    <title>Alliance aimed at reducing internet cost launched</title>

        &lt;b&gt;A number of government bodies, non-government organizations and private players have joined hands to create a coalition aimed at reducing the cost of internet access worldwide. The coalition -- Alliance for Affordable Internet (A4AI) -- will advocate policy and regulatory reforms to push down the cost of bandwidth in developing and poor countries, where cost of internet access remains very high.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;This article was &lt;a class="external-link" href="http://articles.timesofindia.indiatimes.com/2013-10-07/internet/42793468_1_affordable-internet-alliance-international-telecommunication-union"&gt;published in the Times of India&lt;/a&gt; on October 7, 2013. Sunil Abraham is quoted.&lt;/p&gt;
&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;"By advocating for open, competitive and innovative broadband  markets, A4AI aims to help access prices fall to below 5% of monthly  income worldwide, a target set by the UN Broadband Commission. Reaching  this goal can help to connect the two-thirds of the world that is  presently not connected to the internet and make universal access a  reality," the alliance said in a press note, citing figures provided  International Telecommunication Union (ITU).&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;According to ITU, by  2012, fixed-broadband prices represented 1.7% of monthly gross national  income in developed countries. In developing countries, the cost of  broadband connection accounts for 30.1% of average monthly income.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The A4AI has the backing of World Wide Web Foundation, which was started by the inventor of the web, &lt;a href="http://timesofindia.indiatimes.com/topic/Tim-Berners-Lee"&gt;Tim Berners-Lee&lt;/a&gt;.  Sonia Jorge, executive director of the Alliance for Affordable Internet  told TOI, "The Web Foundation hosts the A4AI's secretariat and both  teams collaborate to benefit from natural synergies among the  programmes."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Berners-Lee explained, "The reason for the alliance  is simple - the majority of the world's people are still not online,  usually because they can't afford to be. In Mozambique, for example, a  recent study showed that using just 1GB of data can cost well over two  months' wages for the average citizen... The real bottleneck now is  anti-competitive policies that keep prices unaffordable. The alliance is  about removing that barrier and helping as many as possible get online  at reasonable cost."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The global sponsors of the A4AI are Google,  UK Department for International Development, US Agency for International  Development and Omidyar Network, an firm that often invests in  non-profit entities. But &lt;a href="http://timesofindia.indiatimes.com/topic/Intel"&gt;Intel&lt;/a&gt;, Microsoft, Facebook, Cisco, Commonwealth Telecommunications Organisation, the &lt;a href="http://timesofindia.indiatimes.com/topic/US-State-Department"&gt;US State Department&lt;/a&gt; and several other regional and international bodies are also members of A4AI.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;From India, Bangalore-based Centre for Internet and Society (CIS) is  part of the alliance. Sunil Abraham, director of CIS, told TOI his group  "hopes to learn from policy work carried out by the alliance and apply  the lessons in India where access to good quality broadband services  remains prohibitively expensive".&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;For now there are not many  details on how the A4AI is going to achieve its goals. Sonia said it had  two telecom companies -- Digicel and Main One - as its members and  talks were going on with some other telecom firms for their involvement.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The alliance will begin in-country engagements with three to four  countries by the end of 2013, expanding to at least 12 countries by the  end of 2015. "We would be very glad to have the opportunity to engage  and work in collaboration with the government of India," said Sonia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;A4AI will also produce an annual 'affordability report'. The first edition is expected to come out in December 2013.&lt;/p&gt;

        &lt;b&gt;Privacy India in partnership with the International Development Research Centre, Canada, Society in Action Group, Gurgaon, Privacy International, UK and Commonwealth Human Rights Initiative is organizing the All India Privacy Symposium at the India International Centre, New Delhi on Saturday, February 4, 2012.&lt;/b&gt;
        
&lt;p&gt;Since June 2010, Privacy India has been engaging in discussions with policy makers, the public and sectoral experts about privacy in India. The discussions have ranged from topics of identity and privacy, to minority rights and privacy, and consumer privacy. The findings of our research show that privacy was a neglected area of study for India in the past, however, this is changing. Advancements in technology, the introduction of e-governance initiatives like the National Fibre Optic Network, the introduction of new legislations, and debates surrounding national security, have brought privacy debates to the forefront in India. Although currently sectoral legislation deals with privacy issues, e.g., the Telegraph Act or RBI guidelines for banking, India has just begun to consider a horizontal legislation that deals comprehensively with privacy across all contexts. This conference is an opportunity to look forward to what could be the future scope of privacy in India.&lt;/p&gt;
&lt;p&gt;Privacy India was set up in collaboration with the Centre for Internet and Society, Bangalore and Society in Action Group, Gurgaon, under the auspices of an international organization ‘Privacy International’.     <title>Alistair Scrutton: Social media holds the key to Hazare's campaign success</title>

        &lt;b&gt;IROM Sharmila has been on hunger strike for ten years to protest against military abuses, force-fed by tubes through her nose. But the tragedy for the world's most resolute hunger striker is that she is on the wrong side of India's digital divide.&lt;/b&gt;
        
&lt;p&gt;Twitter, Facebook and aggressive private television coverage have helped rally India's biggest protests in decades to support social activist Anna Hazare, a digital groundswell of a wired middle class that echoes the Arab spring and has surprised a Congress party-led government of elderly politicians.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;But Ms Sharmila, who has been on a hunger strike in the northeastern Manipur state to demand an end to the army's sweeping emergency powers there, has only managed a small following, a footnote in media coverage.&lt;/p&gt;
&lt;p&gt;She must be frustrated. The Hazare phenomenon has rallied Indians from the start via social media. His India Against Corruption website says it has had 13 million phone calls of support. Its Facebook page has nearly 500,000 "likes".&lt;/p&gt;
&lt;p&gt;Its leaders have tweeted each step of the whirlwind crisis, whether describing their arrests in real time or negotiations with the government, outmanoeuvring prime minister Manmohan Singh and his ministers at every step.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Cases like Ms Sharmila's expose the digital divide of Asia's third largest economy and underscore how a growing urban middle class may be getting its political voice heard while millions of poor remain off the digital protest map.&lt;/p&gt;
&lt;p&gt;"This is the first time digital social media has resonated with such a large number of people," said Nishant Shah, head of research at the Centre for Internet and Society think-tank. "But this is far more of a middle class, urban movement, than a national movement. Many in India are excluded from it."&lt;/p&gt;
&lt;p&gt;Twitter and Facebook are barely used in many of India's social causes, including battles over land rights that are one of India's most pressing problems involving millions of farmers.Huge social issues in India, from caste discrimination to high food prices, from the building of dams to protests by farmers against nuclear power, have failed to create the kind of digital mobilisation that Mr Hazare enjoys.&lt;/p&gt;
&lt;p&gt;India's internet users grew 1,400 per cent between 2000 and 2010, behind only China and Vietnam in Asia, according to a report by consultant firm Burson-Marsteller. But that masks India's low base. Internet penetration is around 8 per cent there, the lowest among major Asian countries. That compares with nearly 40 per cent in China.&lt;/p&gt;
&lt;p&gt;Out of a population of 1.2 billion, there are only 29 million people active in digital social networks.&lt;/p&gt;
&lt;p&gt;Those statistics highlight that, while the middle class has found a voice, electorally the centre-left Congress party will still need to pander&amp;nbsp;to its traditional base of millions of therural poor ahead of a 2014 general election. Congress, in power for most of the life of independent India, has failed to use social media tools. One minister lost his job for tweeting too frankly, in a sign of government unease over the web, and the party lags behind an opposition that has embraced Twitter.&lt;/p&gt;
&lt;p&gt;So far, private TV channels have provided 24-hour coverage of the Hazare protests.&lt;/p&gt;
&lt;p&gt;Urban Indians with mobile phones in hand have dominated rallies in the grounds where Hazare was on his second week of fasting. Small protests, from demonstrations outside ministers' houses to rallies outside metro stations, have been organised through Twitter and Facebook.&lt;/p&gt;
&lt;p&gt;An app downloadable to smartphones running Android gives users the latest news on the campaign for a tough "Jan lokpal", or anti-corruption bill, and details of meetings.&lt;/p&gt;
&lt;p&gt;"Social media has been huge for us, it has a life of its own," said Shazia Ilmi, in charge of Hazare media strategy.&lt;/p&gt;
&lt;p&gt;"It's not an up-and-down, national movement. It is largely a middle-class cause," said Sagarika Ghose, a journalist at the CNN-IBN TV news. "But it's hugely important one. For a younger generation, corruption has become a catch-all phrase for the failure of development."&lt;/p&gt;

        &lt;b&gt;Andhra Loyola College (ALC) has signed a Memorandum of Understanding (MoU) with Bangalore-based Centre for Internet and Society – Access to Knowledge (CSI-A2K) here on Thursday.&lt;/b&gt;
        &lt;p&gt;The MoU will enable faculty and students to have more access on internet world, said the ALC management.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Institute principal Fr. G.A.P. Kishore, vice-principals Fr. P. Anil  Kumar and Fr. Rex Angelo, correspondent Fr. Raju and CSI-A2K programme  director T. Vishnu Vardhan signed the papers. Faculty of various  departments participated in the programme. Speaking on the occasion, Mr.  Kishore said for the first time in AP, ALC has made the MoU with  CSI-A2K to work collaboratively to improve Telugu Wikipedia. Very soon  the digital content in botany, physics, Telugu, chemistry, ethics,  religion, music and other subjects of the institution would be produced  in Telugu Wikipedia, said the principal.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“A ten-member core committee has been constituted to train the faculty  in each department in the college on A2K, who will teach the students.  CSI will train the trainers and upload the material from time to time,”  said Mr. Rex Angelo. Mr. Vishnu Vardhan said that CSI is promoting  institutional partnerships across the country to promote regional  languages. The society has plans to team up with more colleges in  Telangana and Andhra Pradesh and take up more outreach programmes in the  next few days.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“Wikipedia has access to over 287 languages and 3.5 crore essays in the  world. It is very unfortunate, that it has very few items in Indian  languages,” said the programme director.&lt;/p&gt;
