Roundtable on AI and Finance in India

<b>Centre for Internet & Society (CIS) will hold a roundtable on artificial intelligence and finance in India on Wednesday, February 7, 2018 in association with HasGeek and the 50p Conference. The roundtable will take place from 2 p.m. to 5 p.m at TERI (The Energy Resources Institute) in Domlur, Bengaluru.</b>
<p style="text-align: justify; ">We invite you all to participate in this roundtable to share and build knowledge about trajectories of AI deployment across sub-sectors of banking in India and the emergent regulatory and public policy concerns.</p>
<p style="text-align: justify; ">The objective of the roundtable is to bring together various actors active across the fields of artificial intelligence, machine learning, cognitive computing, financial technologies,and big data credit scoring and online lending, to discuss pressing public policy issues in regards to the utilisation and implementation of AI in the banking and finance sectors of India.</p>
<p style="text-align: justify; ">These sectors currently find themselves at the early stages of AI adoption. Such technologies are being implemented to facilitate both front-end and back-end processes by a variety of players with the aim of improving the accessibility, customised user engagement, and quality of current financial services. Leading commercial banks in India have all been working to develop and deploy AI technologies either in house or in partnership with small and large-scale tech companies. Such initiatives have seen the deployment of numerous chatbots and humanoid robots for the purposes of customer service. More significant, however, is the use of such technology by banks and fintech actors to facilitate decision making behind the scenes, on a variety of financial issues including but not limited to credit-worthiness, fraud detection, and investments.</p>
<p style="text-align: justify; ">While these sectors are no strangers to the use of big data analytics and similar technologies in aiding with financial decision making and daily operations, the deployment of technologies such as machine learning and natural language processing is still very new. Due to the nascent nature of this phenomenon, little is known about the details of their implications for both producers and consumers. Furthermore, concerns regarding data ownership, liability, and consumer rights have all been raised in light of AI adoption. This roundtable will present us with an opportunity to discuss such issues and begin to fill this knowledge gap.</p>

<b>The Centre for Internet and Society (CIS), Bangalore is organizing a roundtable on ‘A.I. and Manufacturing and Services’ on the 19th of January, 2018 from 2 to 5 pm at ‘The Energy and Resources Institute’ (TERI) Bangalore. The Roundtable seeks to discuss the various issues and challenges surrounding the implementation of AI and related technologies on manufacturing processes and services.</b>
<p style="text-align: justify; ">Since the Industrial Revolution machines have substituted human labour and helped industries save time and money. This was succeeded by the advent of computers and technology which helped in completing tasks with better speed and accuracy than the human brain. The emergence of machine-learning technology and artificial intelligence has now made machines capable of doing work that was earlier considered to be something that could only be done by humans. From the use of AI in understanding customer shopping trends to its use in making automobiles, AI is becoming more of a norm than an exception. The analytics of how customers shop is now helping companies forecast their manufacturing needs. The synergy of technology and machines i.e. smart manufacturing, not only changes manufacturing and shipping but also improves worker safety. Different forms of smart manufacturing are also starting to come up in India: Wipro and Infosys have launched AI platforms, and the Indian Institute of Science is developing a smart factory with support from Boeing Company and General Electric. Infosys has also released an AI platform, ‘Nia’, which is programmed to forecast revenue and understand customer behaviour.</p>
<p style="text-align: justify; ">The instances of use of machines to substitute human workforce, in some cases, has brought about a sense of worry. Recent trends in factory hiring show that jobs are being lost to automated forms of labour, further evidenced by a report from the research firm HorsesforSources, which predicts that India is set to lose 640,000 low-skilled job positions to automation by the year 2021.The IT sector in India is also under risk from the use of AI. Reports have also found that the rising unemployment in the IT sector has led to increased pressure on labour regulators.</p>
<p style="text-align: justify; ">Although there are some studies that state that the use of AI would bring about a market for people who would need to work along with AI, the FICCI and EY’s 2016 Report on the Future of jobs and its implication on Indian higher education suggests that one of the ways to combat the loss of jobs was reskilling and upskilling the labour force. India has taken the first step towards this by launching the National Skill Development Mission.</p>
<p style="text-align: justify; ">From the use of neural networks to monitor steel plants for packing and shipping groceries, the use of intelligent machines has begun disrupting traditional business models in the industry. However, these advancements raise questions around labour, ethics, liability, and machine-human cooperation. Dialogue and debate are needed to understand how AI is being used in manufacturing, the potential benefits, and challenges of the same, and a way forward that optimizes innovation and protects human rights.</p>

<b>Centre for Internet & Society (CIS) is organizing a roundtable on artificial intelligence (AI) and healthcare at 'The Energy and Resources Institute' (TERI) in Bengaluru on November 30, 2017 from 2 p.m. to 5 p.m. The roundtable seeks to discuss the various issues and challenges surrounding the implementation of AI and related technologies in the Indian healthcare sector.</b>
<p style="text-align: justify; ">The Indian healthcare industry, powered by Artificial Intelligence, is moving into a new era of increased innovation and independence. With multiple new healthcare start-ups and large ICT companies such as Microsoft, IBM, and Google offering AI solutions to healthcare challenges in the country, it is evident that AI is attempting to enhance the accessibility, affordability, quality and awareness of healthcare in India. Major target areas sought to be enhanced by use of AI in healthcare include addressing the uneven ratio of skilled doctors to patients and making doctors more efficient at their jobs, delivery of personalized and high-quality healthcare to rural areas, and training doctors and nurses in complex procedures.</p>
<p style="text-align: justify; ">Through the application of machine learning, data mining, natural language processing (NLP), and advanced analytics, AI can help doctors in speedy diagnosis of diseases. AI is also mobilised as ‘smart advisors’ or virtual humans who are capable of making informed decisions by better comprehending data and information through sensing interfaces and analytics, in various forms.</p>
<p style="text-align: justify; ">Some of these forms include ‘customer service agents’ that can expedite simple tasks like appointment scheduling, or more complex decisions like selecting health plan benefits, ‘clinicians’ that can help with primary screening in understaffed rural areas possibly substituting for human labour, and ‘cognitive agents’ that can efficiently manage existing clinical knowledge alongside physicians, nurses and researchers, thereby reducing the cognitive load on humans. AI based Indian healthcare start-ups such as SigTuple, Aindra, Ten3T, Touchkin and many others are offering a range of solutions including automation of medical diagnosis, automated analysis of medical tests, detection and screening of diseases, wearable sensor based medical devices and monitoring equipment, patient management systems, predictive healthcare diagnosis and disease prevention.</p>
<p style="text-align: justify; ">However, AI in healthcare raises many potential concerns, a common one being the lack of comprehensive, representative, interoperable, and clean data - a challenge that is beginning to be addressed through the Electronic Health Records Standards developed by the Ministry of Health and Family Welfare in 2016 by the Ministry of Health and Family Welfare. Other major challenges include patient adoption and the need for personal interaction with doctors, concerns over mass-scale job losses, distrust in technology, and ethical concerns.</p>
<p style="text-align: justify; ">It is imperative to note that implementing AI in healthcare, which is bound to disrupt it, does not imply replacing doctors but augmenting their efforts to create a more efficient healthcare landscape in the country. A harmonious collaboration of man and machine is expected to bring about a meaningful and long-lasting impact and stakeholders should be prepared to adapt to this change and the challenges that come with it.</p>

<b>Gene Kogan will deliver a talk on the elements of a decentralized web at the Centre for Internet (CIS) office in Bengaluru on December 11, 5.30 p.m. to 7.30 p.m.</b>
<p style="text-align: justify; ">The internet is broken. Straying far from the original vision of democratizing access to knowledge, large tech companies now resemble the industrial barons of the 19th century, presiding over what many scholars regard as a public utility but nevertheless unregulated. As machine learning has entered the picture, the usual suspects like Facebook, Reddit, and Quora, have begun training sophisticated algorithms on personal data to route traffic in order to maximize attention, leading to a web which is more atomized, addictive, and anxiety-inducing.</p>
<p style="text-align: justify; ">In response to this, some have begun writing about, conceptualizing, and implementing the open-source protocols of what they consider the future web 3.0. Cryptocurrency enthusiasts have expanded their focus to more generalized blockchains which enable trust in decentralized platforms, while initiatives like IPDB and IPFS ambitiously promise to make hosting, storage, database querying, and even computation itself possible inside of peer-to-peer networks. But all is not well in this techno-utopia -- as the speculative bubble around this "internet of money" grows, so too does interest from the very institutions these new initiatives seek to overcome. The landscape is beginning to look like Silicon Valley of the 1990s and the threat of a crash looms. It's up to us to determine which way this one will play out.</p>
<h3 style="text-align: justify; ">Gene Kogan</h3>
<p>Gene Kogan is an artist and a programmer who is interested in generative systems, computer science, and software for creativity and self-expression. He is a collaborator within numerous open-source software projects, and gives workshops and lectures on topics at the intersection of code and art. Gene initiated ml4a, a free book about machine learning for artists, activists, and citizen scientists, and regularly publishes video lectures, writings, and tutorials to facilitate a greater public understanding of the subject.<br /><br />Links:</p>

<b>Centre for Internet & Society is organizing a round-table to discuss the potential impact of numerous policy developments with wide ranging implications for recognition and governance of privacy in India. The round-table will be held on December 9, 2017 at India International Centre in New Delhi, 10.30 a.m. to 5.00 p.m.</b>
<h2 style="text-align: justify; ">Background</h2>
<p style="text-align: justify; ">The recent past in India has seen numerous policy developments with wide ranging implications for recognition and governance of privacy in India. The emphatic and unanimous avowal of the right to privacy by the Supreme Court, the government’s stated commitment to a data protection law and the formation of the Sri Krishna Committee are developments which will continue to inform policymaking around privacy in India for a long time to come. The Supreme Court’s conception of a robust right to privacy encompassing different element - spatial, decisional and informational, and its guidance on strict limiting tests may have a wide impact on a range of issues. The impact of this judgment and a data protection law on informational privacy in India will be immense and it is important to delve in challenges and issues that it may throw up. In last year, we have also seen instances of purported conflict between the transparency instruments such as the right to information and the right to informational privacy. How these conflicts are resolved in law and practice will be key to these two essential human rights in the modern information society. Further, while these general consensus on privacy principles, the appropriate ways to govern and enforce privacy remains an open issue, and the success of any data protection framework will depend as much on what kind of privacy governance models are adopted.This roundtable will look to discuss the potential impact of these policy decisions, what theories should guide the data protection law in India, what models of privacy governance are workable and how privacy can co-exist with transparency principle and robust RTI regime.</p>

<b>The workshop was conducted by Samvada at the Centre for Internet & Society's office in Bengaluru on November 15, 2017. </b>
<p style="text-align: justify; ">Why is it important for a workshop on sexual harassment to address the larger question of gender equality in the workplace? And how does an understanding of equality help prevent and address sexual harassment?</p>
<p style="text-align: justify; ">At this moment in time, we are witnessing an unprecedented “outing” of incidents of sexual harassment and the men who are responsible for them. The worlds of filmmaking and academia are reverberating with discussions on the nature of the workplace and what women have had to suffer in silence because of the ways in which power is distributed between genders.</p>
<p style="text-align: justify; ">Now more than ever it’s important for us to understand what sexual harassment is, the structures that support it, the experiences that surround it, and ways of addressing it within our workplaces, so that we don’t lose ourselves in the following: a) a flattened and ahistorical idea of how power functions within our daily work; b) polarisations between men and women that denies all dialogue and self-reflection; and c) purely legalistic ideas on what harassment is and how to deal with it. The 1-day workshop will do the following:</p>
<ul style="text-align: justify; ">
<li>Encourage the staff of CIS to understand how power functions in relationships within the organisation</li>
<li>Offer historical, social and legal understandings of sexual harassment at the workplace</li>
<li>Set up participatory discussion on the experiences of both men and women within the workplace</li>
<li>Help carve out a way forward in both prevention and redressal of SH</li>
</ul>
<p style="text-align: justify; ">The sessions will take the form of participatory discussions and activities, that will draw on the experiences, opinions and histories of the CIS staff.</p>
<p style="text-align: justify; "><b>Anita Ratnam</b> is the Founder and Executive Director of Samvada (Bangalore), an organisation that has been working with youth on issues of social justice and sustainability since 1990. The organisation runs 6 Youth Resource Centres/Yuva Samvada Kendras in different parts of Karnataka, and also established Baduku Community College in Bangalore in 2007, as an effort to build alternative livelihoods for youth. She is also Co-founder and Partner at Anekataa, an organisation that works on gender diversity at the corporate workplace. In the last 30 years she has written and taught on a range of issues related to youth rights, gender justice, crafts and traditional occupations, communalism and pluralism, and sustainable development. Her publications include “Traditional occupations in a modern world: Career Guidance, Livelihood Planning, and Crafts in the Context of Globalization”, in <i>Handbook of Career Development: International Perpsectives</i> (eds. Gideon Arulmani, Anuradha J Bakshi, Frederick TL Leong and AG Watts) and a host of media publications on issues ranging from garment industries, caste and development, the ban on night shift work for women, sex education, racism and rape, and gender and religion. <p style="text-align: justify; "><b>Nitya Vasudevan</b> is currently working at Baduku Community College (Samvada) as Convener of Centre for Wellness and Justice. She also co-coordinates the project on “Strengthening Gender and Sexuality Education” (AJWS) within Samvada, and conducts workshops with students on gender, marriage, relationships and sexuality. Her publications include “The State of Desire and other flights of fantasy: Sexuality, Pornography, Technology”, in Law Like Love: Queer Perspectives on Law (co-authored with Namita Aavriti, eds. Arvind Narrain and Alok Gupta), “’Public Women’ and the ‘Obscene’ Body: An Exploration of Abolition Debates in India”, in <i>The Sexual History of the Global South: Sexual Politics in Africa, Asia and Latin America</i> (eds Saskia Wieringa and Horacio Sivori), “Between Ooru, Area and Pettai: The Terms of the Local in Tamil Cinema of the 21<sup>st</sup> Century”, in the journal <i>Positions</i> (Rice University, upcoming issue); and a set of columns for <i>TimeOut Bengaluru</i>. She is also a co-organiser of the Bangalore Queer Film Festival along with a team of eight others who work on the festival simply out of a mad love for good cinema, performance and art.</p>

<b>CIS in collaboration with Has Geek is organizing an Open House on security practices in FinTech.</b>
<p style="text-align: justify; ">The prevalence of fintech companies operating in India is growing with new actors entering the sector and traditional actors such as banks beginning to offer digital financial services. The push to digital payments has been particularly strong after the demonetization policy, the development and implementation of Aadhaar and India Stack. Services offered by Fintech firms can range from offering a loan or credit to a digital wallet and digital banking and payment services. <br /><br />Presently, there is a regulatory gap for many of the fintech services and business models. The Reserve Bank of India has published consultation papers on Peer-to-Peer lending platforms as well as Account Aggregators, but comprehensive regulations, especially those surrounding minimum security practices, have yet to emerge – presenting a critical policy and research window. Furthermore, under Section 43A of the IT Act and its associated Rules, ‘body corporates’ are required to implement reasonably security procedures compliant with ISO27001 or a sectoral standard approved by the Central Government. However, currently such a sectoral standard is absent for the FinTech and Digital Payments space. <br /><br />The growing prevalence of these fintech technologies and the criticality of security of the same to engender citizen trust, protect rights, and comprehensive national security posture demands debate and discussion.</p>
<p style="text-align: justify; ">On November 17th, the HasGeek in collaboration with the Centre for Internet and Society will be holding an Open House from 6pm - 8pm to discuss security practices in the fintech industry.</p>

<b>A closed door round-table on enhancing Indian cyber security is being organized on 4 November 2017 at Indian Islamic Centre, Lodhi Road in New Delhi.</b>
<p style="text-align: justify; ">With the proliferation of digital technologies and the central role they play in national infrastructure and governance, security of systems and services is fundamental to the economic, political, and social development and success of a nation. Digital India, the National Payments Corporation of India, IndiaStack, and the Aadhaar ecosystem are just a few examples of such digital infrastructure. Yet the digital realm is increasingly becoming more complex and difficult to secure and monitor for vulnerabilities, threats, breaches, and attacks. The responsibility of identifying and monitoring such vulnerabilities can be spearheaded by designated governmental bodies like CERT-IN and NCIIPC, but for effective identification of threats and vulnerabilities, collaboration is needed across stakeholder groups including security researchers, industry, and government bodies. Transparency about breaches and attacks is also key in enabling consumer awareness and building trust with the public. Examples of such mechanisms include bug bounty programs and breach notification frameworks.</p>
<p style="text-align: justify; ">This closed door roundtable will seek to bring together government, industry, civil society, academia, and security researchers to identify different areas and tools of collaboration between stakeholders towards enhancing Indian cyber security. It will broadly focus on vulnerability identification and reporting and vulnerability/breach notification. This will include a reflection on:</p>
<ul>
<li>Existing frameworks, forms of collaborations, policies and practices in India.</li>
<li>Practices, standards, certifications, and programmes adopted in other jurisdictions.</li>
<li style="text-align: justify; ">The way forward for India addressing issues like establishing trust, harmonization and communication across stakeholders and sectors, and ensuring quality and response.</li>

<b>Andrew Rens will give a talk about research that he is doing at the Internet Governance Lab on October 23, 2017 at the Centre for Internet & Society in Bengaluru.</b>
<p style="text-align: justify; ">It seems almost anything can be connected to the Internet: 3D printers, cars, traffic lights and even toasters. This proliferation of Internet enabled devices, the Internet of Things (IoT), raises a cloud of complex problems, of ownership and control, privacy and surveillance, ubiquity and network fragility. IoT doesn't just promise efficiency; cheap sensors and printers might put scientific research and customized manufacturing in the hands of millions more people. The governance of the IoT, exhibits the same super complexity as Internet governance generally; with multiple sites of governance and actors operating across legal borders. Legal regulation, standards and the architecture of technology determine how the IoT is configured and how it will be reconfigured in response to these problems. Where is the technology governance of the IoT currently taking shape? What forces will likely bear on the governance of the IoT? What role will permissionless innovation play, and what its limits? How will intellectual property laws complicate the IoT?"</p>
<p style="text-align: justify; ">The event, overall, is expected to be a thought provoking one for discussion on things related to IoT.</p>

She is involved in a project that looks at the digitisation of land records in India and its impact on land ownership across the country. <h3><strong>Dr. Prerna Prabhakar</strong></h3>
<h4>Associate Fellow, <a href="http://www.ncaer.org/" target="_blank">National Council of Applied Economic Research</a> (NCAER)</h4>
<p>Dr. Prabhakar's primary research area is in International Economics. She has done extensive work on trade and primarily the linkages between trade and environment and regional trade integration for developing economies.
She has a MSc in Economics from TERI University and a PhD from the Department of Business, University of Delhi. Her PhD thesis was on international trade, environment and regional integration. She has also worked in a South Asian Network for Development and Environmental Economics (SANDEE) funded Project titled “Carbon Embodied Trade and Trade Resistances: Evidence from South Asian Countries”. Earlier, she worked as a Research Assistant with Dr. Ram Upendra Das at Research and Information System for Developing Countries (RIS).</p>

<p>From tagging people in photos to determining risk of loan defaults, use of data based tools is affecting more and areas of our lives. In some areas there have been very successful applications of such tools, in others areas they has been found to not only reflect the existing bias and discrimination found in today's society but also exaggerate it.</p>
<h3><strong>Harsh Gupta</strong></h3>
<p>Harsh Gupta is a recent graduate from IIT Kharagpur with B.Sc and M.Sc in Mathematics and Computing and will be joining JP Morgan and Chase as a data scientist. He completed his master's thesis in "Discrimination Aware Machine Learning". He was also an intern at The Center for Internet and Society during summer of 2016.</p>
