    <title>Nowhere to hide: Govt making your personal details public</title>

&lt;p style="text-align: justify; "&gt;An investigation by the  Business Standard has revealed that various state and central  government departments have already started putting up citizen’s  personal details such as bank accounts and income on websites. The  rationale behind the move is bringing about transparency.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The report also provides details of two persons, which the reporters  could access online – a 25-year-old from Haryana and another farmer from  Uttar Pradesh.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In the first instance, the paper got the details from the state government website which has published all the details as the youth is a beneficiary of the NREGS.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Haryana government made public the details of the NREGS beneficiaries in its bid to bring about transparency. In Rural Development Minister Jairam Ramesh’s words, the aim is to make available all these data for public scrutiny.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In the second instance, the paper has obtained the occupation and yearly income, ration card number, full address, age, father’s/husband’s name, category and poverty status of the farmer. These details are available online as the state government is computerising the public distribution system.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;If you thought, not everybody’s data will be made public this way, you are wrong, because before long the details of all the beneficiaries of direct benefit transfer will also be published online.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Though the Information Technology Act does not permit publishing sensitive personal financial details online, there is an exception if such information is come under Right to Information Act.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;At the face of it transparency is a lame excuse to publish such data. How can the government provide all the details, including the bank account details of its citizen, at a time when cyber crime has increased many-fold.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;And nobody knows the gravity of the situation better than the government. Minister of State for Communications &amp;amp; IT Milind Deora recently told Lok Sabha that this year until June as many as 78 government websites were hacked.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Citing Indian Computer Response Team (CERT-In) data he said in 2011 as many as 308 government sites were hacked and in 2012 the figure was 371.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The number of security breach incidents in 2011 stood at 13,301 and in 2012 at 22,060. The corresponding figure for this year until June has already hit 16,035, he said. Security breach included incidents related to spam, malware infection and system break-in.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In such an environment, the governments’ transparency drive comes at the cost of personal security.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The problem with making public details such as date of birth and names of family members is that it helps the hackers crack passwords. Most of the people have such details as their passwords and pins, the BS report says.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Sunil Abraham of Centre for Internet and Society rightly says in the BS report, “If people start publishing information like these and the government doesn’t regulate it through a data protection law, criminal minds can harvest and combine all databases accurately.”&lt;/p&gt;

        &lt;b&gt;With the dream of including Tulu in the list of official languages of the country (eighth schedule of the Constitution) remaining far from being realised, enthusiasts seem to be keen to promote the language through Wikipedia.&lt;/b&gt;

&lt;hr style="text-align: justify; " /&gt;
&lt;p style="text-align: justify; "&gt;Beginning on Wednesday, a three-day convention at Sahyadri College will ideate to find means to achieve this goal with the Karnataka Tulu Academy leading the initiative.&lt;br /&gt;&lt;br /&gt;The convention will focus on writing Wikipedia articles in Tulu.&lt;br /&gt;&lt;br /&gt;Nearly 30 students, mostly from Canara College and some from Aloysius College, and some teachers from Bantwal have registered for the event.&lt;br /&gt;&lt;br /&gt;The plan is to ensure that about 25-30 people keep writing in Tulu on Wikipedia.&lt;br /&gt;&lt;br /&gt;Some students from the Government Girls PU College in Udupi had already been contributing articles in Tulu, according to the academy’s registrar Chandrahas Rai.&lt;br /&gt;&lt;br /&gt;He hoped that the activity would help to pressure authorities to include Tulu in the eighth schedule of the Constitution.&lt;br /&gt;&lt;br /&gt;The convention comes ahead of the mega Tulu event – Tuluvere Parba planned in December – and it is hoped that it would awaken the Tulu spirit among the people of the region.&lt;br /&gt;&lt;br /&gt;The resource person will be Wikipedia representative and Bengaluru-based Programme Manger, Indian Languages, The Centre for Internet and Society Sri Pavanaja U.B..&lt;br /&gt;&lt;br /&gt;Mr. Rai said the articles need to be written regularly to keep the language alive on the platform otherwise it would be notified as inactive.&lt;br /&gt;&lt;br /&gt;The convention will be inaugurated by Shivaram Shetty, professor in Mangalore University’s SVP Kannada Study Centre.&lt;br /&gt;&lt;br /&gt;President of the academy Janaki Brahmabar, president of Bantwal Tulukuta A.C. Bhandary and Tuluvere Parba’s chief convenor Kadri Navaneet Shetty will be present.&lt;br /&gt;&lt;br /&gt;Others who are expected to take part include Mangaluru Tulukuta President Damodar Nisarga, General Secretary of Tuluvere Parba Nitte Shashidhar Shetty.&lt;/p&gt;

        &lt;b&gt;The department of languages at Christ University has set a precedent by including contribution to Wikipedia as a part of the undergraduate course work.&lt;/b&gt;

&lt;p style="text-align: justify; "&gt;Introduced last year on a pilot basis, the programme is all set to get a new outlook this year.&lt;br /&gt;&lt;br /&gt;As  a part of the initiative, students are required to submit an article to  Wikipedia in an Indian language (the second language subject chosen).  The languages offered are Kannada, Hindi, Urdu, Sanskrit and Tamil.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Earlier, much to the chagrin of lecturers, students  were most often found rehashing material online for their assignments.  On the contrary, the students will now be contributors for online  content. But this is just one of the outcomes. Through this, the  department has not only set out to enrich the regional language  resources online, but has also turned students into knowledge producers.&lt;br /&gt;&lt;br /&gt;Speaking  about the initiative, Kannada Department HoD, Y S Shivaprasad, finds  that students have become passionate about digital resources. “There are  at least 500 students. In the first two years of the undergraduate  degree, students study second language. Even if 10 per cent of them take  it forward later, we can enrich our online Kannada resources.”&lt;br /&gt;&lt;br /&gt;Since  it was the first time last year, the faculty made a list of topics for  inclusion in Kannada Wiki. “We were able to bring out 25 good quality  articles. Interestingly, this turned out to benefit rural students, as  they took a lot of interest in it,” Shivaprasad said, adding that RBI,  Yakshagana, poet Raghavanka and Kuppalli were some of the topics  covered.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Redesign this year&lt;/b&gt;&lt;br /&gt;As per the redesigned format this time, in their first semester,  students will digitise one page of an existing piece of literature in  the Indian language concerned. This has been included to help them gain  typing skills, apart from strengthening vocabulary.&lt;br /&gt;&lt;br /&gt; In the  second semester, students will be digitising four or five pages of  literature. In the III semester, they will have to write one assignment  in the second language of their choice and the fourth semester will be  dedicated to an article (in Indian language) on the theme of their  choice from any core subject.&lt;br /&gt;&lt;br /&gt;T Vishnu Vardhan, Programme  Director, Access to Knowledge at Centre for Internet and Society (the  university is implementing the programme in coordination with this  organisation), sees this as an initiative for production of knowledge in  Indian languages. “From the past several years, there have been talks  about how there is no production of knowledge in Kannada (or other  regional languages). This is a step towards it.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“Adding fun to the otherwise hectic course work, the Wiki assignments  helped us acquire editing skills and strengthen vocabulary in Kannada,”  said Tejas N K, a final year science student at Christ University.&lt;br /&gt;&lt;br /&gt;Having  found his love for it, he has decided to contribute articles even in  his final year, though it is not part of his course work this time. “It  presents a challenge of learning something new and thinking creatively.  More over, it is satisfying to know that the information we compile is  of use for people seeking online resources in regional language.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Transformation&lt;/b&gt;&lt;br /&gt;Sharing similar enthusiasm is Komal K J, a final year BCom student, who  hopes to contribute articles even after completing her degree. She sees a  significant transformation: “Earlier, we were collecting information  from Wikipedia. Now, we are contributing for it,” the student said.&lt;br /&gt;&lt;br /&gt;She  has submitted an article to Sanskrit Wikipedia. From formatting the  article to inserting images and learning to attribute sources to the  information uploaded on Wiki, she takes pride in the responsibility. “It  is open for people across the globe to read. Hence, it is a huge  responsibility. We have to make sure the information is authentic.”&lt;/p&gt;

        &lt;b&gt;Contrary to the Centre’s assurances, government websites are revealing digital details of the poor, leaving them vulnerable to financial frauds and identity theft.&lt;/b&gt;

&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;Could there be a method to the madness? Or is it just carelessness? From the Jharkhand Government to the Union Territory of Chandigarh to the Union Ministry of Water and Sanitation to even Mizoram’s Food and Civil Supplies Department, government websites are found to have displayed Aadhaar details of citizens, a crime under the law.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In Jharkhand, details of 16 lakh beneficiaries – their bank account details, ration card and the 12-digit Aadhaar number – were displayed on the website of the Directorate of Social Security. Similar blunders were witnessed from different corners of the country from Chandigarh to Kerala, where details of 35 lakh people have been breached. This flies in the face of the Government’s repeated claims on data privacy, that Aadhaar details are completely safe.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The law doesn’t allow this. The displaying of the Aadhaar data, for instance, is in clear violation of Section 29 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016. The provision clearly says that “no” Aadhaar number or core biometric information of an Aadhaar number holder shall be “published, displayed or posted publicly”.&lt;br /&gt;&lt;br /&gt;“There appears to be no regulation worth the name as far as the Aadhaar project is concerned,” says economist Reetika Khera from IIT Delhi.&lt;br /&gt;&lt;br /&gt;So, will these officials responsible be punished according to the Act? More importantly, what about the damage of leaking such sensitive, apparently confidential data?&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Irreparable Damage&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;Several cyber security experts have been warning of the possibility of precisely such leaks and Opposition parties were vociferously pointing this out while the Centre was brazenly violating the Supreme Court’s orders and forcibly extending Aadhaar to almost everything – including it being linked to one’s Permanent Account Number (PAN), used for filing income tax.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“What has been broken through technology, can’t be fixed with the law,” says Sunil Abraham, Executive Director of Bangalore-based research organisation, the Centre for Internet and Society.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The data breach just made it easy for players in the black market for ID (identification) documents to be lapped up to create false ID cards, for instance.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;When demonetisation was being implemented, sources say that black money hoarders apparently bought fake IDs which were made from stolen Aadhaar details to get the old notes exchanged – one way for doing this was perhaps by opening new bank accounts or to, say, utilise unused Jan Dhan accounts to deposit the money. Now, one can only imagine what terrorists can do with these details.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;So far, perhaps, the only solace is that the biometric details of the beneficiaries weren’t leaked. But, in the backdrop of the lax attitude of the various government departments, even that too is just waiting to happen, fear experts.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Abraham warns that Aadhaar was always a risky proposition as it was based on biometrics, which “made it very insecure”. He terms it as a “mass surveillance technology” – that too a poorly-designed technology – which, in fact, “undermines security”. Once biometric data are compromised, it cannot be secured again. Instead of biometrics, he suggests the UIDAI shift to using smart cards.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The unfettered forcible linking of almost everything – from bank accounts to one’s PAN card – to Aadhaar only makes things worse. “The Centre is ‘seeding’ the various data bases with the Aadhaar number, which is a very bad move. And, involving various private and public agencies in this only makes the entire thing very precarious,” warns Abraham. He points out that, for instance, when the PAN cards are linked with the Aadhaar number, breach made possible.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Instead, he says, the government should adopt the ‘tokenisation approach’, instead of the ‘seeding approach’. What this means is that, say, if the PAN card is to be linked to Aadhaar, then UIDAI issues a token number and not the original 12-digit Aadhaar number. So, even if a breach happens, the hacker will not be able to get all the Aadhaar details, he says.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;However, the government does not seem to be taking the issue of privacy very seriously. What perhaps is not being understood is that this is not just a privacy issue, but making the masses vulnerable to frauds. Instead of treading cautiously in implementing Aadhaar, the government seems to be in a hurry to extend it to almost every possible silo in an individual’s life.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“Given the callous attitude of central and state governments, I hope that the Supreme Court will stop the government from a forced linking of Aadhaar, on the one hand, and bank accounts and PAN numbers on the other hand,” says Khera.&lt;/p&gt;

You don't know the English  word for it and Google does not seem to understand when you type the  Kannada word with English spelling. Well, now you can input your search  requests on Google in your own handwriting, and that too in Kannada.&lt;br /&gt; &lt;br /&gt; Google has come up with a third way to input your search requests after  typing and voice recognition. The latest input methods recognises your  handwriting and gives you a result. The new method allows you to input  in 82 different languages, one of which is Kannada.&lt;br /&gt; &lt;br /&gt; As you  write in Kannada, your handwritten words would be converted to text in  the search box. To start using the new feature, all you need to do is,  go to your Google settings on your phone or tablet and enable  handwriting. Then go to the setting and turn off 'use system language'.  You will get an option of 82 languages. Choose the language you want to  input your search item in. Once you have enabled the option on the lower  right of the Google screen on your phone, you will see a handwriting  option. Once you click on that, you can start writing what you want to  search anywhere on your screen. The Google Handwriting Input can  recognise 20 distinct scripts.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span id="advenueINTEXT"&gt;Wondering how effectively  it will recognise the alphabets and numbers that look similar? The  search giant has come up with a solution for that as well. If there is a  confusion, it will give you options of the all the similar-looking  alphabets and numbers on the bottom of the page. (eg 0 and o). A partial  overlap of words is also supported by Google.&lt;br /&gt; &lt;br /&gt; The Google  Research Team said, "Google Handwriting Input works with both printed  and cursive writing input with or without a stylus. Beyond text input,  it also provides a fun way to enter hundreds of emojis by drawing them  (simply press and hold the 'enter' button to switch modes). Google  Handwriting Input works with or without an Internet connection." The  feature can be used on any Android phone or tablet that works on 4.0.3.&lt;br /&gt; &lt;br /&gt; UB Pavanaja, programme manager in Indian languages, Centre of Internet  and Society, Bengaluru, said, "The new method of input is a very good  initiative specially introducing it in Indian languages. The input  method currently available to use for Indian languages are not very user  friendly. It involves long pressing of buttons etc handwriting  recognition will make it easier especially for people on the move."&lt;br /&gt; &lt;br /&gt; Pavanaja has tried out the new input system and found it good. He said,  "However, there are a few lags. For example, Ne is not recognised and a  few more alphabets as well. However, with any new technology a small  number of bugs are expected. This should be improved when more and more  people start using it and giving feedbacks."&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

The input method is very useful as before one  use to use Phonetic keyboard but here anyone and everyone can write in  Kannada and take advantage of the new tool."&lt;br /&gt; &lt;br /&gt; Google Handwriting  Input even predicts your next word in Kannada. Beluru Sudarshan, a  blogger from the city, felt that the whole input system is fantastic.  When he tried the app, he noticed that the input system also predicts in  Kannada, which is very useful. Belluru, said, "Even on a really small  screen on my smartphone, it recognised all the Kannada alphabets very  well. The input will surely much better on a tab or pen tablet. The  errors in handwriting input are also human errors that occur due to  human gestures which cannot be avoided. Overall, it works very well."&lt;/div&gt;

&lt;p style="text-align: justify; "&gt;You toggle so effortlessly that you probably don’t notice it, except when the option is no longer available — when arguing with a non-English-speaking cabbie while on vacation, for instance, or trying to write a heartfelt message to a faraway friend on Facebook.&lt;br /&gt;&lt;br /&gt;And that’s the key reason for the host of regional Indian-language social media platforms that have been popping up over the past four years—Shabdanagari and Mooshak in Hindi, in 2015; ejibON for Bengali, in 2014; Prasangik for Assamese, in 2013; Muganool in Tamil, in 2012; with an early start made by Vismayanagari (Kannada; 2008).&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“I set up Muganool.com out of love for the language and culture, and  of course because it is so much easier to express oneself in one’s  mother tongue,” says Sathish Kumar, 31, a software solutions company  owner. “On Muganool, the feed is much better, you get relevant news and  people’s views making them a delight to read. On Facebook, there’s just  too much of timepass.”&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Most of these platforms are modelled on Facebook. You can post  updates, links and videos on a newsfeed, share and repost links, form  groups and live chat.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Some are even named after their inspiration — Muganool, for instance, comes from the Tamil Mugam for Face and Nool for Book.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Many go a step further. Shabdanagari has discussion forums,  Prasanagik has a crowd-sourced encyclopedia section and ejibON has a  crowd-funding tab.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;For users, the differentiator has been this sense of community.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“It’s too much of a crowd on Facebook,” says Umashankara BS , 39, a  Bengaluru-based marketing professional and Vismayanagari user. “Here, I  feel like I know who I’m talking to, and they know me. We share opinions  about politics and literature, and once a month 15 of us meet at a  Bengaluru café. That’s not something I would dream of doing via  Facebook.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Property consultant Siddharth Bora, 35, who left Assam for Delhi a decade ago, describes Prasangik as his home away from home.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;“It takes me back more than an STD call can,” he says. “Prasangik  feels intimate, almost private. While on Facebook it is considered rude  to post content in the vernacular or go on about elements of your  culture, here that is exactly what a lot of us do. From other homesick  migrants to my mother in Assam, a 67-year-old retired lecturer.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;It seems strange to hear the word ‘intimacy’ when talking about  interaction on social media, but it’s a concept that keeps coming up  among users of the regional-language sites.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“Users take pains to give feedback and comment on post, unlike  Facebook, where most content is lost in the crowd and clamour,” says  Pankaj Trivedi, 53, a college staffer from Gujarat and a Shabdanagari  user. “Also, since it is a language the users are confident in,  conversations tend to sound more courteous. People are polite to one  another. I know that there is a certain kind of audience that enjoys  reading my posts and that makes me more comfortable posting on  Shabdanagari.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;On ejibON (meaning ‘e-life’), a community has been formed across  borders, with 10,000 users in India and Bangladesh bonding over their  love of the language — and the idea of an undivided Bengal.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“Language can be such a great unifier,” says Bangladesh-based Maruf  Sunny, 28, web developer and founder of ejibON. “The aim of this website  is to build a sense of community across borders and religions to  celebrate the Bengali community online.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Thinking vs Feeling&lt;/b&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;These days, we think in one language and feel in another, says, Sunil  Abraham, executive director of The Centre for Internet and Society.  “Whether it is music, literature or even relationships — it feels truer  and more ‘authentic’ in our mother tongue. So, despite a lot of English  content and services online, we still yearn for our own languages in the  online world. This is precisely why Wikipedia in regional languages has  become so popular.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;For greater representation of Indian languages online, Gaur’s website  actively encourages people to embrace and personalise their Hindi as  they do their English.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“I want users to coin and combine words, use hashtags,” he says.  “Eventually, I want more Indians to voice their opinions online so that  the English-speaking elite are not counted as the voice of the nation.  Today, whatever trends on Twitter is taken as the opinion of the  majority. That’s just inaccurate.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;With thrice as many people offline in India as online, and most of  them non-English-speakers, the potential of such websites is immense,  Abraham points out. The stumbling block, of course, will be the  resources — internet access and electricity.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Meanwhile, the money is already flowing in. Last month,  Shabdanagari.com raised $200,000 (about Rs 1.35 crore) from Indian  investors.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The way forward lies in governmental support, says Abraham.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“Indic language technologies are not sufficiently developed because  of insufficient investment by the government,” he adds. “Existing work  needs to be promoted and technology infrastructure developed to protect  and promote India’s linguistic heritage.”&lt;/p&gt;

The first one (under a grant from Privacy International and IDRC) is on surveillance and freedom of expression (SAFEGUARDS). The second one (under a grant from MacArthur Foundation) is on restrictions that the Indian government has placed on freedom of expression online.&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;Over the course of the previous year, government services and functions became more dependent on information technologies, concerns over cybersecurity and the vulnerability of electronic infrastructure grew, and new developments and challenges arose in the fields of Internet governance and free speech and expression.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;In the wake of this major year of developments, the work that CIS does is even more important. We look forward to engaging with these and other emerging issues, in 2017 and beyond.&lt;/p&gt;

&lt;li style="text-align: justify;"&gt;Geethanjali Jujjavarapu and Udbhav Tiwari undertook a high-level literature review&amp;nbsp; of the most commonly used technological tools and processes in the big data life cycle. &lt;a class="external-link" href="http://cis-india.org/internet-governance/blog/technology-behind-big-data"&gt;In the research paper&lt;/a&gt; the authors have argued that big data life cycle is a conceptual construct that can be used to study the various stages that typically occur in collecting, storing and analysing big data, along with the principles that can govern these processes. &lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Nirmita Narasimhan in a &lt;a class="external-link" href="http://cis-india.org/accessibility/blog/your-story-nirmita-narasimhan-november-24-2016-quest-for-education-persons-with-disabilities-severely-challenged"&gt;blog post published by Your Story&lt;/a&gt; has thrown light on the various challenges which persons with disabilities have to overcome. She has stressed that promoting use of technology and open source software and imparting training at an early age will go a long way in making students with disabilities self-sufficient and independent.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;Government of India's work is not available under free and open licenses as is the case in various other nations. Tito Dutta &lt;a class="external-link" href="http://cis-india.org/a2k/blogs/free-knowledge-and-indian-government-work"&gt;has called upon the Indian government to make its work freely licensed, wherever possible and applicable&lt;/a&gt;.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;The 33rd WIPO-SCCR was held in Geneva from November 14 - 18, 2016. Anubha Sinha attended the meeting. CIS made its statements on the &lt;a class="external-link" href="http://cis-india.org/a2k/33rd-sccr-cis-statement-on-the-grulac-proposal-for-analysis-of-copyright-in-the-digital-environment"&gt;GRULAC Proposal for Analysis of Copyright in the Digital Environment&lt;/a&gt; and the &lt;a class="external-link" href="http://cis-india.org/a2k/33rd-sccr-cis-statement-on-the-proposed-treaty-for-the-protection-of-broadcasting-organizations"&gt;Proposed Treaty for the Protection of Broadcasting Organizations&lt;/a&gt;.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;What if our phones were to go silent? Would you be able to deal with the silence? Nishant Shah has &lt;a class="external-link" href="http://cis-india.org/raw/indian-express-nishant-shah-november-20-2016-digital-native-the-voices-in-our-heads"&gt;explored this in an article&lt;/a&gt; published in the Indian Express.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;In a consolidated compilation titled Privacy after Big Data we have put together a series of articles that we have developed as we explore the impacts – positive and negative – of big data. This is a growing body of research that we are exploring and is relevant to multiple areas of our work including privacy and surveillance. CIS has &lt;a class="external-link" href="http://cis-india.org/internet-governance/blog/privacy-after-big-data-compilation-of-early-research"&gt;called for comments&lt;/a&gt; for this compilation.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;The &lt;a class="external-link" href="http://cis-india.org/raw/irc17-selection"&gt;second Internet Researchers' Conference&lt;/a&gt; (IRC17) is scheduled to take place in Bengaluru between March 3 - 5, 2017. From the 23 submitted session proposals CIS will select 10 to be part of the final Conference agenda. The selection will be done through votes casted by the teams that have proposed the sessions. This will take place in December 2016. &lt;/li&gt;&lt;/ul&gt;
