Konkani Wikipedia workshop at AIMIT, St Aloysius College

St. Aloysius College is organizing a Konkani Wikipedia workshop at AIMIT, St Aloysius College (Autonomous), Beeri, Mangalore on September 13, 2013. Dr. U.B. Pavanaja from the CIS-A2K team will participate in the event.

The workshop is aimed at people who want to edit Konkani Wikipedia using Kannada script. Konkani Wikipedia is in incubator at present. Konkani speaking people want to bring this out of incubator. Adding enough content to the Konkani Wikipedia will enable that. Those interested in adding content to Konkani Wikipedia will be trained in the workshop. This will be a full day event.

Digital Resources in Telugu: A Workshop for Research Scholars

The Department of Cultural Studies, English and Foreign Languages University and the CIS-A2K invite you to a workshop for research scholars on September 13, 2013.

Note to Participant:
As you may know, Wikipedia is an online encyclopedia, and is the 5th most-visited website in the world! It's completely free to use and re-use, it has no advertising, and is available in more than 286 different languages - including 20+ Indian languages. Wikipedia articles are written by ordinary people who volunteer to share their knowledge with the world.

What students gain from Wikipedia editing:
It improves writing skills. Wikipedia provides students a platform to hone their writing skills. Writing on Wikipedia enhances critical thinking and the ability to see all sides of a story. Students will find this incredibility useful in both their personal and professional lives while evaluating the pros and cons of different situations, projects, assignments etc. Wikipedia editing also strengthens research skills. A Wikipedia editor has to provide credible references by looking up books, journals and online materials. Writing on Wikipedia is good practice for those who will also work on a thesis or a research project.

Your articles will be read by thousands of people across the globe. If you edit a Wikipedia article, it is there *forever* and the audience can be any number from the 500 million who read Wikipedia every month!

It teaches students how to collaborate! Editing Wikipedia is magical. You add some content and someone from some other part of the class or school or town or country or somewhere else in the world adds a little bit more and makes the contribution that much better. Wikipedia helps one learn how to work productively with other people, even those you don’t know and may never actually meet.

The workshop will cover the following:

Important Instructions for Interested Participants

Each student attending the workshop should register themselves on Wikipedia. Please note that once you register on a Wikipedia project, you can use that 'Username' (i.e. same log-in details) across all Wikipedias and Wikimedia platforms. This should be done by September 12, 2013 (before the workshop commences). Please note that you will not be able to register more than 5 Usernames from a single IP address within 24 hours (a security feature of Wikipedia). Once registered the students must furnish their details on the google doc. I have already entered my data just as sample. Please circulate this link to all the students at the earliest. This should be typed and be available in a soft copy form and could be carried in a thumb drive or any other storage media which should be easily accessible to them during the training programme. If you are not able to type, please bring the write-up in your note book. Check if the topic you are writing on is already available on Telugu Wikipedia (www.te.wikipedia.org).

Wikipedia Training in Telugu for Dr. B.R. Ambedkar Open University, Hyderabad

CIS-A2K is conducting a Wikipedia training programme in Telugu for the faculty of Dr. B.R.Ambedkar Open University (Dr. BRAOU) in Hyderabad on September 5 and 6, 2013.

This is done as part of the "ICT and eContent" workshop organized by the Centre for Staff Training and Development of Dr. BRAOU for their faculty. T. Vishnu Vardhan Program Director, CIS-A2K has been invited to teach a module on "Knowledge and Openness in the Digital Era" as part of which this Wikipedia training programme was also organized.

Indien: Regierung will Nutzung von US-Mailprovidern in Verwaltungen verbieten

Die indische Regierung wird in Kürze all ihre Mitarbeiter auffordern, keine US-amerikanischen Mailprovider, allen voran Gmail, für ihre offizielle Kommunikation zu nutzen.

Ziel der Regierung ist es, die Sicherheit von vertraulichen Information der Regierung zu erhöhen. Die indische Regierung sieht sich zu diesem Schritt gezwungen, nachdem die flächendeckende Überwachung des Internets durch die USA bekannt wurde, an dem auch amerikanische Unternehmen gezwungenermaßen beteiligt sind.

Wie The Times of India berichtet, gab ein leitender Beamter der indischen Regierung an, dass die Regierung plane rund 500.000 Angestellte darüber zu informieren, dass die Nutzung amerikanischer Mailprovider zur offiziellen Kommunikation nicht mehr gestattet sei. Stattdessen sollen die Angestellten zum offiziellen Mailservice des indischen National Informatics Center wechseln.

“Gmail data of Indian users resides in other countries as the servers are located outside. Currently, we are looking to address this in the government domain, where there are large amounts of critical data,” said J Satyanarayana, secretary in the department of electronics and information technology.

Dass Angestellte der indischen Regierung und selbst Minister in Indien die Dienste von Gmail in Anspruch nehmen, statt auf Lösungen der eigenen Regierung zu setzen scheint nach Aussagen der Times of India keine Seltenheit zu sein.

Several senior government officials in India, including ministers of state for communications & IT Milind Deora and Kruparani Killi, have their Gmail IDs listed in government portals as their official email.

Ein Grund hierfür scheint die einfache und unbürokratische Anmeldung bei solchen Diensten zu sein. Wer eine offizielle Adresse der indischen Regierung haben wolle, müsse diese erst beantragen und in einem langwierigen Prozess seine tatsächliche Identität beweisen. Bei Gmail und anderen Mailprovidern hingegen sei eine Anmeldung oftmals mit wenigen Klicks durchführbar, wie ein leitender Angestellter im IT-Ministerium sagte.

Eine Pressesprecherin von Google Indien gab an, dass der Konzern bisher nicht von dem Verbot erfahren habe und es sich daher um reine Spekulation handele, auf die der Konzern nicht weiter eingehen wolle.

Erst in der letzten Woche gab der indische IT-Minister Kapil Sibal neue Richtlinien für im Ausland lebende Mitarbeiter der indischen Regierung bekannt. The Times of India berichtete:

[...] the new policy will make it mandatory for all government officials stationed in Indian missions abroad to use only static IP addresses, virtual private networks and one-time passwords for accessing Indian government email services.

Sibal ergänzte, dass alle Mails automatisch verschlüsselt würden und nur über indische Server des National Informatics Centers abgewickelt würden.

“All Indian missions will use NIC servers which are directly linked to a server in India and that will keep government information safe”

Sunil Abraham, Direktor des indischen Centre for Internet & Soceity in Bangalore nannte den Entschluss der Regierung “eine späte Reaktion”, begrüßte den Schritt aber dennoch:

“Use of official government email would also make it easier to achieve greater transparency and anti-corruption initiatives. Ministers, intelligence and law enforcement officials should not be allowed to use alternate email providers under any circumstance.”

Train the Trainer — Four-day long Residential Training Workshop in Bangalore

Train the Trainer is a four-day long residential training workshop to enable Indian Wikipedia community members conduct outreach sessions effectively and independently. It is being conducted by the CIS-A2K team in Bangalore in the first week of October.

Why CIS-A2K is conducting this Program?

Based on an internal needs assessment exercise undertaken by CIS-A2K, it has been realized that:

bulk of the Indian population does not know about the existence of Indic Wikipedias and sister projects.
there is a lot of potential to do outreach in India but it is hampered by community member's lack of time, lack of availability of support material and/or ability to do outreach.
though many Indic Wikipedia community members have desire to undertake offline outreach they seldom receive support and guidance.
there is a need to further build the capacity of interested community members to conduct effective outreach sessions.

Thus through this program, the CIS-A2K programme wants to support and enable community members who are interested to conduct Wikipedia outreach sessions in their own cities/languages and to spread the word about the Indic Wikipedias.

Overview of the programme

CIS-A2K is organising a 4 day Train the Trainer Program in Bangalore. The program will include:

3 day sessions with interactive training run by professional consultants on how to conduct outreach in an effective manner – training on presentation skills, audience engagement, public speaking etc. It will include mock presentations, with video recording for feedback.
4th day will be a field trip aiming to train the participants on how to organise an effective photothon; in addition, participants will also add pictures from the field trip to Wikimedia Commons for enhancing and improving articles on Indian language Wikipedias.

Selection Criterion

CIS-A2K will conduct this program for approximately 20-25 interested community members from different Indian language communities. We want to make sure that there is equal participation from each language community. The CIS-A2K will use below mentioned parameters for selecting candidates.

CIS-A2K's evaluation of Train the Trainer Program Application Form.
Motivation of the candidate to be a part of the program.
The applicant should have made minimum 200 edits on their respective Indian language Wikipedia.
The applicant should have created at least 5 new articles of start class (as defined by their language community) on their respective Indian language Wikipedia.
The applicant should have conducted at least 1 outreach session before the end of application date and shared the report with the community (via mailing list, village pump, event page, etc.)

Candidates' Deliverable

There are certain deliverables that CIS-A2K expects out of selected candidates. These are:

Take lead in translating outreach documents (including presentations, banners, FAQs, handouts) in their respective language and share it with their respective communities.
Organise at least 2 outreach sessions per month in their respective cities, for a minimum of 6 continuous months and share the report with the community (via mailing list, village pump, event page, etc.).
Take lead in organising at least 1 community meet up in their respective cities, where they would give a small talk/presentation about their experience in the Train the Trainer Program and share ideas and tips they picked from the program with their language community members.
Write a 1500-word report sharing their Train the Trainer Program experience with large emphasis on their learnings and take-aways to be shared with all Indian communities.

FAQ

What is train the trainer program?
Train the trainer is a 4 day program organised by CIS-A2K to build capacity and enable community members to conduct outreach sessions independently or with minimal support to introduce Wikipedia to prospective editors in their respective Indian languages. Participants will be trained on various aspects such as presenting with impact, engaging with the audience, significance of body language, outreach follow ups etc. Program will also include groups discussions on ideas, learnings, challenges faced during outreach sessions.
When will train the trainer program run?
Train the trainer program will take place in Bangalore for 4 continuous days in the 1st week of October 2013. Exact details of dates and venue will be communicated shortly.
Who can take part in the program?
The event is open to all Wikimedia volunteers from India who can and want to support outreach events in the coming year.
How can I apply?

Who will take care of my travel and accommodation?
CIS-A2K has a budget for Community Development and the team will be able to cover your travel and accommodation.
What will be the timings each day?
The timings of the program will be 9.00am to 7.30pm everyday with sufficient time for lunch, dinner, tea breaks and fun sessions.
Where will I eat?
Light breakfast and lunch will be provided; together with social dinner. Arrangements will also be made for tea and coffee.
What is expected out of me?

Each selected candidate will be given some pre-work. You're expected to come with completed pre-work.

Syllabus: “Policy and regulation conducive to rapid ICT sector growth in Myanmar: An introductory course”

A five-day course is being offered by LIRNEasia in collaboration with Myanmar ICT Development Organization, with support from the Open Society Foundation and the International Development Research Centre of Canada in Myanmar from September 28 to October 5, 2013.

Goal

To enable members of Myanmar civil-society groups (including academics and those from the media) to marshal available research and evidence for effective participation in policy and regulatory processes, thereby improving policy processes and helping achieve the government’s objective of providing ICT access to all.

Outcomes

The objective of the course is to produce discerning and knowledgeable consumers of research who are able to engage in an informed manner in ICT policy and regulatory processes in Myanmar. The course will benefit those working in government and operators as well.

At the end of the course attendees will:

Have an understanding of telecom policy and regulatory processes
Be able to find and assess relevant research & evidence
Be able to summarize the research in a coherent and comprehensive manner
Have the necessary tools to improve their communication skills

- Have some understanding of how media functions and how to effectively interact with media

Assignments

Participants will be formed into teams on Day1. Each group will work on an assignment that addresses both substantive and procedural aspects of law, policy and regulation. Teams will be assigned topic areas that are being developed into regulations under the new Act. They will have to make presentations on what the desirable provisions should be. We will emphasize the procedural aspects as well as the substantive. Disciplined and focused team presentations, preferably using slides, are required.

It is necessary to use the Internet for the assignments. All who have laptops are encouraged to bring them. Arrangements will be made for Internet connectivity at the hotel.

Faculty

Sunil Abraham is the Executive Director of CIS. He is also a social entrepreneur and Free Software advocate. He founded Mahiti in 1998 which aims to reduce the cost and complexity of Information and Communication Technology for the Voluntary Sector by using Free Software. Today, Mahiti employs more than 50 engineers and Sunil continues to serve on the board as a board member. Sunil was elected an Ashoka fellow in 1999 to 'explore the democratic potential of the Internet' and was granted a Sarai FLOSS fellowship in 2003. Between June 2004 and June 2007, he managed the International Open Source Network, a project of the UNDP's Asia-Pacific Development Information Programme serving 42 countries in the Asia-Pacific region. Between September 2007 and June 2008, he also managed ENRAP, an electronic network of International Fund for Agricultural Development projects in the Asia-Pacific facilitated and co-funded by International Development Research Centre, Canada.

Helani Galpaya is LIRNEasia’s Chief Executive Officer. Helani leads LIRNEasia’s 2012-2014 IDRC funded research on improving customer life cycle management practices in the delivery of electricity and e-government services using ICTs. She recently completed an assessment of how the poor in Bangladesh and Sri Lanka use telecenters to access government services. For UNCTAD and GTZ she authored a report on how government procurement practices can be used to promote a country’s ICT sector and for the World Bank/InfoDev Broadband Toolkit, a report on broadband strategies in Sri Lanka. She has been an invited speaker at various international forums on topics ranging from m-Government to ICT indicators to communicating research to policy makers. Prior to LIRNEasia, Helani worked at the ICT Agency of Sri Lanka, implementing the World-Bank funded e-Sri Lanka initiative. Prior to her return to Sri Lanka, she worked in the United States at Booz & Co., Marengo Research, Citibank, and Merrill Lynch. Helani holds a Masters in Technology and Policy from the Massachusetts Institute of Technology, and a Bachelor’s in Computer Science from Mount Holyoke College, USA.

Roshanthi Lucas Gunaratne is a Research Manager at LIRNEasia and is currently managing the Ford Foundation Funded project on Giving Broadband Access to the Poor in India. She is also contributing to the IDRC Customer Lifecycle Management Practices Project by conducting research on customer lifecycle management practices in telecommunication sector in Bangladesh. Before joining LIRNEasia, Roshanthi worked at the Global Fund to fight AIDS, Tuberculosis and Malaria, Geneva, Switzerland as a Strategic Information Officer. She contributed to the process of defining the Global Fund Key Performance Indicators, and also worked on improving the performance measurements of their grants. Prior to that, she worked as a telecom project manager at Dialog Telecom, and Suntel Ltd in Sri Lanka. As Suntel she managed the design and implementation of corporate customer projects. She holds a MBA from the Judge Business School, University of Cambridge, UK and a BSc. Eng (Hons) specializing in Electronics and Telecommunication from the University of Moratuwa, Sri Lanka.

Rohan Samarajiva, PhD, is founding Chair of LIRNEasia, an ICT policy and regulation think tank active across emerging Asian and Pacific economies. He was Team Leader at the Sri Lanka Ministry for Economic Reform, Science and Technology (2002-04) responsible for infrastructure reforms, including participation in the design of the USD 83 million e-Sri Lanka Initiative. He was Director General of Telecommunications in Sri Lanka (1998-99), a founder director of the ICT Agency of Sri Lanka (2003-05), Honorary Professor at the University of Moratuwa in Sri Lanka (2003-04), Visiting Professor of Economics of Infrastructures at the Delft University of Technology in the Netherlands (2000-03) and Associate Professor of Communication and Public Policy at the Ohio State University in the US (1987-2000). Dr. Samarajiva was also Policy Advisor to the Ministry of Post and Telecom in Bangladesh (2007-09).

Cyberspying: Government may ban Gmail for official communication

The government will soon ask all its employees to stop using Google's Gmail for official communication, a move intended to increase security of confidential government information after revelations of widespread cyberspying by the US.

A senior official in the ministry of communications and information technology said the government plans to send a formal notification to nearly 5 lakh employees barring them from email service providers such as Gmail that have their servers in the US, and instead asking them to stick to the official email service provided by India's National Informatics Centre.

"Gmail data of Indian users resides in other countries as the servers are located outside. Currently, we are looking to address this in the government domain, where there are large amounts of critical data," said J Satyanarayana, secretary in the department of electronics and information technology.

Snowden fallout

The move comes in the wake of revelations by former US National Security Agency contractor Edward Snowden that the US government had direct access to large amounts of personal data on the internet such as emails and chat messages from companies like Google, Facebook and Apple through a programme called PRISM.

Documents leaked by Snowden showed that NSA may have accessed network infrastructure in many countries, causing concerns of potential security threats and data breaches. Even as the new policy is being formulated, there has been no mention yet of how compliance will be ensured.

Several senior government officials in India, including ministers of state for communications & IT Milind Deora and Kruparani Killi, have their Gmail IDs listed in government portals as their official email.

A Google India spokeswoman said the company has not been informed about the ban, and hence it cannot comment on speculation. "Nothing is documented so far, so for us, it is still speculation," Google said in an email response.

A senior official in the IT department admitted on condition of anonymity that employees turn to service providers such as Gmail because of the ease of use compared with official email services, as well as the bureaucratic processes that govern creation of new accounts.

"You can just go and create an account in Gmail easily, whereas for a government account, you have to go through a process because we have to ensure that he is a genuine government user."

Last week, IT Minister Kapil Sibal said the new policy would require all government officials living abroad to use NIC servers that are directly linked to a server in India while accessing government email services. Sibal said there has been no evidence of the US accessing Internet data from India.

Sunil Abraham, executive director of Bangalore-based research firm Centre for Internet and Society, said he agrees with the government's decision to ban Gmail for official communication and that any official violating this needs to be punished.

"After Snowden's revelations, we can never be sure to what extent foreign governments are intercepting government emails," he said. Abraham, however, called the government's decision a "late reaction", as the use of Gmail and other free email services by bureaucrats has increased in the past.

"Use of official government email would also make it easier to achieve greater transparency and anti-corruption initiatives. Ministers, intelligence and law enforcement officials should not be allowed to use alternate email providers under any circumstance."

Gmail ban looms for Indian gov't workers

Government workers in India will soon be banned from using Google’s Gmail service for official communication in a move said to be in response to revelations of widespread cyberspying by the US, a national paper reported.

Two weeks after Dubai announced a ban on private emails by Government staff, a senior official in India’s Ministry of Communications and Information Technology said the crackdown would apply to 500,000 government employees, according to The Times of India.

They would be banned from using providers such as Gmail, which had servers based in the US, and instead asked to stick to the official email service provided by India's National Informatics Centre.

"Gmail data of Indian users resides in other countries as the servers are located outside," J Satyanarayana, secretary in the Department of Electronics and Information Technology, told the Times.

“Currently, we are looking to address this in the Government domain, where there are large amounts of critical data.”

The move comes in the wake of revelations by former US National Security Agency contractor Edward Snowden that the US government had direct access to large amounts of personal data on the internet such as emails and chat messages from companies such as Google, Facebook and Apple through a program called PRISM.

It emerged last month that Dubai government employees had been banned from sending and receiving private emails at work, including the use of independent email providers such as Hotmail, Yahoo! and Gmail.

The new regulations announced by Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and ruler of Dubai, specifically referred to religious and political communication as well as messages relating to charitable causes.

Workers are also not allowed to open unsolicited mail, spam or emails that contain viruses, or alter the date, time, source of destination information on an email.

Global Consultation Report on ICTs and Disability Launched at the UN High Level Meeting on Disability and Development

A new report released on Monday, 23 September 2013 demonstrates how Information and Communication Technologies (ICT), have become a positive force of transformation and a crucial element of any personal development, empowerment and institutional framework for inclusive development.

We are acknowledged in this report (see page 69).

“The ICT Opportunity for a Disability-Inclusive Development Framework” contributes to a better understanding of the extent to which ICTs can enable and accelerate the social and economic inclusion of persons with disabilities. It lists challenges that are still to be addressed while outlining concrete actions to be undertaken by each group of stakeholders and a set of indicators to help measuring progress towards the achievement of a disability-inclusive development agenda.

This report is the result of collaborative input from the Broadband Commission for Digital Development, the Global Initiative for Inclusive ICTs (G3ICT), the International Disability Alliance (IDA), the International Telecommunication Union (ITU), Microsoft, the Telecentre.org Foundation and the United Nations Educational, Scientific and Cultural Organization (UNESCO). The content is based on the information gathered during a global consultation on ICT, Disability and Development, carried out from 20 May to 17 June 2013 in support of the preparatory process of the HLMDD. The consultation gathered over 150 expert inputs from relevant organizations and key individuals stemming from over 55 countries and representing multiple categories of stakeholders, including governments, academic institutions, organizations of persons with disabilities, civil society organizations, the private sector and regional and international organizations.

Indian government to bar politicians from using Gmail for official business

The government of India is reportedly planning to bar its employees from using Gmail and other foreign-based email services, amid concerns over surveillance by US spy agencies.

"Gmail data of Indian users resides in other countries as the servers are located outside," J Satyanarayana, India's secretary of electronics and information technology, told the Times of India. "Currently, we are looking to address this in the government domain, where there are large amounts of critical data."

The Indian government currently employs some 500,000 people, many of whom use Gmail for their primary email addresses. A quick glance at the contact page for the country's Department of Electronics and Information Technology reveals at least eight senior officials using Gmail, and still others with Yahoo! addresses.

Under the new directive, government employees will be asked to stick to official email addresses provided by India's National Informatics Centre (NIC). But an unnamed senior government IT official told the Times of India that many government workers choose Gmail and other foreign services because they are easier to use, and setting up accounts is much faster than working within the bureaucratic process of the NIC.

The move toward locally run email for Indian government workers comes in the wake of a string of revelations from documents leaked by Edward Snowden. Among the recent disclosures has been details of US electronic surveillance of foreign governments on US soil, where the National Security Agency even went as far as to snoop encrypted communications from United Nations headquarters in New York City.

No doubt equally concerning was a motion filed by Google in a US district court earlier this month, in which the Chocolate Factory asserted that "a person has no legitimate expectation of privacy in information he voluntarily turns over to third parties" such as Gmail.

But Sunil Abraham of the Bangalore-based think tank the Centre for Internet and Society said that foreign spying wasn't the only reason why government officials should be required to use a homegrown email.

"Use of official government email would also make it easier to achieve greater transparency and anti-corruption initiatives," Abraham told the paper. "Ministers, intelligence and law enforcement officials should not be allowed to use alternate email providers under any circumstance."

When contacted for comment, a spokeswoman for Google India said the company had not been informed of the proposed ban, adding, "Nothing is documented so far, so for us, it is still speculation." ®
