city who don’t speak English can learn things more easily online.... It is the respect and passion I have for my language."</i></p>
</blockquote>
<p style="text-align: justify; ">The presentation also touched upon some feasible benefits that editors gains through participating in Wikipedia/media projects: improvement in writing and research skills, nurturing a critical thinking habit when reading texts and doing research, learnings from collaborative work experience, improvement in language and communication skills, etc. One of the participants later mentioned that with the hobby of editing Wikipedia, she began actively researching in her interested topics. Even in occasions when she had no time to actually update the content onto Wikipedia, the knowledge she gained throughout the research process has already enriched her and broadened her horizon of the subject.</p>
<p style="text-align: justify; ">The second half of the presentation consists of an introduction to the <a href="https://en.wikipedia.org/wiki/Wikipedia:Five_pillars">5 pillars rules</a> and some other advice of Wikipedia editing. Participants who were newcomers showed great interest and actively raised questions surrounding the use of different editing tools including the infobox templates, translation tools, useful markups, and personal sandboxes.</p>
<p style="text-align: justify; ">When being asked about the barriers they have faced so far in editing Wikipedia, most agreed that time issues do prevent them sometimes as their offline commitments (work, family, school) can take priority over it. However, most participants also concluded that “those who are truly interested will eventually find the time.” On the other hand, access to internet and facilities has not been reported as a barrier in their cases, but all agreed that it can be for many other women. Awareness was emphasized as a crucial factor when trying to bring in more women to Wikipedia. One of the student participants shared her experience,</p>

<p style="text-align: justify; "><i>“Some people may have never heard of Wikipedia before; some misunderstood its use and potential… when I talked about Kannada Wikipedia with my peers, first they thought it was some website for Kannada stories writing…. But when I explained to them what it is and how we can edit, they were all very excited and very much wanted to try."</i></p>
</blockquote>
<p style="text-align: justify; ">In the latter discussion of the meetup, participants talked about the tentative event plans for the next few months. Two sessions were suggested to be held by November, 2016. One as a workshop for the newcomers and the other as an editing event for more experienced female Wikipedians. All participants, old and new, are really excited to strengthen the bonding between Wikiwomens in Mangalore. Some suggested there should be more casual meetups every few weeks to help them communicate more and plan upcoming community events, including an ongoing event that can be held in March, 2017 for the International Women’s Day and <a href="https://en.wikipedia.org/wiki/Wikipedia:WikiWomen%27s_History_Month">Wikiwomen’s History Month</a>.</p>
<p style="text-align: justify; ">The meetup continued with more discussion on various language Wikipedias’ development. As an experienced Wikipedian and an actively outreaching community member, participant Harriet Vidyasagar explained the complexity in Konkani Wikipedia, which contains five scripts, and the importance of those scripts in Konkani language’s history and culture. All participants agreed that seeing their mother tongues’ scripts online and creating more content to make their culture and language visible are a great source of happiness and a motivation for them to continue editing. The session ended with exchange of contacts and group pictures.</p>
