<b>Freedom Song, a documentary film produced by the Public Service Broadcasting Trust and directed by Paranjoy Guha Thakurta and Subi Chaturvedi will be screened at the IIHS Bangalore City Campus on March 21, 2013, from 5 p.m. to 7 p.m., followed by discussions. Paranjoy will be present for the screening and will answer questions from the participants.</b>
<p style="text-align: justify; ">Discussions and arguments on freedom of expression and what should or should not be censored are as old as civilization itself, across the world and in India. In recent years, these debates have acquired new dimensions with the growth of the mass media -- especially the internet. Maintenance of public order, national security, religious tolerance, blasphemy, libel, defamation, invasion of privacy, artistic licence, pornography, obscenity, copyright and other intellectual property rights have all become issues linked to freedom of expression, often under highly contentious and controversial circumstances. Whereas Article 19(1)(a) of the Constitution of India guarantees freedom of expression as a fundamental right of all citizens, Article 19(2) imposes "reasonable restrictions" on the exercise of such freedom. There is no consensus on what constitutes "reasonable" restrictions and/or who or which body should determine what is or should be "reasonable" restrictions on freedom of expression.</p>
<p style="text-align: justify; ">The 52-minute-long documentary film entitled <i>Freedom Song </i>produced by the Public Service Broadcasting Trust and directed by Paranjoy Guha Thakurta and Subi Chaturvedi seeks to examine issues relating to freedom of expression in a contemporary Indian context. The film raises a number of questions. Has Indian society as a whole become more or less tolerant to dissent even as sections of the population have apparently become increasingly vociferous in protesting against what is considered offensive? Are vocal minorities drowning out the voices of passive majorities in issues pertaining to artistic freedom and independence of expression? Where does one draw a dividing line between an individual's right to offend and her or his obligations towards maintenance of social harmony?</p>
<p style="text-align: justify; ">The film includes examples of alleged violations and transgressions of the fundamental right to free expression in contemporary India. Such examples include incidents and episodes relating to why Salman Rushdie’s video conference at the Jaipur Literary Festival had to be called off, the banning of books by Taslima Nasreen by the West Bengal government, controversial paintings by the late Maqbool Fida Hussain, the chopping of the hand of professor of Malayalam T.J. Joseph in Ernakulam, Kerala, the arrest of professor Ambikesh Mohapatra in Kolkata for circulating an e-mail lampooning West Bengal Chief Minister Mamata Banerjee and the controversy surrounding a cartoon first published in 1949 which depicts India’s first Prime Minister Jawaharlal Nehru and the architect of the country’s Constitution B.R. Ambedkar.</p>
<p style="text-align: justify; ">These examples are juxtaposed with the views of a cross-section of Indians from different walks of life: lawyers, creative artistes, journalists, politicians, social activists and ordinary individuals.</p>

<p style="text-align: justify; "><b>Paranjoy Guha Thakurta</b> is an independent journalist and an educator. His work experience, spanning more than 35 years, cuts across different media: print, radio, television and documentary cinema. He is a writer, speaker, anchor, interviewer, teacher and commentator in three languages: English, Bengali and Hindi. His main areas of interest are the working of the political economy and the media in India and the world, on which he has authored/co-authored books and directed/produced documentary films. He lectures on these subjects to general audiences and also trains aspiring – and working -- media professionals. He participates frequently in and organizes seminars/conferences, is a regular contributor to newspapers, magazines and websites and is featured on television channels and radio programmes as an anchor as well as an analyst and commentator.</p>
<p style="text-align: justify; ">Born on October 5, 1955 and educated at St. Stephen’s College, University of Delhi (1972-75) and at the Delhi School of Economics (1975-77) in the same university from where he obtained his Master’s degree in economics, he started his career as a journalist in June 1977 and has been employed with various media organizations including companies bringing out publications such as <i>Business India, BusinessWorld, The Telegraph, India Today</i> and <i>The Pioneer</i>. He worked with Television Eighteen (now Network 18) for almost six years between 1995 and 2001 when he anchored a daily discussion programme called “India Talks” on the CNBC-India television channel -- nearly 1,400 half-hour episodes were broadcast. From March 2007, he has been anchoring two one-hour-long weekly programmes for Lok Sabha Television (the channel owned and operated by the lower house of the Parliament of India) – a panel discussion called “Talktime” (earlier “Headstart”) and an interview called “1-on-One”. He has anchored programmes for other television channels.</p>
<p style="text-align: justify; ">He is (or has been) a visiting faculty member at over a dozen reputed educational institutions including the Indian Institutes of Management at Ahmedabad, Bangalore and Kolkata, Jawaharlal Nehru University, Jamia Millia Islamia, Jamia Hamdard University (both in Delhi), the Asian College of Journalism, Chennai, the Indian Institute of Technology, Kanpur, the Film & Television Institute of India, Pune, the Lal Bahadur Shastri National Academy of Administration, Mussoorie and the Indian Institute of Foreign Trade, New Delhi. In September 2010, he became a visiting professor in the Department of Political Science, Faculty of Social Sciences, University of Delhi, teaching M.Phil students.</p>
<p style="text-align: justify; ">He served as a member of the Press Council of India nominated by the University Grants Commission between January 2008 and January 2011. In April 2010, as a member of a two-member sub-committee of the Council, he co-authored a 36,000-word report entitled “Paid News: How Corruption in the Indian Media Undermines Democracy”.</p>
<p style="text-align: justify; ">He is a media trainer and a consultant/adviser on India’s political economy. He was the founder director of the School of Convergence (SoC). He has been a consultant at the Institute of South Asian Studies, National University of Singapore, making presentations and writing papers on Indian politics. He has been associated with a number of projects of the United Nations Development Programme and the International Labour Organization (ILO). He moderated two panel discussions at the International Labour Conference at Geneva, Switzerland, in June 2009 and at the ILO’s Asia Pactific Regional Meeting in Kyoto, Japan, in December 2011. He is currently president of the Foundation for Media Professionals, an independent, not-for-profit organization. He has advised various organizations, including corporate bodies (Indian, foreign and multinational), government agencies (including India’s Ministry of Information & Broadcasting) and civil society organizations.</p>
<p style="text-align: justify; ">He is a director/producer of documentary films. One entitled “Idiot Box or Window of Hope” which examines the impact of television on Indian society – was produced by the Public Service Broadcasting Trust (PSBT) in 2003 and was broadcast on Doordarshan. In 2006-07, he produced and directed a five-part documentary series in partnership with the PSBT entitled: “Hot As Hell: A Profile of Dhanbad”, different versions of which have been broadcast on various television channels including Doordarshan and NDTV 24x7. In 2007, he directed a documentary film “Grabbing Eyeballs: What’s Unethical About Television News in India” for PSBT that was followed up by another entitled “Advertorial: Selling News or Products?” in 2009. In 2010, he produced and directed a three-part documentary film series entitled “Blood & Iron: A Story of the Convergence of Crime, Business and Politics in Southern India” on the political, economic and ecological consequences of iron ore mining in Bellary (Karnataka) and Ananthapur (Andhra Pradesh). The film has been translated into six Indian languages and broadcast on different television channels. In 2011, he produced and directed a documentary film entitled: “The Great Indian Telecom Robbery”. (He was one of the first journalists to write about the telecommunications spectrum scandal in November 2007 and was one of the petitioners in public-interest litigation petitions on the subject in the Supreme Court of India.) In 2012, he co-directed a film entitled “Freedom Song” that examines freedom of expression in a contemporary Indian context. He has produced/directed a number of other documentary films.</p>
<p style="text-align: justify; ">He has co-authored a book with Shankar Raghuraman entitled: “A Time of Coalitions: Divided We Stand”, published by Sage Publications India in March 2004. The book was able to anticipate the outcome of the 14th general elections in India, the results for which came out in May that year. A substantially revised, updated and enlarged version of the book titled “Divided We Stand: India in a Time of Coalitions” was published in December 2007. He has written “Media Ethics: Truth, Fairness and Objectivity, Making and Breaking News” published by Oxford University Press India in March 2009 – the second enlarged edition of the book was published in December 2011. He has contributed articles and chapters to books (including “Realizing Brand India” edited by Sharif D. Rangnekar [Rupa, 2005] and “India: The Political Economy of Reforms” edited by Bibek Debroy & Rahul Mukherji [Bookwell, 2004]).</p>
<p style="text-align: justify; ">He is currently engaged in authoring/co-authoring other books and producing/directing documentary films. He has travelled widely in India and across the world. He is a partner of Media Network of India, a firm engaged in designing and creation of content for all media, contract publishing, media training, establishment of radio stations and business development.</p>

<b>On the occasion of International Women's Day, the Access to Knowledge team from the Centre for Internet & Society is organizing a wikipedia editing workshop on March 8, 2013 at Nirmala Institute of Education, from 3 p.m. to 5 p.m., followed by an offline and online editathon.</b>
<p style="text-align: justify; ">The online editathon is a month-long affair, which will be held every weekend starting with the weekend after March 8. The goal of the month-long event is to encourage more women to contribute to Wikipedia and increase representation of articles related to women in Wikipedia.</p>
<p style="text-align: justify; ">The event aims at creating new articles, expanding the existing stubs and translating English articles to various Indian languages. Members are requested to start edithons in regional language Wikipedias.</p>

<p class="Copyright" style="text-align: justify; ">The Draft Human DNA Profiling Bill seeks to establish DNA databases at the state, regional, and national level for the purposes of establishing identity in criminal and civil proceedings. The Draft Human DNA Profiling Bill has been critiqued by the committee chaired by <a href="http://planningcommission.nic.in/reports/genrep/rep_privacy.pdf">Justice AP Shah in the “Report of Group of Experts on Privacy”</a> for a lack of adequate privacy safeguards.</p>
<p class="Copyright" style="text-align: justify; ">In Fall 2012 the Centre for Internet and Society held a series of<a href="http://editors.cis-india.org/internet-governance/blog/public-meeting-on-dna-profiling-bill"> public meetings</a> to raise awareness about the Bill and <a href="http://editors.cis-india.org/internet-governance/indian-draft-dna-profiling-act.pdf/view">submitted feedback</a> to the Department of Biotechnology. <b>The Centre for Internet & Society is organising a memorial function for Rahul Cherian who passed away recently while on a family visit to Goa. He had succumbed to an infection. The function will be held on February 28, 2013, from 5 p.m. To 7.00 p.m. at TERI, Bangalore. Dinner will be served right after the event. Lawrence Liang, Reuben Jacob and Gautam John will be speaking at the event.</b>
<h3>Rahul Cherian</h3>
<p align="JUSTIFY">Rahul was a lawyer, disability policy activist and the founder of the <a href="http://inclusiveplanet.org.in/">Inclusive Planet Centre for Disability and Policy</a>, and a fellow at CIS. He was a partner at IndoJuris Law Offices in Chennai, having acted as a managing partner of the firm between 2003 and 2008. He was also the co-founder of <a class="moz-txt-link-abbreviated" href="http://www.inclusiveplanet.com">www.inclusiveplanet.com</a>, the world's largest social network for persons with visual impairment. He was one of the experts who drafted the Treaty for the Visually Impaired currently being negotiated at the World Intellectual Property Organization. His areas of expertise include disability law, intellectual property law and technology law.</p>
<p align="JUSTIFY">Rahul was on the legal expert panel constituted by the Ministry of Social Justice and Empowerment to give input on the new disability law. He was instrumental in conceptualizing and executing a national Right to Read Campaign to bring about changes in copyright law to enable persons with disabilities access copyrighted work on an equal basis with persons without disabilities. He had helped the State of Kerala draft a plan document with a vision to ensure that by the year 2025 persons with disabilities are completely integrated into mainstream society.</p>

<li style="text-align: justify; ">Creative Commons, USA, a nonprofit organization that enables people to share their knowledge and creativity through free legal tools, <br />in partnership with</li>
<li style="text-align: justify; ">College of Fine Arts, Karnataka Chitrakala Parishad, Bengaluru, an autonomous institution promoting Art, and Education. Karnataka Chitrakala Parishath was first established as “Chitrakala Vidyalaya”, under the aegis of Chitrakala Parishath in 1964. The founder secretary Late Prof. M.S. Nanjunda Rao was instrumental in establishing and developing the institute, which has grown to the current international status. The Institution offers Post- Graduate and Post- Diploma courses, and proposes to begin a PhD programme [Research Centre] in the near future. Presently the Institution has been accredited and functioning as an Autonomous Institution as set by the U.G.C. and Bangalore University.</li>

<h3>What is GLAM and what does it have to do with Wikimedia and Creative Commons?</h3>
<p style="text-align: justify; "><b>GLAM</b> is an acronym for Galleries, Libraries, Archives and Museums. It also incorporates other cultural institutions such as theatres, zoos, botanical gardens, public broadcasters, etc.</p>
<p style="text-align: justify; ">The <b>GLAM-WIKI</b> project supports GLAMs and other institutions who want to work with Wikimedia to produce open-access, freely-reusable content for the public.</p>
<h3 style="text-align: justify; ">Why contribute?</h3>
<p style="text-align: justify; ">Every cultural institution has an abundance of resources to share. A partnership with Wikimedia is a low cost, high-impact way for them to disseminate their resources to a global audience.</p>
<h3 style="text-align: justify; ">How to contribute?</h3>
<ul>
<li style="text-align: justify; "><b>Wikipedia</b> - Contributions can include article creation or expansion, reference correction and expansion, and institutional research/text donations.</li>
<li style="text-align: justify; "><b>Wikimedia Commons</b> - Contributions can include images, video, and other media as well as descriptions and metadata for already-existing files in the repository.</li>
<li style="text-align: justify; "><b>Wikisource</b> - As a collection of free and open content texts of original sources, appropriate contributions include out-of-copyright books and documents.</li>
</ul>
<h3>How does it help the GLAM institution?</h3>
<p>Here are a few reasons:</p>
<ul>
<li>It fits in closely with the core mission of the cultural institution of preserving heritage and history.</li>
<li>It step jumps the GLAM institution’s reach by increasing potential audiences.</li>
<li>Footfalls to the GLAM institution are likely to increase through greater awareness of the institute’s collection and knowledge.</li>
<li>It will provide a well-tested platform for the digitization efforts of the GLAM institution. Staff will find it satisfying given its global reach and impact.</li>
<li>There is a strong likelihood of higher public relations coverage of the GLAM institute because of Wikipedia’s goodwill.</li>
<li>Wikimedia Foundation and Creative Commons are nonprofit organizations.</li>
</ul>
<p style="text-align: justify; ">Different GLAMs have different needs and goals for their projects, and this seminar will educate the audience on how GLAM-WIKI fits these with Wikimedia's goals of free knowledge. From existing partnership programs Wikimedia India will present a few global projects, and examples on how they've worked in practice and benefited every one including the GLAM institutions.</p>
<h2 style="text-align: justify; ">Creative Commons</h2>
<p style="text-align: justify; ">Creative Commons is a nonprofit organization that enables users to share their knowledge and creativity through free legal tools. They develop, support, and steward legal and technical infrastructure that maximizes digital creativity, sharing, and innovation.</p>
<p style="text-align: justify; ">Copyright laws were developed in a previous era where in protection was given to artists, authors, and other creators as a default. In this situation sharing requires a deliberate prior permission. In the internet era, so much of sharing of digital media is happening online, and these require tools that ensure prior permission, and control the level of use. The legal tools of Creative Commons enable controlled sharing.</p>
<p style="text-align: justify; ">Creative Commons licenses are not an alternative to copyright. They work alongside copyright and enable users to modify their copyright terms to best suit their needs.</p>
<h3 style="text-align: justify; ">What will users learn?</h3>
<p>In this part of the seminar users will learn about:</p>

<li>Creative Commons as an organization</li>
<li>How the Creative Commons licenses work</li>
<li>How they relate to Open GLAM, and Wikimedia</li>
<li>What are the tools? How to choose them and use them</li>
<li>How can people selectively retain rights, while releasing some of it for free public use</li>
<li>Examples of how GLAM institutions are using CC</li>
<li>New business models and online communities</li>
<li>Other applications of CC</li>

<p style="text-align: justify; ">The speakers from Creative Commons have a long experience of discussing CC with GLAM institutions.</p>
<p style="text-align: justify; ">CC licensing also works for many other applications such as music, video, writing, and many other creative works. Open Education Resources, and Public Data are also some of the domains. The focus of the presentation will be on GLAM. However, people interested in other applications may also be able to take the opportunity to have discussions after the main presentation.</p>

<b>Wikipedia Club Pune, a local community based outreach user group in Pune has recently organized Wikipedia Summit Pune 2013 to spread words about “Spoken Wikipedia”, a project to add recorded audio for Indic language Wikipedia articles which will help the disabled to access Wikipedia and “Bridging Editor Gender Gap.”</b>
<p style="text-align: justify; ">On January 12 and 13, 2013, I was in Pune to participate in the <a href="http://en.wikipedia.org/wiki/Wikipedia:Wikipedia_Summit_Pune">Wikipedia Summit Pune 2013</a>, a two day event organized by <a href="http://en.wikipedia.org/wiki/Wikipedia:Wikipedia_Club_Pune">Wikipedia Club Pune</a> to promote Wikipedia as an effective means of education, to empower and reach out to India, to bring the country under a spotlight through <a href="http://en.wikipedia.org/wiki/Wikipedia:WikiProject_Spoken_Wikipedia/Indic_Languages">Spoken Wikipedia</a>, and to bridge the <a href="http://blog.wikimedia.org/2012/04/27/nine-out-of-ten-wikipedians-continue-to-be-men/">gender gap</a> of Wikipedia editors. Here is a summary of the activities.</p>
<h3 style="text-align: justify; ">Day 1</h3>
<p style="text-align: justify; ">On the first day, January 12, more than 100 people including students from almost 10 different schools, housewives, working professionals and free and open source activists participated. The opening ceremony began with talks from Abhishek Suryawanshi, founder member of Wikipedia Club Pune, Sudhanwa Jogelkar, President of Wikimedia India Chapter, Rishi Aacharya, Principal, PAI International Learning Solutions, and social activist Ms. Vibha.</p>
<p style="text-align: justify; ">Before the formal opening Abhishek spoke for a while about the Spoken Wikipedia project which is one main agenda of the two days event. He explained about the need of spoken wikipedia, especially for people with disabilities and how effective it would be when it spreads in 20 Indic languages. In the past wikipedians in Pune gathered and recorded articles in various Indian and international languages.</p>
<p style="text-align: justify; ">Sudhanwa Jogelkar, President, Wikimedia India Chapter introduced the chapter's role for Wikimedia movement to the audience. He spoke about the chapters' in few of the national events/projects like Wiki Loves Monument, GLAM project in Crafts Museum, Delhi and many other outreach events. There were few announcements about the chapter on the MoU to be signed from the chapter with district collector of Kanyakumari, the India Chapter being partner to Springfest, IIT, Kharagpur, Commons day celebration in February and GNUnify 2013, Pune.</p>
<p style="text-align: justify; ">Vibha, a social activist based in Delhi spoke about gender discrimination in many aspects of our social and professional life. Access to knowledge for free could bridge this and Wikipedia, being so known universally and accessed by millions of people every day could be the best platform for this.' says Vibha.</p>
<p style="text-align: justify; ">Rishi Aacharya, Principal of PAI International brought the vedic saying "Ya vidya sa vimuktaye" to explain the real meaning of knowledge which is free of its existence in an Indian context. He spoke about open source movement and Wikipedia's part in it.</p>
<p style="text-align: justify; ">After the formal opening there was a Q&A session for the participants to clarify various questions they had about Wikipedia. Then they were explained about the three parallel sessions: An Open Discussion about Gender Gap, Workshop for Indic Languages, and Spoken Wikipedia. The session on gender gap was attended by many school students. Vibha and some activists coordinated this event. In the Workshop for Indic languages and Spoken Wikipedia, wikipedians helped participants for the workshop with basic editing and the participants edited Marathi and Hindi Wikipedia. Articles from various medical subjects of common interest were chosen. There were three medical professionals to support with the medical terminologies for editors contributing to Marathi and Hindi Wikipedia.</p>
<p style="text-align: justify; ">At the end of the day there were separate wrap up tracks to summarize the learning of whole session. All of the participants gathered together to educate each other about the work they have done. Many of the participants spoke about their experience and learnings. Plans for the next day was announced. Wikipedians gathered for a group photo and socialized after the closing talks.</p>
<h3>Day 2</h3>
<p style="text-align: justify; ">The second day, January 13, of the Wikipedia Summit in Pune was a sequel of the activities which happened on the first day. More than 40 students took part in this session. Vibha, Srishti and team were coordinating the gender gap track. Many topics related to Gender Gap, gender based discrimination, Role of gender gap in occupation, Gender gap in Wikipedia, Participation of Woman editors on Wikipedia were discussed.</p>

<p style="text-align: justify; ">Spoken Wikipedia is a project to bring out editors who are willing to contribute to Wikipedia by reading the Wikipedia articles, recording them and the uploading them to <a class="external-link" href="http://commons.wikimedia.org">WikiCommons</a>. These recorded audio could be used for articles on various Indic Wikipedias and would be really useful for users with disabilities. The first workshop was aimed for contribution for articles related to common diseases.</p>
<br />"Those who are blind and unable to read can listen to the articles and get information. This will be beneficial to a lot of people", says Atharva, a school student who has contributed to an article about Rabies on <a class="external-link" href="http://mr.wikipedia.org/wiki/%E0%A4%B0%E0%A5%87%E0%A4%AC%E0%A5%80%E0%A4%9C">Marathi Wikipedia.</a>

<p style="text-align: justify; ">Participants of the Spoken Wikipedia session worked on the articles on Hindi and Marathi Wikipedia and moved them from sandboxes to article namespaces. After all of the articles were created they recorded them. They formed groups of 3-4 members and worked together. One of them would search information mainly from the English Wikipedia articles and some of the available Marathi (or Hindi), some others would translate and the other member would record it using a mobile phone. That was a great team effort.</p>
<p style="text-align: justify; ">Over 25 voluntary organizers joined hands for making this a success. There were about 120 participants. At the end of the day participants from both the sessions gathered. Many of the participants and organizers shared their experiences and learnings. The program was concluded with socializing, taking group pictures, promises to stay in touch and taking active part in more Wikipedia activities.</p>
<p style="text-align: justify; ">This event was co-hosted by Centre for Internet and Society with a financial support of ₹ 21,600 granted by Kusuma Foundation.</p>

<p style="text-align: justify; ">Aaron Koenig will give a talk on the creation and use of Bitcoin, a new digital currency and payment system designed for the voting process of the Bitfilm Festival for Digital Film. Since the year 2000, the Bitfilm Festival has been showcasing films that use digital technology in a creative and innovative way. It takes place on the Internet. However, physical screenings of the films will be held in Bangalore and in Hamburg. Each of the 59 nominated digital animations has its own Bitcoin account, and users worldwide may vote by donating Bitcoins to the films they like anonymously and without any transfer costs. The donated money will be divided among the most popular films (the films with the most votes/Bitcoins).</p>
<p style="text-align: justify; ">Aaron will also present an animated short about Bitcoin which he has produced with an animation team based in Bangalore. Of course, the animators were paid in Bitcoin.</p>
