    <title>Internet Analysts Question India’s Efforts to Stem Panic</title>

&lt;p style="text-align: justify; "&gt;Officials in New Delhi, who have had disagreements with the companies over restrictions on free speech, say the sites are not responding quickly enough to their requests to delete and trace the origins of doctored photos and incendiary posts aimed at people from northeastern India. After receiving threats online and on their phones, tens of thousands of students and migrants from the northeast have left cities like Bangalore, Pune and Chennai in the last week.&lt;br /&gt;&lt;br /&gt;The government has blocked 245 Web pages since Friday, but still many sites are said to contain fabricated images of violence against Muslims in the northeast and in neighboring Myanmar meant to incite Muslims in cities like Bangalore and Mumbai to attack people from the northeast. India also restricted cellphone users to five text messages a day each for 15 days in an effort to limit the spread of rumors.&lt;br /&gt;&lt;br /&gt;Officials from Google and industry associations said they were cooperating fully with the authorities. Some industry executives and analysts added that some requests had not been heeded because they were overly broad or violated internal policies and the rights of users.&lt;br /&gt;&lt;br /&gt;The government, used to exerting significant control over media like newspapers, films and television, has in recent months been frustrated in its effort to extend similar and greater regulations to Web sites, most of which are based in the United States. Late last year, an Indian minister tried to get social media sites to prescreen content created by their users before it was posted. The companies refused and the attempt failed under withering public criticism.&lt;br /&gt;&lt;br /&gt;While just 100 million of India’s 1.2 billion people use the Internet regularly, the numbers are growing fast among people younger than 25, who make up about half the country’s population. For instance, there were an estimated 46 million active Indian users on Facebook at the end of 2011, up 132 percent from a year earlier.&lt;br /&gt;&lt;br /&gt;Sunil Abraham, an analyst who has closely followed India’s battles with Internet companies, said last week’s effort to tackle hate speech was justified but poorly managed. He said the first directive from the government was impractically broad, asking all Internet “intermediaries” — a category that includes small cybercafes, Internet service providers and companies like Google and Facebook — to disable all content that was “inflammatory, hateful and inciting violence.”&lt;br /&gt;&lt;br /&gt;“The Internet intermediaries are responding slowly because now they have to trawl through their networks and identify hate speech,” said Mr. Abraham, executive director of the Center for Internet and Society, a research and advocacy group based in Bangalore. “The government acted appropriately, but without sufficient sophistication.”&lt;br /&gt;&lt;br /&gt;In the days since the first advisory went out on Aug. 17, government officials have asked companies to delete dozens of specific Web pages. Most of them have been blocked, but officials have not publicly identified them or specified the sites on which they were hosted. Ministers have blamed groups in Pakistan, a neighbor with which India has tense relations, for creating and uploading many of the hateful pages and doctored images.&lt;br /&gt;&lt;br /&gt;A minister in the Indian government, Milind Deora, acknowledged that officials had received assistance from social media sites but said officials were hoping that the companies would move faster.&lt;br /&gt;&lt;br /&gt;“There is a sense of importance and urgency, and that’s why the government has taken these out-of-the-way decisions with regards to even curtailing communications,” Mr. Deora, a junior minister of communications and information technology, said in a telephone interview. “And we are hoping for cooperation from the platforms and companies to help us as quickly as possible.”&lt;br /&gt;&lt;br /&gt;Indian officials have long been concerned about the power of modern communications to exacerbate strife and tension among the nation’s many ethnic and religious groups. While communal violence has broadly declined in the last decade, in part because of faster economic growth, many grievances simmer under the surface. Most recently, fighting between the Bodo tribe and Muslims in the northeastern state of Assam has displaced about half a million people and, through text messages and online posts, affected thousands more across India.&lt;br /&gt;&lt;br /&gt;Officials at social media companies, speaking on the condition of anonymity to avoid offending political leaders, said that they were moving as fast as they could but that policy makers must realize that the company officials have to follow their own internal procedures before deleting content and revealing information like the Internet protocol addresses of users.&lt;br /&gt;&lt;br /&gt;“Content intended to incite violence, such as hate speech, is prohibited on Google products where we host content, including YouTube, Google Plus and Blogger,” Google said in a statement. “We act quickly to remove such material flagged by our users. We also comply with valid legal requests from authorities wherever possible.”&lt;br /&gt;&lt;br /&gt;Facebook said in a statement that it also restricts hate speech and “direct calls for violence” and added that it was “working through” requests to remove content. Twitter declined to comment on the Indian government’s request.&lt;br /&gt;&lt;br /&gt;Telecommunications company executives criticized the government’s response to the crisis as being excessive and clumsy. There was no need to limit text messages to just five a day across the country when problems were concentrated in a handful of big cities, said Rajan Mathews, director general of the Cellular Operators Association of India.&lt;br /&gt;&lt;br /&gt;“It could have been handled much more tactically,” he said.&lt;br /&gt;&lt;br /&gt;Others said the government could have been more effective had it quickly countered hateful and threatening speech by sending out its own messages, which it was slow to do when migrants from the northeast began leaving Bangalore on Aug. 15.&lt;br /&gt;&lt;br /&gt;“It has to also reach out on social networking and Internet platforms and dismantle these rumors,” Mr. Abraham said, “and demonstrate that they are false.”&lt;/p&gt;

&lt;p&gt;&lt;i&gt;The TRIPS Agreement placed on the developing countries onerous commitments with respect to protection of IPRs leading to a complete overhaul of their legislations. In the process more than half of the LDCs implemented their obligations under TRIPS even before the timelines set for them for compliance. Many developing countries have moved beyond TRIPS in their legal regimes. At the same time, further tightening of the regime as part of the FTA commitments is also a concern. &lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;The session discusses the manner in which countries met their commitments under TRIPS and the pulls and pressure that led to the TRIPS plus positions adopted by many. The plethora of FTAs and BITs has set additional commitments. The lessons learnt from recent arbitration proceeding and the positions adopted by countries such as South Africa, Indonesia, Thailand and India need to be examined. In the context of increasing pressure to harmonize enforcement standards, the reasonableness of this given the differing domestic priorities and developmental goals also needs to be studied. &lt;/i&gt;&lt;/p&gt;

The TRIPS Agreement was therefore a watershed for these sectors. However the flexibilities and subsequently the Doha declaration on TRIPS and Public Health have allowed countries to model the laws taking into account their developmental and societal objectives. &lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;Questions for discussion:&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;Pharmaceuticals and the biotech sectors were possibly the most impacted by the TRIPS Agreement.     <title>International View of the State-of-the-Art of Cryptography and Security and its Use in Practice (IV)</title>

        &lt;b&gt;Building on the workshop in Dagstuhl in June-July 2011 (International View of the State-of-the-Art of Cryptography and Security and its Use in Practice), Beijing  (International View of the State-of-the-Art of Cryptography and Security and its Use in Practice  II), and Athens (International View of the State-of-the-Art of Cryptography and Security and its Use in Practice  III) that set the stage for discussions on cryptography among a group of key researchers from Europe, Asia, and North America, the  one day workshop in Bangalore, following AsiaCrypt 2013  will again bring together internationally recognized scientists to discuss direction and development in  theoretical and applied cryptography and surrounding societal issues. &lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;There will be four focus areas:&lt;/p&gt;
&lt;ul style="list-style-type: disc; text-align: justify; "&gt;
&lt;li&gt;Real-life cryptography&lt;/li&gt;
&lt;li&gt;Standardization&lt;/li&gt;
&lt;li&gt;Regulatory requirements&lt;/li&gt;
&lt;li&gt;Innovative use cases for cryptography&lt;/li&gt;
&lt;/ul&gt;
&lt;p style="text-align: justify; "&gt;Each focus area will be anchored in an invited talk               and/or panel, but the emphasis will be on discussion. The               participants will address broad research directions in               encryption and secure computation and their applications               in cloud computing, smart grid, mobile and embedded               computing, hardware, software, and network security. They               will also examine non-technical issues surrounding               deployment and adoption of new security technologies using               encryption, such as privacy or economic consideration.               Approaches and projects in different countries will be               discussed, in order to increase awareness of the R&amp;amp;D               activities internationally and continue to for a strong               community of research and practice and in order to               generate new ideas in this field.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Although the workshop will cover a broad spectrum of               issues from the list presented below with a specific focus               that will be announced shortly. The topics of               interest include (but are not limited to) the following               subjects:&lt;/p&gt;

    <title>International treaty to make books accessible to the blind </title>

&lt;p style="text-align: justify; "&gt;In a move that is likely to take more books closer to some 285 million people in the world, the Extraordinary General Assembly of the World Intellectual Property Organisation (WIPO) has referred the Treaty for Visually Impaired Persons to a diplomatic conference in June of 2013.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The treaty would allow specialist organisations to make accessible copies of books in all signatory countries; make it legal to send accessible books across national borders and make more books available for the blind.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;There are an estimated 285 million blind and partially-sighted people in the world, of which the largest percentage lives in India. Like everyone else, blind people need books for education, pleasure and inclusion in society, but unlike others, these books are not accessible to them.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Books have to be converted into ‘accessible formats’ — audio, Braille, or large print — for the visually impaired. However, the fact is that about only 1 to 7 per cent of all books published are available in these formats.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“In many countries, the copyright laws prevent making accessible copies of the books, or importing them from nations where it is available,” said Rahul Cherian Jacob, who heads the Inclusive Planet Centre for Disability Law and Policy. He helped in drafting the Treaty and is the legal adviser to the World Blind Union on the Treaty.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Some developed nations have huge budgets that would allow them to make books in accessible formats. For instance, the U.S. had about $400 million a year to spend on making such books, while countries like India have very little funds available for the purpose, he said. Even if these books were available in the U.S., they were not accessible in India, because of import restrictions.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Sam Taraporevala, Director of the Xavier’s Resource Centre for the Visually Challenged and vice president and chairman policy formulation, Daisy Forum of India, said this could not have come at a better time for India. It was in last June that the amendment to the Copyright Act was passed, making a special exception to make accessible books.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;G.R. Raghavender, Registrar, Copyrights, told &lt;i&gt;The Hindu&lt;/i&gt;, “While the WIPO treaty looks at the blind and print-disabled, in June, Parliament introduced wider exceptions for physically disabled. Authorised entities will be allowed to produce accessible versions of books on a not-for-profit-basis without seeking for special permissions.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;However, even with this, owing to import restrictions, books already available in accessible formats in other countries could not be brought into India. They would have to be reprinted, Mr. Jacob noted.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"This is the real benefit of the treaty if it kicks in," Dr. Taraporevala said. Books could be sent across nations without restrictions, and this would mean a significant increase in the number of books available.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"However, what we do need to move towards a scenario where publishers will attempt to move towards equal opportunity publishing. The ideal scenario will be to make available every book that is published in accessible formats. Hopefully if all goes well, there will be something on the ground by the end of next year," he said.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Cabinet should give the nod for India signing and ratifying the international treaty for it to come into force. However, given the overwhelming positive reception to the recent amendment to the Copyright Act, getting approval would not be an issue, rights activists said.&lt;/p&gt;

        &lt;b&gt;The International Space Apps Challenge is an international codeathon-style event that will take place over a 48 hour period in cities on all seven continents – and in space – on the weekend of  April 21-22, 2012. The event embraces collaborative problem solving with a goal of producing solutions to global challenges. The Centre for Internet &amp; Society is organising the event in Bangalore.&lt;/b&gt;
        
&lt;h3&gt;Background&lt;/h3&gt;
&lt;p&gt;On September 20, 2011, President Obama, together with other heads of state, endorsed the principles of the Open Government Partnership – a new multilateral initiative to promote transparency, participation and collaboration between governments and citizens. Since then, 52 countries have joined the global partnership.&lt;/p&gt;
&lt;p&gt;NASA is working with organizations around the world on the International Space Apps Challenge as part of the United States’ domestic commitment to the &lt;a class="external-link" href="http://www.opengovpartnership.org"&gt;Open Government Partnership&lt;/a&gt;.&amp;nbsp;&lt;/p&gt;
&lt;h3&gt;How it Works?&lt;/h3&gt;
&lt;p&gt;Participants such as concerned citizens, discipline experts, engineers, scientists, and software code developers attend events hosted in cities around the world. At these events, individuals collaborate with others by forming teams focused on solving a particular challenge. The teams compete with other teams around the world to utilize publicly available data to design innovative “solutions” to a pre-determined series of global “challenges.” The challenges are collected prior to the event from supporting organizations.&lt;/p&gt;
&lt;h3&gt;Challenges &lt;br /&gt;&lt;/h3&gt;
&lt;p&gt;Challenges are grouped into four broad categories:&lt;/p&gt;
&lt;ol&gt;&lt;li&gt;Software Development&lt;/li&gt;&lt;li&gt;Open Hardware&lt;/li&gt;&lt;li&gt;Citizen Science Platforms!&amp;nbsp;&lt;/li&gt;&lt;li&gt;Data Visualization!&lt;/li&gt;&lt;/ol&gt;
&lt;p&gt;It’s &lt;em&gt;not&lt;/em&gt; just about smart phone applications! The International Space Apps.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Challenge will provide solutions that:&lt;/p&gt;
&lt;ol&gt;&lt;li&gt;Address strategic exploration needs!&amp;nbsp;&lt;/li&gt;&lt;li&gt;Address strategic social needs (life on Earth) &lt;br /&gt;&lt;/li&gt;&lt;/ol&gt;
&lt;p&gt;To date, 50+ challenges have been submitted. These challenges are being vetted with development communities such as the Yahoo! Developer Network to refine them prior to the event.&lt;/p&gt;
&lt;h3&gt;Benefits&lt;/h3&gt;
&lt;p&gt;Some benefits of the International Space Apps Challenge include:&amp;nbsp;&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;Visible demonstration of a government’s interest in using publicly available data, in partnership with others, to address global needs.&lt;/li&gt;&lt;li&gt;Opportunity for citizens in countries with little or no investment in space exploration to contribute to space exploration through open source, open data, and code development.&lt;/li&gt;&lt;li&gt;Promotion of Science, Technology, Engineering and Mathematics (STEM) education by encouraging students from around the world to utilize publicly available data for solutions to global challenges.&lt;/li&gt;&lt;li&gt;Encouragement of international partnership and mutual understanding.&lt;/li&gt;&lt;li&gt;Demonstration of commitment to the principles of the Open Government Partnership.&lt;br /&gt;&lt;/li&gt;&lt;/ul&gt;

Additionally, the Challenge is an opportunity to: &lt;br /&gt;

&lt;/li&gt;&lt;li&gt;&lt;strong&gt;What challenges will be addressed at the event?&lt;/strong&gt;&lt;br /&gt;Challenges are in development from a wide variety of sources inside and outside of NASA. An initial set has been posted on the site and the community is invited to help develop them collaboratively there. New challenges will continue to be added on a weekly basis in anticipation of the event. There will be additional events throughout the world and participation by astronauts on the International Space Station.&lt;br /&gt;&lt;/li&gt;&lt;li&gt;&lt;strong&gt;What is a codeathon?&lt;/strong&gt;&lt;br /&gt;A codeathon is a unique event that brings together citizens interested in collaborating on the development solutions that address critical challenges. A codeathon celebrates software development in its most positive context—using minimal resources and maximum brainpower to create outside- the-box solutions in response to interesting problems. Codathons are technology development marathons, drawing on the talents and initiative of the best and the brightest software developers, engineers, designers and technologists from around the world, who volunteer their time to respond to real- world problems with solutions than can have immediate impact. The International Space Apps Challenge is a “codeathon-style” event.&lt;br /&gt;&lt;/li&gt;&lt;li&gt;&lt;strong&gt;Is the event limited to just software development?&lt;/strong&gt;&lt;br /&gt;No! Participants in the event will collaborate to build software, open hardware, data visualization, and citizen science platform solutions that contribute to space exploration and solve global challenges that focus on improving life on earth.&lt;br /&gt;&lt;/li&gt;&lt;li&gt;&lt;strong&gt;What happens at the event?&lt;/strong&gt;&lt;br /&gt;At the events, individuals collaborate with others by forming teams focused on solving a particular challenge. The teams compete with other teams around the world to utilize publicly available space and data to design innovative “solutions” to a pre- determined series of global “challenges.”&lt;br /&gt;&lt;/li&gt;&lt;li&gt;&lt;strong&gt;What about licensing and IP rights?&lt;/strong&gt;&lt;br /&gt;All solutions built at the event must be submitted under a license that permits the free and open dissemination of the work. NASA and the other supporting organizations do not own the rights to nor are committed to utilize any solution developed during the event.&lt;br /&gt;&lt;/li&gt;&lt;li&gt;&lt;strong&gt;Who organizes the events in each city?&lt;/strong&gt;&lt;br /&gt;Each event is led as a collaboration between organizations who work together to host an event, mobilize the developer community and contribute to the overall success of the International Space Apps Challenge.&lt;br /&gt;&lt;/li&gt;&lt;li&gt;How can organizations get involved?&lt;br /&gt;There is still an opportunity to participate in the International Space Apps Challenge and contribute to an event in your country.
