Biometrics or Bust? Implications of the UID for Participation and Inclusion

<b>Malavika Jayaram will give a talk on biometrics and the implications of UID for participation and inclusion at the office of the Centre for Internet and Society in Bangalore on January 10, 2014 at 6.00 p.m.</b>
<h2>Abstract</h2>
<p style="text-align: justify; ">Privacy is often portrayed as a luxury, as the intellectual preoccupation of nerdy privileged liberals, and an issue of salience only to the elite. This ignores the reality of the most marginalized sections of a society being disproportionately impacted by privacy intrusive technologies. The collusion of public and private agendas towards implementing large welfare projects is generally seen as progressive and neutral, yet the consequences of even well-intentioned efforts that trade privacy for convenience, welfare, security or a host of other compelling goals is troubling. The use of biometric technologies further complicates matters: the assumption that bodies can be rendered into infallible verifiers, as repositories of unchanging truth, is not without its catalogue of failures. This talk will examine the notion of biometric representations as a kind of capital, the possibility that failures are endemic to their functioning, and the implications of systemic errors on equality, participation and democracy.</p>
<h2 style="text-align: justify; ">Malavika Jayaram</h2>
<p style="text-align: justify; ">Malavika is a Fellow at the Berkman Center for Internet and Society at Harvard University, focusing on privacy, identity and free expression. She is also a Fellow at the Centre for Internet and Society, Bangalore, and the author of the India chapter for the Data Protection & Privacy volume in the Getting the Deal Done series. Malavika is one of 10 Indian lawyers in The International Who's Who of Internet e-Commerce & Data Protection Lawyers directory. In August 2013, she was voted one of India’s leading lawyers and one of only 8 women to be featured in the “40 under 45” survey conducted by Law Business Research, London. In a different life, she spent 8 years in London, practicing law with global firm Allen & Overy in the Communications, Media & Technology group, and as VP and Technology Counsel at Citigroup. During 2012-2013, she was a Visiting Scholar at the Annenberg School for Communication, University of Pennsylvania. She is working on completing her PhD at the National Law School.</p>

<b>Next Tuesday, Maria Xynou will be presenting her latest research on surveillance in India. Come and engage in a discussion on India's controversial surveillance schemes, surveillance industry and much much more! </b>
<p>And so we've heard a lot about the Edward Snowden leaks and about the NSA's controversial mass surveillance projects. But what's happening in India?</p>
<p>It turns out that the world's largest democracy has some of the most controversial surveillance schemes in the world! Some of India's laws, schemes, projects and technologies are unbeatable when it comes to mass surveillance, censorship and control. While India may be a developing country with issues ranging from poverty to corruption, it nonetheless appears to be at the forefront of surveillance on an international level.</p>
<p>Join us at the Centre for Internet and Society (CIS) on 3rd December 2013 to hear about India's surveillance laws, schemes and technologies and to engage in a discussion on the potential implications. All that is required is an open mind, critical thought and a will to challenge that which has not been challenged!</p>

Open Society Foundations and British Embassy Brasilia are sponsors for the event. The Centre for Internet & Society (CIS) is a research partner. Sunil Abraham, Pranesh Prakash and Vipul Kharbanda will be speaking at this event.</b>
<p style="text-align: justify; ">The event will bring together key representatives from government, civil society, the business sector and academia from Brazil, India, United Kingdom and several other countries. <b>This is a closed multistakeholder round-table</b> to discuss and map international examples of Big Data uses and regulation, both by private and public sectors, in order to develop practical strategies to promote adoption of harmonized rules by different actors. The event will also map existing initiatives involving the use of Big Data and present the results of a joint research initiative conducted by ITS and CIS in this field.</p>

<b>The Centre for Internet & Society (CIS) will host the Bangalore Chapter Meeting of Data Security Council of India (DSCI) on September 26, 2015 at its Bangalore office in Domlur. The event will be held from 2.30 p.m. to 5.30 p.m.</b>
<p style="text-align: justify; ">After the Nasscom cyber security task force meeting held at Wipro in June, followed by DSCI Best Practices meet in July, we now have the next chapter meeting at CIS.</p>
<h3 style="text-align: justify; ">Speakers</h3>
<p style="text-align: justify; ">The first speaker will be <b>Melissa Hathaway, Commissioner, Global Commission for Internet Governance</b>. She is an internationally distinguished cyber security expert and has worked as cyber security adviser in two US Presidential Administrations, and is the former acting Senior Director for cyberspace at the National Security Council in the US. The topic she will be speaking on is "<a href="http://editors.cis-india.org/internet-governance/blog/connected-choices" class="external-link">Connected Choices</a>".</p>
<p style="text-align: justify; ">The second speaker will be <b>Sunil Abraham, Executive Director, CIS</b> (Center for internet & Society). Sunil is a renowned thought leader when it comes to internet governance, cyber space & its interface with civil society and actively contributes to DSCI and other forums. He will be presenting on "<a href="http://editors.cis-india.org/internet-governance/blog/anonymity-in-cyberspace" class="external-link">Anonymity in Cyberspace</a>" - the SIG that he led over last 8 months along with a diverse group of members from the industry in Bangalore.</p>

Were social networks and apps across Twitter or Facebook really that pivotal in the mass citizen uprisings of the recent past? In this session, we shall see how it is essential to consider cultural specificities while designing technological interventions. Furthermore, I shall discuss how an effective strategy for citizen activism is not that which relies solely on virtual networks, but one that bridges networks, across different mediums, to engage offline citizens as much as the online. We believe that young people have the power to affect change, and its time that we provide them with more opportunities to solve the challenges they see around them. This event is a first step in the direction of developing these problem-solving skills in our young people. Through an innovative Make-a-thon format, participants will engage in developing creative tech-based solutions to everyday challenges like road safety, waste management, water management, improving green cover and safer spaces for women.</p>

<b>What does it take to build an archive? Why build archives in the first place? What kind of challenges do archives created through independent initiatives face in terms of infrastructure, autonomy, access and futures? On Thursday, November 29, 2012, the Centre for Internet and Society and HasGeek present a Q&A session with Dr. C S Lakshmi, founder of SPARROW in Mumbai. </b>
<p style="text-align: justify;">Set up in 1988 as a trust, SPARROW is a repository of narratives, diaries and documentation of women's stories, struggles, movements and trajectories. This session is an attempt to understand the process of building archives and who has access to these archives. How is sensitive information — gender, in this case — interpreted and reproduced from SPARROW archives? What kind of challenges does SPARROW face in terms of infrastructure and sustenance?</p>
<h3><strong>C. S. Lakshmi</strong></h3>
<p style="text-align: justify;"><strong>C. S. Lakshmi (Ambai)</strong>, born in 1944 in Tamil Nadu, is a distinguished fiction writer in Tamil. Her works are characterized by her passionate espousal of the cause of women, humor, a lucid and profound style, and a touch of realism. She is one of the most important Tamil writers today. She is the only Tamil writer to have been included in the recently published <em>Picador Book of Modern Indian Literature</em> edited by Amit Chaudhuri. Most of her stories are about relationships and they contain brilliant observations about contemporary life. Exploration of space, silence, coming to terms with one's body or sexuality, and the importance of communication are some of the recurring themes in her works.</p>
<p style="text-align: justify;">A Doctorate from Jawaharlal Nehru University in the 1970's, she is presently the Director of Sound & Picture Archives for Research on Women (SPARROW) in Mumbai. She is a recipient of Narayanaswamy Aiyar Prize for her fiction. Among her works are <em>Sirakukal muriyum</em>, <em>Vittin mulaiyil oru camaiyalarai</em> and <em>The Face behind the mask : Women in Tamil literature</em>. Many of her stories have been translated into English. The Library of Congress holds five of her writings in its collection.</p>

<b>The Centre for Internet and Society is hosting a talk by Gene Kogan, a programmer and digital artist, at its office in Bangalore on November 30th, 2012, from 5.00 p.m. to 7.00 p.m. </b>
<h2>Talk Summary</h2>
<p class="p1">The open source movement has challenged longstanding assumptions about art practice. Communities of programmers and makers have collaborated online to create mature software development kits such as Processing and OpenFrameworks, as well as websites like <a href="http://instructables.com/"><span class="s1">Instructables.com</span></a> where users can document and share their process. The rapid digitization of the blueprints for creative projects have greatly lowered the barrier to getting started.</p>
<p class="p1">These new tools and practices have greatly influenced the workflows that artists, designers, and technologists operate with, and have upended traditional notions of authorship and copyright. Techniques manipulating existing digital content have inspired much debate over legitimacy and authenticity. This talk will critically examine this new outlook and attempt to resolve some practical issues.</p>
<h2 style="text-align: justify;">Gene Kogan</h2>
<p style="text-align: justify;">Gene Kogan is an American artist and programmer currently based out of Bangalore. He is interested in performance art, generative systems, and machine learning. He writes free software for negotiating high dimensional spaces to discover the unexpected and serendipitous. He is currently based out of Bangalore.</p>

The Draft Human DNA Profiling Bill has been critiqued by the committee chaired by <a href="http://planningcommission.nic.in/reports/genrep/rep_privacy.pdf">Justice AP Shah in the “Report of Group of Experts on Privacy”</a> for a lack of adequate privacy safeguards.</p>

<p style="text-align: justify; ">Made invisible in the public sphere, persons with disability are often overlooked by society as productive members of the community. Their families, friends and mainstream media too have done little to change the limited lens through which they, and ultimately individuals with disability see and define their role in their communities.</p>
<p style="text-align: justify; ">We believe that the time has come for us as a society, especially businesses, to break the barriers between different worlds. We need to create spaces that allow us to ‘step in’ to each other’s worlds and engage in meaningful dialogues that allow us to reflect, question and develop an empathetic lens to building a society that is more inclusive to persons with disability.</p>

<h3>George Abraham</h3>
<p style="text-align: justify; ">Based on his own experiences and those of hundreds of visually impaired people, George has developed a program whose combination of clinical and non-clinical components will help the seeing impaired stand on their own feet and realize their full potentials. George has designed the Vision Enhancement Center (VEC) to institutionalize comprehensive, non-medical eye care services. Like counseling, equipment, training, medical referrals, information, and rehabilitation services. George's goal is to build the first world-class institution for the visually impaired in the SAARC (South Asian Association for Regional Cooperation) region to be an example that will inspire widespread reform in the way the blind and other people with disabilities are treated, cared for, educated, and employed. To garner support for his work, George is partnering with civil society organizations, medical professionals, the government, and corporations. His latest venture has been a collaboration with Doordarshan to create a 13-episode television series called <b>Nazar Ya Nazariya</b>, that highlights and celebrates visually impaired individuals who have overcome both physical and mental barriers to integrate successfully into the mainstream.</p>
<h3 style="text-align: justify; ">CIS</h3>
<p style="text-align: justify; ">The Centre for Internet and Society is a non-profit research organization that works on policy issues relating to freedom of expression, privacy, accessibility for persons with disabilities, access to knowledge and IPR reform, and openness (including open government, FOSS, open standards, etc.), and engages in academic research on digital natives and digital humanities.</p>

<h3>The Talk</h3>
<p style="text-align: justify; ">Aaron Koenig will give a talk on the creation and use of Bitcoin, a new digital currency and payment system designed for the voting process of the Bitfilm Festival for Digital Film. Since the year 2000, the Bitfilm Festival has been showcasing films that use digital technology in a creative and innovative way. It takes place on the Internet. However, physical screenings of the films will be held in Bangalore and in Hamburg. Each of the 59 nominated digital animations has its own Bitcoin account, and users worldwide may vote by donating Bitcoins to the films they like anonymously and without any transfer costs. The donated money will be divided among the most popular films (the films with the most votes/Bitcoins).</p>
<p style="text-align: justify; ">Aaron will also present an animated short about Bitcoin which he has produced with an animation team based in Bangalore. Of course, the animators were paid in Bitcoin.</p>
