&lt;p style="text-align: justify; "&gt;Even as government services allow disability and sports quota, guess  what is keeping this man from being employed? The Queen’s language.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Born and brought up in Bengaluru, Aslam was conceived at home to a home  maker mother and a fish stall owner father. Hindi is the only language  he can speak and read. Despite being born without functional legs, his  love for sports was not hindered. He started participating in wheelchair  racing competitions and became fond of shot put.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Tracing and reminiscing his past glories, he tells City Express the beginning and abrupt end of his golden career.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;While  in his teens, he says, he went to Hubli to participate in a wheelchair  racing and shot put competition. After his win there, he was taken to  Delhi and introduced to the Special Olympics Committee. He made it to  the Special Olympics in Dublin in 2003 and secured two gold medals as a  part of the eight-member team.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;On his return to the country, he was welcomed with great warmth and was  felicitated. He says he even met APJ Abdul Kalam, the then President of  India, and received `2 lakh as a reward. He gave the entire sum to his  parents. They live in a slum near Soda Factory. His popularity was short  lived. Sooner than he realized, people forgot him. He wondered what  more could he do with his life. The calls from the committee stopped, he  was clueless on what to do next.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In his late 20s, he started applying for various jobs but was rejected for having ‘no communication skill’.“I  have been looking for a job from over three years now. I even did a  one-year course on data entry at Intel, but everything is useless as I  don’t know English,” says Aslam.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;‘’Do you mention that you are a gold medalist?” asked City Express.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“Yes I do but I always get the same reply… “You don’t know English, so what is the use?” Aslam replies.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Aslam did not complete his education since he was always keen on sports, says Neel Lama, Aslam’s school’s friend.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“Following Olympics training, most athletes drop out of educational  institutions,” says Nirmita Narasimhan, Policy Director of Centre for  Internet and Society, who heads the accessibilty and inclusion  programme.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Aslam used to go for his night watchman duty in hiding, after his parents fell asleep.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“They tell me it is okay, but I know the difficulties they face,” says  Aslam. G N Nagaraj, founder of Karnataka State Disabled and Care Giver’s  Federation questions that when cricketers and other Olympians are  showered with sponsors, why is the Paralympian who is “five times more  deserving”, not offered a job?&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;On Saturday, Aslam Pasha, had gone to an institution to enroll himself in an English language speaking course.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;He was told that he needs to pay `24,000 for the course that also  includes the auto fare of the tutor. “How can I pay so much to learn  English and then look for a job?” questions Aslam. “But still I  desperately want to learn the language,” adds the 30 something Aslam.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“A wheel chair accessy (person who uses wheel chair) is considered 75  per cent disabled and those who are more than 75 per cent disabled can  avail for a government pension of `1,200 per month,” says Nagaraj who is  working towards the passage of the Rights of Persons with Disability  bill.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“The procedure is tiring. A disabled person is expected to travel some  40-50 km and the office stays open from 10am to 12 noon only, so many  don’t claim it,” Nirmita adds, who is also visually challenged herself.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“I had approached other institutions, but for reasons unknown they don’t  approve of my enrollment, probably because of looks. I had to lie to  the English instituition that I would be going to England, and only they  they agreed,” Aslam says.&lt;/p&gt;

    <title>Enforcement of Anti-piracy Laws by the Indian Entertainment Industry</title>

        &lt;b&gt;This brief note by Siddharth Chadha seeks to map out the key actors in enforcement of copyright laws.  These bodies not only investigate cases of infringement and piracy relating to the entertainment industry, but tie up with the police and IP law firms to pursue actions against the offenders through raids (many of them illegal) and court cases.  Siddharth notes that the discourse on informal networks and circuits of distribution of cultural goods remains hijacked with efforts to contain piracy as the only rhetoric which safeguards the business interests of big, mostly multinational, media corporations.&lt;/b&gt;
        
&lt;h3&gt;International Intellectual Property Alliance&lt;br /&gt;&lt;/h3&gt;
&lt;p&gt;The &lt;a class="external-link" href="http://www.iipa.com/"&gt;International Intellectual Property Alliance&lt;/a&gt; (IIPA) is an international lobby group of US media industries with close ties to the &lt;a class="external-link" href="http://www.ustr.gov/"&gt;United States Trade Representative&lt;/a&gt;. It has in its reports consistently expressed dissatisfaction with Indian efforts to deal with piracy.&amp;nbsp; IIPA works in close cooperation the other US lobby groups like the MPAA (Motion Picture Association of America) and the BSA (Business Software Alliance). The IIPA reports, which place India in a 'danger zone', significantly influence regional and international discourses on piracy.&amp;nbsp; Interestingly, the IIPA in India has been very successful in regionalizing and nationalizing a global discourse. Thus, in the past few years, local industry associations in India in cinema, music and software have independently run highly emotional campaigns against piracy, reminiscent of IIPA's own campaigns.&amp;nbsp;&lt;/p&gt;
&lt;h3&gt;Motion Pictures Association&lt;/h3&gt;
&lt;p&gt;The &lt;a class="external-link" href="http://www.mpaa.org/AboutUs.asp"&gt;Motion Picture Association of America&lt;/a&gt; (MPAA) through its international counterpart, Motion Pictures Association (MPA), has been unofficially operational in India for the last 15 years. Its member companies are &lt;a class="external-link" href="http://corporate.disney.go.com/"&gt;Walt Disney&lt;/a&gt;, &lt;a class="external-link" href="http://www.paramount.com/"&gt;Paramount&lt;/a&gt;, &lt;a class="external-link" href="http://www.sonypictures.in/"&gt;Sony Entertainment&lt;/a&gt;, &lt;a class="external-link" href="http://www.foxmovies.com/"&gt;Twentieth Century Fox&lt;/a&gt;, &lt;a class="external-link" href="http://www.patents.com/Universal-City-Studios-LLLP/Universal-City/CA/90328/company/"&gt;Universal Studios&lt;/a&gt;, and &lt;a class="external-link" href="http://www.warnerbros.com/"&gt;Warner Bros.&lt;/a&gt; The MPA's work in India was mostly non-obtrusive till 1994 when MPA Asia-Pacific, based in Singapore, started being represented by the high profile legal firm Lall &amp;amp; Sethi Advocates.&lt;/p&gt;
&lt;p&gt;They have collectively worked on forming enforcement teams for coordinated raids in Mumbai and Delhi since 1995. Earlier this year, MPA announced its first India office to be set up in Mumbai, called the &lt;a class="external-link" href="http://www.mpda.in/hollywoodinvestment.html"&gt;Motion Picture Distributor's Association India (Pvt.) Limited&lt;/a&gt; (MPDA), under the directorship of Rajiv Dalal.&amp;nbsp; Mr. Dalal had previously directed strategic initiatives from the MPAA's Los Angeles office.&amp;nbsp; The MPDA will engage itself in working jointly with local Indian film industries and the Indian government to promote the protection of motion pictures and television rights.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;According to the organization's own assertion, in 2006 the &lt;a class="external-link" href="http://www.filmpiracy.com/"&gt;MPA's Asia-Pacific operation&lt;/a&gt; investigated more than 30,000 cases of piracy and assisted law enforcement officials in conducting nearly 12,400 raids. These activities resulted in the seizure of more than 35 million illegal optical discs, 50 factory optical disc production lines and 4,482 optical disc burners, as well as the initiation of more than 11,000 legal actions.&lt;/p&gt;
&lt;h3&gt;Indian Music Industry&lt;/h3&gt;
&lt;p&gt;The world's second-oldest music companies' association, &lt;a class="external-link" href="http://www.indianmi.org/index.htm"&gt;Indian Music Industry&lt;/a&gt; (IMI), was first established as Indian Phonographic Industry in 1936. It was re-formed in its present avatar in 1994, as a non-commercial and non-profit organization affiliated to the &lt;a class="external-link" href="http://www.ifpi.org/"&gt;International Federation of Phonographic Industry&lt;/a&gt; (IFPI) and is registered as a society in West Bengal. IMI members includes major record companies like &lt;a class="external-link" href="http://www.saregama.com/"&gt;Saregama&lt;/a&gt;, HMV, &lt;a class="external-link" href="http://www.umusicindia.com/"&gt;Universal Music (India)&lt;/a&gt;, &lt;a class="external-link" href="http://www.tips.in/landing/"&gt;Tips&lt;/a&gt;, &lt;a class="external-link" href="http://www.venusgroup.org/newaudio/about_us.html"&gt;Venus&lt;/a&gt;, &lt;a class="external-link" href="http://www.sonybmg.co.in/"&gt;Sony BMG (India)&lt;/a&gt;, Crescendo, Virgin Records, &lt;a class="external-link" href="http://www.music-from-india.com/"&gt;Magnasound&lt;/a&gt;, Milestone, &lt;a class="external-link" href="http://www.timesmusic.com/"&gt;Times Music&lt;/a&gt; and several other prominent national and regional labels that represent over 75 per cent of the output in corporate recordings.&lt;/p&gt;
&lt;p&gt;It was  one of the first organizations in the country to start the trend of hiring ex-police officers to lead anti-piracy operations. In 1996, IMI hired Julio Ribeiro (a former Commissioner of Police, Mumbai; Director General of Police, Punjab; and Indian Ambassador to Romania) to head its anti-piracy operations. Their anti-piracy work is split into three specific regions, North and North Eastern, Western and Southern and East, each zone headed by a former senior police officer. IMI operates through offices in Kolkata, Mumbai, New Delhi, Chennai, Bangalore and several other cities and towns across India, focusing on surveillance, law enforcement, and gathering intelligence through an 80 member team hired to tackle piracy. During 2001 to 2004, IMI registered over 5500 cases, seized over 10 lakh music cassettes, and around 25 lakh CDs.&lt;/p&gt;
&lt;h3&gt;Business Software Alliance&lt;/h3&gt;
&lt;p&gt;Headquartered in Washington DC, &lt;a class="external-link" href="http://www.bsa.org/country.aspx?sc_lang=hi-IN"&gt;the Business Software Alliance has a regional office in Delhi&lt;/a&gt;, and has been instrumental in conducting anti-piracy operations across the country. According to the &lt;a class="external-link" href="http://www.bsa.org/country.aspx?sc_lang=hi-IN"&gt;BSA&lt;/a&gt;, India ranks 20 in global software piracy rankings, with a rate of 73 per cent while the Asia Pacific average is 53 per cent. China ranks second with a rate of 92 per cent and annual losses of $3,823 million while Pakistan ranks nine with 83 per cent piracy rate. They have engaged the general public in providing them with information on pirated software through an anti-piracy initiative – The Rewards Programme. Launched in 2005, reward amount up to Rs.50, 000, would be provided for information leading to successful legal action against companies using unlicensed software. The reward program was aimed to encourage people to &lt;a class="external-link" href="http://www.siliconindia.com/shownews/BSA_Nasscom_launch_initiative_to_curb_software_piracy-nid-27871.html"&gt;support the fight against piracy and to report software piracy to the NASSCOM-BSA Anti-Piracy Software Hotline&lt;/a&gt;.&lt;/p&gt;
&lt;p&gt;In 2006, &lt;a class="external-link" href="http://www.bsa.org/country.aspx?sc_lang=hi-IN"&gt;BSA&lt;/a&gt; and &lt;a class="external-link" href="http://www.nasscom.org/"&gt;NASSCOM&lt;/a&gt; got a shot in their arms by &lt;a class="external-link" href="http://www.indianmba.com/Faculty_Column/FC39/fc39.html"&gt;winning the largest settlement amount for a copyright case in India&lt;/a&gt;, with &lt;a class="external-link" href="http://www.netlinxindia.com/"&gt;Netlinx India Pvt. Ltd&lt;/a&gt;. The case had emerged after a civil raid was conducted at the premises of &lt;a class="external-link" href="http://www.netlinxindia.com/"&gt;Netlinx&lt;/a&gt; in December 2000, leading to inspection and impounding of 40 PCs, carrying illegal unlicensed software. The settlement includes damages of US$ 30,000, complete legalization of software used by them, removal of all unlicensed/pirated software and submission to an unannounced audit of computer systems during next 12 months.&lt;/p&gt;
&lt;h3&gt;Industry Enforcers&lt;/h3&gt;
&lt;p&gt;Bollywood Film and Music companies, such as &lt;a class="external-link" href="http://www.tseries.com/"&gt;T-Series&lt;/a&gt; and &lt;a class="external-link" href="http://www.yashrajfilms.com/"&gt;Yashraj Films&lt;/a&gt;, have established anti-piracy arms to combat piracy in specific markets. &lt;a class="external-link" href="http://www.tseries.com/"&gt;T-Series&lt;/a&gt; has been in the industry for over 15 years, as a brand of Gulshan Kumar founded Super Cassettes Industries Limited, and has often been at the forefront for conducting raids along with police officials to check piracy of its copyrighted content. In its latest announcement earlier this year, &lt;a class="external-link" href="http://www.tseries.com/"&gt;T-Series&lt;/a&gt; launched an&lt;a class="external-link" href="http://www.thaindian.com/newsportal/entertainment/t-series-to-nab-digital-content-pirates-on-own_100200953.html"&gt; anti-piracy campaign&lt;/a&gt; against those stealing digital content. The announcement came after they filed a complaint on June 1 with a police station in Mangalore against Classic Video shop for infringement of its copyright works like &lt;em&gt;Billu&lt;/em&gt;, &lt;em&gt;Ghajini&lt;/em&gt;, &lt;em&gt;Aap Ka Suroor&lt;/em&gt;, &lt;em&gt;Apne&lt;/em&gt;, &lt;em&gt;Fashion&lt;/em&gt; and &lt;em&gt;Karz&lt;/em&gt; that had been illegally downloaded and copied onto multiple discs, card readers and pen-drives.&lt;/p&gt;
&lt;p&gt;&lt;a class="external-link" href="http://www.yashrajfilms.com/"&gt;Yashraj Films&lt;/a&gt;, a leading film studio, has long been a part of enforcement activities against piracy, both in the Indian market and internationally. Most recently, it was a key member in the formation of the United Producers and Distributors Forum, which also included chairman Mahesh Bhatt, Ramesh Sippy, Ronnie Screwalla of &lt;a class="external-link" href="http://www.utvnet.com/"&gt;UTV&lt;/a&gt;, Shah Rukh Khan, Aamir Khan and &lt;a class="external-link" href="http://www.erosplc.com/"&gt;Eros International&lt;/a&gt;. This organization is now trying to enforce anti-piracy laws by conducting raids across the country with the help of another ex-cop from Mumbai, A.A. &lt;p&gt;The &lt;a href="http://www.dnaindia.com/topic/draft-national-policy"&gt;Draft National Policy&lt;/a&gt; on Encryption, withdrawn by the Department of Electronics and  Information Technology (DeiTY) after it created a furore on privacy  issues, would have had allowed the government access to any form of  digital data that required encryption. Not limited to just WhatsApp or  Viber data, it would have affected email services, WiFi, phone operating  systems, etc.&lt;/p&gt;
&lt;p&gt;"Our email data would have to be stored. If we connect to a WiFi,  that data would have to be stored, and that's plain ridiculous. There is  a problem when the government tries to target citizens to ensure  national security," said Pranesh Prakash, policy director at the  Bangalore-based Centre for Internet and Society.&lt;/p&gt;
&lt;p&gt;The government, criticised heavily for the policy, withdrew it on  Tuesday afternoon. It said that a new policy will be brought in its  place.&lt;/p&gt;
&lt;p&gt;Nikhil Pahwa of internet watchdog Medianama said that data about  normal day-to-day activities would have to be stored if the policy was  implemented. "The policy would have affected everyday business to  consumer data.&lt;br /&gt; This would mean that if a doctor or lawyer had your data digitised,  they will be open to access, and would have to be kept for at least 90  days," said Pahwa.&lt;/p&gt;
&lt;p&gt;However, he added that a robust encryption is needed. "It is believed that companies like Google, &lt;a href="http://www.dnaindia.com/topic/facebook"&gt;Facebook&lt;/a&gt; allow the NSA to access user data in the US, putting our personal  security, and the national security largely, at risk," said Pahwa.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Encryption and anonymity are two key aspects of the right to privacy and  free expression online. From real-name registration in Iran to the UK  Prime Minister's calls for Internet backdoors to encrypted  communications, however, the protection of encrypted and anonymous  speech is increasingly under threat. Recognising these challenges, the  UN Special Rapporteur on freedom of expression, David Kaye, presented a  report to the Human Rights Council in June 2015 which highlighted the  need for greater protection of encryption and anonymity.&lt;br /&gt; &lt;br /&gt; Five months on from the Special Rapporteur’s report, the participants in  this roundtable will discuss his recommendations and the latest  challenges to the protection of anonymity and encryption. For example,  how can law enforcement demands be met while ensuring that individuals  still enjoy strong encryption and unfettered access to anonymity tools?  What steps should governments, civil society, individuals and the  private sector take to avoid the legal and technological fragmentation  of a tool now vital to expression and communication? How can individuals  protect themselves from mass surveillance in the digital age?&lt;br /&gt; &lt;br /&gt; At the end of the session, the participants should have identified areas  for future advocacy both at the international and domestic levels as  well as areas for further research for the protection of anonymity and  encryption on the Internet.&lt;/p&gt;

        &lt;p style="text-align: justify; "&gt;Since 2012, the Internet &amp;amp;  Jurisdiction Project has facilitated a global multi-stakeholder dialogue  process to address the tension between the cross-border nature of the  Internet and geographically defined national jurisdictions. It provides a  neutral platform for states, business, civil society and international  organizations to discuss the elaboration of a transnational due process  framework to handle the digital coexistence of diverse national laws in  shared cross-border online spaces. This pioneering multi-stakeholder  cooperation effort seeks to develop a “policy standard” for  transnational requests for domain seizures, content takedowns and access  to subscriber information.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;2015 is an important moment that  determines the future of the multi-stakeholder model in global Internet  Governance. The Internet &amp;amp; Jurisdiction Project hopes it can provide  an opportunity to demonstrate that multi-stakeholder cooperation can  produce operational solutions to concrete policy challenges that no  stakeholder group can solve on its own.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The meeting will gather key actors from  states, Internet companies, technical operators, civil society, academia  and international organizations.&lt;/p&gt;

The event was sponsored by Hans Foundation.&lt;/b&gt;
        &lt;h2&gt;Background&lt;/h2&gt;
&lt;p style="text-align: justify; "&gt;Persons with disabilities in India are often left out of mainstream schools and universities due to a variety of reasons, primarily the lack of awareness amongst educational organizations and teachers, near absence of infrastructural resources and lack of training in this regard. It is believed that barely two per cent of the 70 million disabled persons have access to education in India. Unless we take special efforts to remedy this situation by equipping teachers, educational institutions and the entire social infrastructure to adopt innovative, cost effective and technology based resources such as assistive technologies, ubiquitous Web, multiple platforms, social networks, online libraries and digital resources etc, they will continue to remain excluded from social participation.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Edict 2010 was organised by the Centre for Internet and Society, in collaboration with G3ict, UNESCO, ITU, WIPO, The Deafway Foundation, DEF and SPACE with the gracious support of The Hans Foundation and the Department of Information Technology, MICT, New Delhi. The main aim was to highlight existing policy and practical barriers for students and educational institutions in developing countries, showcase ICT based solutions which are presently being adopted around the world and point to existing knowledge resources and emerging trends in education. The conference focused on enabling education at all levels: primary, secondary, tertiary and distance education and vocational training. The success of the conference was characterised by the fact that it brought together a wide range of stakeholders, including industry, special and mainstream educators, disability organisations, policymakers from the ministries of education (MHRD) and information technology (DIT), Technology developers and researchers, librarians and persons with disabilities, from several countries like India, USA, Switzerland, Japan, Nepal and Bangladesh, who were all experts with vast experience. Consequently, the sessions were extremely interactive, with a lot of inputs from the participants and it was commonly acknowledged that the sharing of information and learning was equal for both participants and speakers. The break out sessions resulted in a lot of recommendations and insightful observations from the four groups.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The conference was inaugurated by Smt. Vibha Puri Das, Secretary, Department of Higher Education, Ministry of Human Resource Development. Other special guests were Dr.Indrajit Banerjee, Director, Information and Communications sector, UNESCO and Mr. Andrew Tru from WIPO. Smt. Das released the first copy of the book, ‘E-Accessibility Handbook for Persons with Disabilities’, a book based on the G3ict-ITU on line e-Accessibility Toolkit for Policy makers, which was edited and published by CIS. Dr. Banerjee received the first copy. Smt. Das delivered the key note address; she outlined the situation with respect to education of persons with disabilities in India and highlighted some of the initiatives of the Ministry of Human Resource and Development. She especially drew attention to the NMEICT project of the MHRD, which is a huge fund for supporting initiatives which used ICT to promote Education through ICT. Till now, NMEICT has funded one disability related project for conversion of college level textbooks into daisy format in four languages. The project is being undertaken by IIT Calcutta. She concluded by inviting all persons and organisations present in the conference to apply to the fund for specific projects and said that the ministry would be happy to look at proposals for promoting education for persons with disabilities.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The key note address was followed by remarks from Dr. Banerjee, who gave an outline of UNESCO’s initiatives around the world on education and underscored the importance of attaining the Millennium Development Goal of Education for all for all developing countries and UNESCO’s commitment to support countries in their efforts to do so. Mr.Andrew Tru talked about WIPO’s commitment towards securing access to reading materials for persons with print disabilities in accessible formats around the world and focused on the deliberations on a treaty for the print impaired at WIPO, with special emphasis on the Stakeholders’ Platform initiative of WIPO.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The conference started off with welcome note from the organisers CIS, G3ict, UNESCO, ITU and WIPO. Smt. Vibha Puri Das, Secretary, Higher Education, Ministry of Human Resource and Development gave the key note address and released the &lt;a href="http://editors.cis-india.org/advocacy/accessibility/blog/e-accessibility-handbook" class="external-link"&gt;e-Accessibility Policy Handbook for Persons with Disabilities&lt;/a&gt;, brought out by CIS in collaboration with G3ict and ITU and sponsored by Hans Foundation. The handbook will help regulators around the world in their policy making.  Dr. Indrajit Banerjee, Director, UNESCO gave the introductory remarks. This followed by a presentation of Axel Leblois, Executive Director G3ict, on the dispositions of the UNCRPD relating to digital accessibility.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Over the three days, there were presentations from 29 experts on a variety of topics, ranging from discussing challenges and solutions in educational institutions, to technology development and policy formulation and implementation. The profiles of the speakers are given in Annexure A. The conference was attended by 77 participants and was also attended by a large number of participants from other conferences taking place in the hotel from time to time. The list of the 77 participants is given as Annexure B.&lt;/p&gt;
&lt;h2&gt;Conclusion&lt;/h2&gt;
&lt;p style="text-align: justify; "&gt;The conference was highly engaging and enabled the attendees to explore the challenges and opportunities and equipped them with the tools needed to implement ICT solutions within their organizations. There was a very high level of expertise amongst educators in the conference which was apparent from the discussions, there were persons who talked about education for the blind, deaf, persons with mental disabilities etc with great authority and put forward insightful perspectives. From a technology standpoint, there was a notion that broadband which was at present not easily available was about to explode because of the huge investment that the government was putting into it and hence it was possible that all the solutions which were being discussed in the conference would be more easily available to persons with disabilities uniformly around the country. There are many opportunities to leapfrog in India. In fact, many speakers considered cloud based technologies being adopted in school systems where there was broadband infrastructure available. There was a common consensus amongst all members present in the conference that universal accessibility could only be achieved with the involvement of all stakeholders; public-private partnership is key to ensuring that all private services and technology solutions are also accessible to persons with disabilities. Participants were very impressed with the innovative teaching methods and technologies in other countries, especially in Japan.&lt;/p&gt;

&lt;li style="text-align: justify; "&gt;Calls for proposals for funding projects should be widely publicized: It was a common feeling of all the participants that even though there were several funds which could be tapped into for projects, there was little information about where these funds existed, how they could be applied for and used to fund different kinds of projects. Government should make some effort to ensure that information about funding opportunities should reach intended beneficiaries.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Accessibility should be integrated into existing education projects: While it is important to initiate specific accessibility related projects, it is equally necessary to integrate accessibility into existing projects such as introducing creation and distribution of accessible content in existing ICT school programmes. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Focus to be given to training students with disabilities: all the groups felt that training was a huge issue and that support for students through training was required. SSA Karnataka gave a good presentation showing how it addressed the issue of training on a large scale. The groups highlighted that the UNCRPD placed an obligation on the government to raise awareness amongst persons with disabilities.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Priority attention should be given to the development of language based tools for all Indian languages, especially minority languages. This includes development of optical character recognition (OCR) and text to speech (TTS) software in different languages. This is critical for all levels and forms of education. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Access to broadband services for persons with disabilities at affordable prices to be promoted to enable effective use of technology to access educational content.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Need to create accessible content and accessible open resources: It was stressed that all study modules used by educators, and open educational resources must be in accessible formats in order to have the widest outreach to students. Cyndi Rowland gave an example where Federal grants would not go to programmes which created non accessible content.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Public procurement should be used to promote accessibility.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Government should focus on early intervention in education because very few disabled children actually enrolled in schools and even amongst those that enrol, a very miniscule percentage go on to complete secondary and higher education.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Need to have a well developed ecosystem: All schools must be equipped with resources to teach disabled children. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Solutions and teaching methods must be innovative and highly individualised. Common approaches to teaching disabled children are less likely to be successful.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Periodic and on going trainings must be given to field practitioners with special emphasis on sharing information about solutions which have been successful or failed in the past.&lt;/li&gt;
&lt;/ul&gt;
&lt;h3&gt;Specific Recommendations&lt;/h3&gt;

&lt;li style="text-align: justify; "&gt;Training colleges for educators should include a course on disabilities and education for students with disabilities.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Children with disabilities in CBSE, ICSE and all state boards should get at least three years to complete class 10th and 12th examinations.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Children with disabilities should be allowed to give examinations with computers and in formats of their choice.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Each child with a disability should get compulsory training in the use of computers using appropriate assistive technology and be provided these technologies free of cost or at subsidised rates. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;The government should launch a mandatory ICT training programme for all teachers in rural and urban areas to train them in the use of assistive technologies.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Course materials for all classes should be provided in CDs and accessible formats in all schools for children with disabilities.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;NMEICT should fund development of text to speech software in all Indian languages so that the vast majority of Indian children who cannot read or understand English can continue to study in their native language; it is strongly recommended that such development projects also be entrusted to companies and organisations directly who have expertise in this area and should not be conditional on working with an IIT, IISC or other similar institution. The NMEICT should also fund other projects for the disabled, such as for content creation and so on. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;It is recommended that the Digital Library project, which is a praiseworthy and extremely important project for creating open resources to all existing regional and English books should be made accessible since it has the potential to benefit a very large number of persons with disabilities. At the moment, the project involves all the steps which are required to create accessible books, i.e., scanning and OCRing, however, despite the fact that OCR is done, the books are still uploaded as image files and not as accessible word or text or html files which can be read using screen readers. If this was done and we had access to TTS in Indian languages, we would have access to all the traditional Indian literature and manuscripts, which are invaluable to a researcher.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;It is strongly recommended that the web sites of all educational institutions, both public and private should be made accessible so that persons using screen readers can access information about the courses, admissions, read about the organisations and apply on line for admissions. It is also recommended that persons with disabilities should be given the flexibility to take on line examinations and that these should be designed in an accessible manner.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;It is recommended that all educational institutions and libraries should be made physically accessible for persons using wheelchairs.&lt;/li&gt;

    <title>Enabling Access to Education through ICT - A Conference in Delhi</title>

        &lt;b&gt;The Centre for Internet and Society (CIS), Bangalore in cooperation with the Global Initiative for Inclusive ICT (G3ICT), a flagship advocacy organization of the UN Global Alliance on ICT and Development (UN-GAID), the International Telecommunications Union (ITU), UNESCO, Digital Empowerment Foundation, Society for Promotion of Alternative Computing and Employment and the Deafway Foundation is organizing an international conference "Enabling Access to Education through ICT" in New Delhi from 27 to 29 October 2010. The event is sponsored by Hans Foundation. &lt;/b&gt;
        &lt;p&gt;How can accessible information and communication and assistive technologies for persons with disabilities be best deployed in schools and universities?&lt;/p&gt;
&lt;h3&gt;Background&lt;/h3&gt;
&lt;p&gt;Education is a fundamental right for all persons. In the information society, access to knowledge and information is of vital importance to ensure that all persons are able to participate as creative and productive members of the society. The UNCRPD recognizes that persons with disabilities also have a right to education and life long learning. Countries around the world have recognized the importance of education and have identified universal primary education as one of the millennium goals to be achieved by them within 2015. While definitive steps are being taken to achieve and promote universal inclusive education, there are still some grey areas remaining with respect to addressing the special needs of some groups like disabled children.  The World Health Organisation estimates that 70 per cent of the world’s disabled live in developing countries like India. The advancement of persons with disabilities is impeded by several factors such as an inadequate legal framework for protecting their rights, lack of financial and skilled human resource to carry on their activities, high cost of assistive technologies, lack of training and capacity building activities, the absence of large networks of disability groups to share resources with each other and above all the lack of awareness and a collective intent on the part of educational institutions to enable the right to education for persons with disabilities. India alone is a large country with 18 official languages and many more regional variances and for any technology and content to reach the masses it has to be made available in several Indian languages. All these factors combined together make it difficult for persons with disabilities to exercise their right to education in developing countries.&lt;/p&gt;
&lt;p&gt;The specific focus of the conference will be to look at various technologies, tools and practices which are necessary to bring education, especially distance and online education within the reach of all children with disabilities.&lt;/p&gt;
&lt;p&gt;Children with disabilities in India are often left out of mainstream schools due to a variety of reasons, primarily the lack of awareness amongst educational organizations and teachers, near absence of infrastructural resources and lack of training in this regard. It is believed that barely two per cent of the 70 million disabled persons have access to education in India. Technological advancement in the form of assistive technologies, ubiquitous Web, multiple platforms, social networks, online libraries and digital resources, etc., have now made it possible for disabled persons to access information in accessible formats. It is therefore, important that students, teachers and educational institutions are adequately equipped to leverage the power of the Internet and ICTs to enable inclusion for persons with disabilities.&lt;/p&gt;
&lt;p&gt;The present conference will focus on highlighting existing problems and challenges for students and educational institutions in developing countries, showcase ICT based solutions which are presently being adopted in different countries, point to existing knowledge resources and emerging trends in education.  This conference is unique in so far as it is probably the first one of its kind on such a large scale in India and involves participation of various UN organizations such as the WIPO, UNESCO, ITU and the G3ICT. Amongst the various deliverables of the conference is also to document some best practice case studies on the use of ICTs in education for the disabled in neighbouring countries like Nepal, Bangladesh, Sri Lanka and Thailand, evolve a set of recommendations for educators on best practices, as well as to evolve a draft for a White paper on education and ICTs for persons with disabilities for governments and educators in different countries.&lt;/p&gt;
&lt;p&gt;A print version of the E-accessibility toolkit for policymakers which was jointly brought out by the G3ICT and ITU earlier this year will be launched for the first time at the conference.&lt;/p&gt;
