Odia #Wikipedia reaches 5000 Article Mark

For the online Odia, something very special happened this week. The ever-growing Odia edition of Wikipedia now has 5000+ quality articles on diverse topics. While many are not aware of the existence of such a Wiki, But Odia Wikipedia has been growing gradually all these years and has become the most searched website and largest online encyclopedia in Odia language.

Initiated in 2002, Odia Wikipedia saw its first edit in 2004 and suffered from low contribution for almost seven years. But slowly the gloomy scene changed with the first workshop in Bengaluru which started initiating more consecutive Wikipedia training workshops in Bhubaneswar, Cuttack, Nalconagar, Baleswar, Dhenkanal and many other cities. Over these years after many outreach workshops individuals who are experts in different subject areas and organizations and institutions like Indian Institute of Mass Communication, Dhenkanal and KIIT University have been associated with the Odia Wikipedia editor community. After Gopal Chandra Praharaj’s Purnachandra Ordiya Bhashakosha and Binod Kanungo’s Jnanamandal no such progressive encyclopedic compilation was done in Odia. Where the encyclopedias take years for reprinting which is also negligible in regional languages, Odia Wikipedia articles get revised every now and then.

“This has been possible because of the collaborative writing mechanism of Wikipedia All of us keep editing the articles that refine the content and make it free from biased and incorrect facts.”, says Mrutyunjaya Kar, one of the very active Wikipedians. Some time ago noted linguists like Natabara Satpathy and Deepak Kanungo raised questions about the authenticity and writing standards of the articles on Odia Wikipedia. “But I think we have overcome those issues of poor quality content. And the very thing Wikipedia got is the gradual growth of articles in terms of amount of information and accuracy. Something that attracted me to Odia Wikipedia is the way one liner stub articles grow to good quality articles in few days”, says Subhashish Panigrahi, Programme Officer to Centre of Internet and Society’s Access to Knowledge program that is working for the growth of Indian languages.

Many of the valuable aspects of Odisha’s history, diverse languages, cultural heritage and tourism are being documented and shared for free on the internet which otherwise would not ever come to the limelight. Available in 286 world languages Wikipedia is edited by more than 77,000 contributors across the world. Odia Wikipedia has only a small community consisting handful of contributors. Indian government wakes up to risk of Hotmail, Gmail

Worried by US spying revelations, India has begun drawing up a new email policy to help secure government communications, but the man responsible for drafting the rules still regularly uses Hotmail.

Like many of his peers in ministries across New Delhi, IT Minister Kapil Sibal's office recently sent an email inviting journalists to the launch of his new personal website using the free email service.

Others, including senior foreign ministry officials, the information and broadcasting minister and the health ministry secretary, also use Gmail, Hotmail or Yahoo instead of their government accounts.

When asked why he continued to use his Hotmail for official use, Sibal declined to comment, but a senior bureaucrat in his ministry admitted that he personally preferred Gmail because it is "just a lot easier".

"We keep moving, get different designations, go different places and with that, our emails change. You lose contacts and important emails, which you don't need to worry about with a Gmail account," the bureaucrat told AFP.

"To be honest, the quality of our official mail isn't that great yet. It still needs some work," he added on condition of anonymity.

Security concerns

IT security expert Sunil Abraham said the use of Gmail and the like was highly risky since the American services had their servers in the US and the National Security Agency has been known to tap into their database systems.

It is unclear how many state and federal public workers actively use popular email services for office, but some of the estimates are startling.

"As much as 90 percent of government officials use private email (services) for official use... that's because their official email is not as stable or speedy," said Abraham, executive director of the Bangalore-based Centre for Internet and Society.

In September Sibal's ministry announced a new "Email Policy of the Government of India" in the wake of spying allegations about the NSA revealed by former NSA contractor Edward Snowden.
NSA's tentacles not only crept into the Indian embassy in Washington and its UN office in New York, but also accessed email and chat messenger contact lists of hundreds of millions of ordinary citizens worldwide, according to media reports.

During a single day last year, the NSA's Special Source Operations branch collected 444,743 email address books from Yahoo, 105,068 from Hotmail, 82,857 from Facebook, 33,697 from Gmail and 22,881 from unspecified other providers, The Washington Post said, according to an internal NSA presentation.

The $11 million Indian project aims to bring some five million public employees onto the government's email domain powered by the National Informatics Centre (NIC) as early as mid-December.

It is awaiting clearances and suggestions from all ministries before the proposal goes to the cabinet this month.

J. Satyanarayana, secretary of the department of electronics and IT, dismissed claims that the policy was too late and was a response to the Snowden scandal.

"The policy is not a reaction to any global spying revelations, it was already in the works. It is just a mere coincidence that both came around the same time," he said.

Fresh doubts

Some cyber security experts say bringing millions aboard a centralised server could make a hacker's job easier, with all critical government information available on a single platform.
More than 11,000 Indian websites were hacked or defaced between May and August this year, with a large number of attacks on the ".in" domain whose servers are in India, the Times of India reported last month.

"Making the use of a centralised government server is not the best way to proceed. Having everything on one platform makes it even more vulnerable to cyber attacks and hacking," said Abraham.

"It also brings about new worries of the NIC becoming the local snoop."

Some also predict that the ambitious policy would eventually fizzle out for lack of attention from ministers and bureaucrats, who work in government offices where stacks of yellowing files and papers are still a common sight.

"It's sad but most of these officials don't understand much about technology, so mastering email is something that is miles and miles away," said Vijay Mukhi, a Mumbai-based cyber security expert.

"These guys saw all the snooping news and suddenly they woke up and said 'lets make an email policy'. Enforcing this is not possible on a practical basis."

The IT ministry also plans to conduct workshops to teach employees about email security such as when to change passwords and user names and how to use email.

"Every employee should know how, what and when critical data can be vulnerable... with most work still done on paper, it is important to know the nitty-gritty of using email," Satyanarayana said.

Wikipedia Training Session @ Tiruvur

MongoDB startup hired by Aadhaar got funds from CIA VC arm

Two weeks ago, Max Schireson, chief executive of MongoDB, a New York-based technology startup, was in New Delhi to sew up a very important contract for his company — with the Unique Identification Authority of India (UIDAI).

The contract is yet to be announced but what could raise eyebrows is the fact that MongoDB is part-funded by the US' Central Intelligence Agency.

The company is expected to help in capturing and analysing data related to the ambitious plan to issue a unique identity number — Aadhaar — to over a billion citizens.

MongoDB, which makes software that helps manage large databases, especially unstructured data, has raised $231 million (Rs1,400 crore) since being founded in 2007. Some of its funding is from In-Q-Tel, the not-for-profit venture capital arm of CIA.

While MongoDB lists In-Q-Tel as one of its investors on its website, the company has not disclosed the quantum of funding received from it. The fund's stated mission is to identify, adapt and deliver innovative technology solutions to support the missions of CIA and the broader US intelligence community.

Besides CIA, In-Q-Tel works with National Geospatial-Intelligence Agency, Defense Intelligence Agency and Department of Homeland Security Science and Technology Directorate.

"Once an investment is made, IQT (the fund) works with the company and the intelligence community partner agency to complete a work program and facilitate solution delivery," the fund's website said. The quote describes IQT's relationship with any company in which it invests in and is not specific to MongoDB.

Neither UIDAI nor MongoDB responded to queries from ET on whether the CIA link was considered before entering into a partnership. UIDAI Chairman Nandan Nilekani did not respond to emails, messages and phone calls.

A senior UIDAI official confirmed the agency has entered into an agreement with MongoDB and that the company's database software is already being used for analysing the pace at which registration of new beneficiaries is taking place.

It is not clear if MongoDB's vendor relationship would be with UID directly or with one of the system integrators that UID works with. Schireson, the CEO, was also one of the national co-chairs for Technology for Obama, an interest group that campaigned for the reelection of President Barack Obama after his first term.

There is no evidence in the public domain that the firm is controlled or significantly influenced by the CIA in any manner.

But the revelations of Edward Snowden, a former NSA contractor-turned-whistleblower that US intelligence agencies routinely intercepted communication in Europe and Asia, including in India has raised concerns. Experts said the UID's centralised design could pose a risk, where even a single mistake can make the whole system disproportionately vulnerable.

"The risk exposure because of CIA involvement (could be that) if MongoDB is a data controller, then secret courts and secret court orders could be used to get access to the UID data," said Sunil Abraham, executive director at the Centre for Internet and Society.

He added that even if UIDAI is only using the source code without getting into a commercial relationship with MongoDB, they should audit the source code to check if CIA has introduced any back doors. "This is because Snowden has told us that the army of mathematicians working for the US government has compromised some standards even though they were developed in an open, participatory and transparent fashion." MongoDB, whose name is a play on the word humongous, competes with Oracle, IBM and Microsoft. It has around 320 employees and some 600 customers. At its latest round of $150 million in fund-raising in October, the company was valued at about $1.2 billion, according to Bloomberg. Other investors include Intel Capital, Salesforce-.com, Red Hat and Sequoia.
