        &lt;b&gt;Gene Kogan will give a talk at the Centre for Internet &amp; Society's Bangalore office on February 2, 2015. The talk will be from 5 p.m. to 7 p.m. Gene's talk will draw analogies between software, communication, creativity, and expressivity. Programming has a long history of comparison to other written media, with inevitable consequences on our legal policy over authorship and ownership.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;With the emergence of free "creative coding" and "live coding" platforms like Processing, OpenFrameworks, PureData, vvvv, and SuperCollider, the boundaries between code and creative expression have further eroded, initiating inquiry as to its overlap with "traditional" creative writing. We are confronted with old questions within new contexts. As existing institutions incorporate emerging technologies into their creative programs and new ones take root and solidify, how do we make an infrastructure which most effectively and transparently fosters the development of creative technology? How do we ensure that this process is fair and democratic, and at greatest benefit and lowest cost to the public? What rights should users and developers receive? As the distinction between art and technology becomes blurry, what relevance does the FOSS movement have in cultivating cultural production?&lt;/p&gt;

    <title>Musician donates Gwalior Gharana songs to free e-library</title>

        &lt;b&gt;A few years ago, Mumbai-based musician Neela Bhagwat realized that her old notebooks filled with lyrics and notations of age-old 'bandishes' were in tatters. Afraid that she might lose them forever, Bhagwat decided to make fresh copies.&lt;/b&gt;

&lt;p style="text-align: justify; "&gt;&lt;span&gt;Once she wrote it all down, Bhagwat handed over the notebooks to a  team to upload her collection of around 330 bandishes of the Gwalior  gharana to a free, online library.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;"I was always keen on sharing the compositions with others. Digitization  is the way to go as it can be accessed from anywhere," says Bhagwat.  Based on her notebooks, around 337 bandishes have been converted to PDF  format by student and music researcher Tejaswini Niranjana. "I will be  uploading them soon to Wikisource, which is one of the platforms of  Wikipedia," says Niranjana.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;Bhagwat and a few other music-lovers like her are taking up digital  archiving projects to preserve India's cultural heritage without any  institutional support or grant. "I have about 337 bandishes, my guru had  more than 1,000 and his guru would've had still more. So much has got  lost now," says Bhagwat. Even if she is willing to teach, few are able  to understand, internalize and work on these classical compositions. "No  student of mine has learnt all of it. So I thought it best to keep them  in the public domain," says Bhagwat.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;Along with music students, scholars also find these projects helpful.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;For example, Andhra Pradesh-based lexicographer Peddi Sambasiva Rao has  created a master index of all the compositions of Annamacharya for  Telugu Wikisource recently. Now, he is in the process of digitizing the  lyrics of all the 15,000 songs of the 15th century composer along with a  fellow enthusiast. "Carnatic music lovers find it difficult to locate  individual songs as there are 29 volumes of Annamacharya's works.  Instead of publishing the index as a book, I thought of approaching  Wikipedia, which is known to everyone," says Rao.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;As the index is in Unicode, the standard text encoding format, the  Telugu kirtanas will soon come up on search engines, says T Vishnu  Vardhan, programme director, Access to Knowledge, CIS, which helped host  these projects. "By June, we hope to have the entire Annamacharya  kirtanas at a single source and eventually do the same for the songs of  the Gwalior Gharana. This is the only way to make our cultural heritage  accessible to future generations," says Vardhan.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;Bhagwat says cultural and educations institutions should take the lead  in digital archiving as the benefits are multi-fold. Once the bandishes  are online, Bhagwat's students abroad will have the text along with the  DVDs that she has brought out. "By the second or third Skype lesson,  they would've learnt it," says Bhagwat.&lt;/span&gt;&lt;/p&gt;

        &lt;b&gt;India’s registered cyber crimes leapt 350% in three years but the legal system is struggling to cope with more and more lawbreakers exploiting the anonymity of the internet.&lt;/b&gt;

&lt;p style="text-align: justify; "&gt;National Crime Records Bureau statistics show number of recorded cases of cyber crime jumped to 4,356 from 966 in the three years up to 2013, with India being more susceptible to digital attacks because of the increasing number of net users in the fast-growing economy.&lt;br /&gt;&lt;br /&gt;“Illegal gains” and “harassment” are the top cyber crime motives, the data reveal, though the majority of the crimes were registered under the “others” category — 2,144 cases in 2013. Analysts say such a high number of cases being pigeonholed in this section implies current laws and regulations aren’t detailed enough to tackle cyber crime.  The challenge is daunting for India — estimated to have 302 million internet users by the end-2014 and set to have the second largest number of netizens in the world after China this year.&lt;br /&gt;&lt;br /&gt;Data show that the age group of 18-30 accounts for the highest percentage of cyber crime with 1,638 persons arrested out of 3,301 in 2013.  The surge in cyber crime may also have been brought on by inefficiencies in the legal system with activists challenging some cyber laws considered too draconian for a modern, democratic society.&lt;br /&gt;&lt;br /&gt;Various sections of the IT Act were deeply flawed as they were “copy-paste jobs” from British and American laws, said Sunil Abraham, founder-director of Bengaluru-based Centre for Internet &amp;amp; Society.  To prevent such abuses, the Supreme Court ruled in 2013 that arrests could only be made after clearance from an inspector general of police in a city and a superintendent of police in a district.&lt;/p&gt;

    <title>Centre should partner local communities in 'Digital India': Expert</title>

&lt;p style="text-align: justify; "&gt;"Whatever money it (Centre) is spending on culture, heritage  conservation and preservation etc., it is always a very centralised  activity.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"It is very, very essential to partner local communities," T. Vishnu  Vardhan, programme director (Access to Knowledge), The Centre For  Internet and Society, Bengaluru, told IANS here.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Vardhan was attending the 10th anniversary celebrations of Athe Bengali Wikimedia community at the Jadavpur University here.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Aiming to turn the country into a digitally empowered society and  knowledge economy, the Narendra Modi government has envisaged the Rs.1  lakh crore Digital India project.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Global IT giant Microsoft and Google have offered to help with the programme.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Vardhan said that while going forward with the project, the Centre  must integrate the vernacular components. Else it will be restricted to  Delhi and metro cities. Access to culture on digitised platforms should  not be limited, he observed.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"The current government talks about Digital India. But when you talk  about digital India, the key thing that one needs to take into  consideration is not the India but the Bharat -- the vernacular  imagination of India, the regional imagination of India.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"Otherwise whatever grand plans they have will only be limited to Delhi and other metropolitan cities," said Vardhan.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;He suggested that the central government take note of examples like  Wikipedia's regional language domains to further the Digital India  project.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"Wikipedia or wikisource where you put up the original prints source  in digitised form and make it searchable... these are the examples that  the government should look at because these are done with the help of  local volunteers who come from the remotest regions," said Vardhan.&lt;/p&gt;

Chakshumathi's main trainer Akhil M. took eSpeak Malayalam classes and 		Dr. Homiyar took classes on NVDA and accessible equipment.&lt;/li&gt;
&lt;li&gt;The Department of Industrial Policy and Promotion, Government of India invited comments on the First Draft of India's National IPR Policy. &lt;li&gt;As part of the Pervasive Technologies project, Nehaa Chaudhari has produced a research methodology document 	&lt;a href="http://cis-india.org/a2k/blogs/pervasive-technologies-project-working-document-series-document-2-literature-review-on-competition-law-ipr-access-to-100-mobile-devices-1"&gt; which maps the existing literature around questions of competition law intersecting with intellectual property law on the specific issue of enabling 		access to sub hundred dollar mobile devices &lt;/a&gt; .&lt;/li&gt;
&lt;li&gt;Maggie Huang, an intern at CIS as part of the Pervasive Technologies project has written	&lt;a href="http://cis-india.org/a2k/blogs/beyond-alcohol-and-angel-investors"&gt;a blog entry&lt;/a&gt; which documents, synthesizes, and analyses learnings from 	attending various music industry trade conferences.&lt;/li&gt;

&lt;li&gt;CIS-A2K team on December 28, 2014 &lt;a href="http://cis-india.org/a2k/blogs/telugu-wikimedia-hackathon-2014"&gt;organized a MediaWiki hackathon event&lt;/a&gt; for Telugu Wikimedia community members to enhance their skills and understanding of technical matters related to MediaWiki usage. The theme of the workshop was “Mediawiki, its extensions and tools to work around” and it aimed at allowing Wikipedians to use MediaWiki tools more effectively.&lt;/li&gt;

&lt;li&gt;Subhashish Panigrahi authored an op-ed that highlights the need for taking Odia language to the international fora instead of keeping it confined in 	the books. &lt;li&gt; A 		&lt;a href="http://editors.cis-india.org/openness/blog/indian-national-academy-journals-december-2014-subbiah-arunachalam-perumal-ramamoorthi-subbiah-gunasekaran-heads-i-win-tails-you-lose"&gt; journal article &lt;/a&gt; by Subbiah Arunachalam, Perumal Ramamoorthi and Subbiah Gunasekaran the steps taken by scientists and librarians in the West to reclaim ease of access 		to research findings with what is happening in India along with a few suggestions was published by the Indian National Science Academy Journals. &lt;/li&gt;
&lt;li&gt; The Supreme Court, in &lt;i&gt;Sabu George v. Union of India and Ors&lt;/i&gt;. (WP (C) 341/2008), is looking into the presence of material regarding pre-natal 		sex determination on search engines such as Google, Bing, and Yahoo that has been falling foul of section 22 of the Pre-Natal Diagnostic Techniques Act, 1994 as amended in 2002. Geeta Hariharan and Balaji Subramanian		&lt;a href="http://editors.cis-india.org/internet-governance/blog/search-engine-and-prenatal-sex-determination"&gt;analyse this in their blog post&lt;/a&gt;.&lt;/li&gt;
&lt;li&gt;As part of its Making Methods for Digital Humanities project, CIS-RAW organized two consultations on new figures of learning in the digital context. 	For a proposed journal issue on the theme of 'bodies of knowledge' which draws upon these conversations, participants were invited to write short sketches 	on these figures of learning. Tejas Pande &lt;a href="http://cis-india.org/raw/figures-of-learning-the-visual-designer2"&gt;wrote an abstract which examines&lt;/a&gt; the figure of the visual designer, and emerging practices of mapmaking. &lt;/li&gt;

The first project is on creating a national resource kit of state-wise laws, policies and 	programmes on issues relating to persons with disabilities in India. CIS in partnership with CLPR (Centre for Law and Policy Research) compiled the 	National Compendium of Policies, Programmes and Schemes for Persons with Disabilities (29 states and 6 union territories). The publication has been finalised and is being printed.         &lt;b&gt;The Foundation for Media Professionals and the Centre for Internet and Society (CIS) are jointly hosting a workshop on 'Digital Security for Journalists' in New Delhi on January 16, 2015.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;&lt;span class="fsl"&gt;This workshop will be a hands-on training — so all  journalists are strongly encouraged to bring their laptops and  smartphones — on how to assess security threats, how to protect your  sources, how to prevent your ISP from snooping on your communications,  and how to harden your computer's security.&lt;/span&gt;&lt;/p&gt;

    <title>India at Leisure: Media, Culture and Consumption in the New Economy </title>

        &lt;b&gt;Maggie Huang attended the event and presented a paper titled “The Future of Music Streaming: Business Practices and Copyright Management in India”. The paper was co-authored by Maggie and Amba Kak. &lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;&lt;span&gt;A striking feature of India's ongoing transformations is the  runaway success of one sector of its economy. This is India’s leisure  economy, often overlapping with the media economy, which entails a range  of pursuits from sports to movies, from texting to TV---all of which  forming a significant constituent of the country’s social and economic  social life. While various activities within this sector were almost  entirely neglected by India’s early planners, fuelled by narrow  conceptions of media as an instrument of the state, today they remain  little understood by national scholars and international analysts. With  this background, a bi-national working group of scholars from India and  New Zealand emerged in 2013 to reflect on the dynamics of India’s media  economy. To build on this, an international conference is being  organized, under the inaugural round of the India New Zealand Education  Council programme, to broaden reflections on the dynamics of media  industries and practices of media-culture constituting India’s leisure  economy.&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;The block was first reported by Pastebin, a website where you can store text online for a set period of time, through its social media accounts on December 19. In a follow-up post on December 26, the site posted that it was still blocked in India on the directions of the Indian government.A number of users also posted about the blocks on Reddit threads confirming that the sites have been blocked by Vodafone, BSNL and Hathway, among others.It now appears that the blocks are being carried out on the instructions of DoT (Department of Telecom). The telecom body reportedly issued a notification regarding the same on December 17. A screenshot of the circular has been posted on Twitter by Pranesh Prakash.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The notification mentions that 32 URLs including Pastebin, video sharing sites Vimeo and DailyMotion, Internet archive site archive.org and Github.com( a web-based software code repository), have been blocked under Section 69A of the Information Technology Act, 2000. DoT has also asked ISPs to submit compliance reports. However, we have not been able to verify the authenticity of the circular.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;At the time of writing this story, we could not access Pastebin, DailyMotion and Github on Vodafone 3G and our office network that has access via dedicated lines. Vodafone is not displaying any errors and is simply blocking access. However, a number of users report that they're getting an error that says 'the site is blocked as per the instructions of Competent Authority.' However, we were able to access all the websites on Airtel 3G.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;A confidential department of telecom  order – dated December 17, 2014 – instructing all internet service  licensees to block the websites appeared online on Wednesday.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;When contacted to verify the news, Dr  Gulshan Rai – Director of the Indian Computer Emergency Response Team  (CERT-In) – told, the directions had been issued to internet service  providers following a Mumbai Additional Chief metropolitan magistrate’s  November order directing the government’s Department of Electronics and  Information Technology (DeitY) to implement the same.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Pranesh Prakash – Policy Director at  Bengaluru-based Center for Internet and Society – questioned the lack of  transparency around the practice of blocking websites under the Indian  law. “Qn for govt: Why does the law require secrecy of web blocking  orders when it doesn’t allow such secrecy for books, films? #GoIBlocks,”  he tweeted, adding, “The 69A Rules don’t allow for transparency,  accountability, time-limits on blocks, etc. So easily misused by govt. +  courts + individuals.” The websites were blocked under section 69 A of  the IT Act, 2000 and the IT (Procedure and sdafeguards for Blocking of  Access of Information by Public) rules, 2009.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;img src="http://editors.cis-india.org/home-images/PP.png" alt="PP" class="image-inline" title="PP" /&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Currently, the Supreme Court is in the middle of hearing a clutch of  petitions challenging several IT Act provisions, including blocking and  takedown of websites.&lt;/p&gt;
