Highlights
-------------------------------

The Internet Governance Forum was held at Jao Pessoa in Brazil from November 10 to 13, 2015. The theme for IGF 2015 was Evolution of Internet Governance: Empowering Sustainable Development. Sunil Abraham, Pranesh Prakash and Jyoti Panday participated. Overall CIS spoke in 10 panels. Jyoti Panday has summarized the developments.
Draft Outcome Document of the UN General Assembly's Overall Review of implementation of WSIS Outcomes was released on 4 November 2015. Comments were sought on the Draft Outcome Document from diverse stakeholders. CIS responded to the call .
The first draft of the National IPR Policy was released last December. Comments and suggestions were submitted to the DIPP on this. Akshath Mithal in his blog post analysed the comments available online and the trends that he was able to find.
Ramya Chandrasekhar wrote a blog post that has deconstructed and explained some aspects of the various proposals to enhance ICANN's accountability.
Mangalore based cultural centre Maand Sobhaann recently relicensed 3 of their publications under a free license so that the books could be digitised on Konkani Wikisource and enrich Konkani Wikipedia. Rahmanuddin Shaik and Tanveer Hasan have captured the development in a blog post.
Japreet Grewal in a blog post has attempted to understand the domain in which censorship laws are penetrating today giving the example of the role of group admin in Whatsapp.
Elonnai Hickok in a policy brief has reviewed different oversight mechanisms from the US, UK, and Canada and provides recommendations for ways in which India can strengthen its present oversight mechanisms for state surveillance and the intelligence community.
Rohan George has reviewed the literature surrounding big data and predictive policing and has provided an analysis of the legal implications of using predictive policing techniques in the Indian context.
Large blocks of underused spectrum lie tantalizingly out of reach, waiting for enabling regulation, administration, and to some extent technology, to accelerate our move towards Digital India, according to Shyam Ponappa's column published in the Business Standard.
CIS in collaboration with T.A.J. Residency & SKE Projects and or-bits.com developed Silicon Plateau Vol-1. This book marks the beginning of an interdisciplinary artistic project, Silicon Plateau, the scope of which is to observe how the arts, technology and society intersect in the city of Bangalore.
P.P. Sneha has outlined a few questions/conflicts that the digital practitioners in arts and humanities disciplines are grappling with in the first among seven sections that has been published.
Centre for the Study of Culture and Society and CIS has set up the CSCS Digital Innovation Fund. The objective is to encourage, host, and provide seed funding for the development of digital tools and infrastructure for arts, humanities, and social science research in India. The fund will be administered by the RAW programme at CIS.

Access to Knowledge

As part of the Access to Knowledge programme we are doing two projects. The first one (Pervasive Technologies) under a grant from the International Development Research Centre (IDRC) is for research on the complex interplay between pervasive technologies and intellectual property to support intellectual property norms that encourage the proliferation and development of such technologies as a social good. The second one (Wikipedia) under a grant from the Wikimedia Foundation is for the growth of Indic language communities and projects by designing community collaborations and partnerships that recruit and cultivate new editors and explore innovative approaches to building projects.

Internet Governance

As part of its research on privacy and free speech, CIS is engaged with two different projects. The first one (under a grant from Privacy International and International Development Research Centre (IDRC)) is on surveillance and freedom of expression (SAFEGUARDS). The second one (under a grant from MacArthur Foundation) is on studying the restrictions placed on freedom of expression online by the Indian government.

►Internet Governance Forum

IGF 2015 was held at Jao Pessoa in Brazil from November 10 to 13, 2015. The theme for IGF 2015 was Evolution of Internet Governance: Empowering Sustainable Development. Sunil Abraham, Pranesh Prakash and Jyoti Panday participated. Overall CIS spoke in 10 panels.

The Social Role of the Communications and the Strengthening of the Freedom of Expression Panel - "Cultural Diversity and Freedom of Expression" (Organized by Ministry of Culture and the Ministry of Communications of Brazil; Jao Pessoa, Brazil; November 9, 2015). Sunil Abraham was a panelist. Thirty-three participants took part in this pre-event.
Open Forum - DINL, Digital Infrastructure Association (Organized by Digital Infrastructure Netherlands Foundation; Jao Pessoa, Brazil; November 10, 2015). Jyoti Panday was a speaker at this workshop. CIS participated in the open forum to discuss the increase in government engagement with "the internet" to protect their citizens against crime and abuse and to protect economic interests and critical infrastructures. Thirteen participants attended the open forum.
Sustainable Development Goals (SDGs) and Internet Economy (Organized by Multistakeholder Advisory Group; Jao Pessoa, Brazil; November 11, 2015). Sunil Abraham was a panelist. Fifty five delegates attended the event. CIS participated in the discussions focusing on internet economy and internet role in sustainable development goals.
Cases on the right to be forgotten, what have we learned? (Jao Pessoa, Brazil; November 11, 2015). Jyoti Panday attended the event. CIS took part in the event to understand arguments, scope, discussions and current situation of the Right to be Forgotten outside the EU and around the world in rulings and legislations. Fifty four participants attended the event.
The Benefits and Challenges of the "Free Flow" of Data (Organized by Public Knowledge; Jao Pessoa, Brazil; November 12, 2015). Sunil Abraham was a panelist. Twenty-four delegates attended the event. CIS was part of the panel which discusssed the many benefits and challenges of the free flow of data. The workshop fostered a discussion of the ways in which stakeholders could address the underlying reasons for data flow restrictions.
Encryption and Anonymity: Rights and Risks (Organized by ARTICLE 19 and Privacy International; Jao Pessoa, Brazil; November 12, 2015). Pranesh Prakash was a speaker. CIS participated in the roundtable that discussed recommendations and the latest challenges to the protection of anonymity and encryption. Sixty three delegates attended.
A Dialogue on "Zero Rating" and Network Neutrality (Organized by Chalmers & Associates; Jao Pessoa; Brazil; November 12, 2015). Pranesh Prakash was a speaker. CIS took part in the discussion to promote access to expert insight and multi-stakeholder community discussion. Eighty five delegates attended the session.
Empowering the next billion by improving accessibility (Organized by Dynamic Coalition on Accessibility and Disability and Global Initiative for Inclusive ICTs; November 13, 2015). Sunil Abraham was a panelist. Pranesh Prakash participated in the discussions. CIS took part in the discussions that examined the technological and programmatic solutions available today for an effective removal of such barriers, potentially bringing a considerable number of new users to the Internet.
FOSS & a Free, Open Internet: Synergies for Development (Organized by Civil Society; Jao Pessoa, Brazil; November 13, 2015). Sunil Abraham and Pranesh Prakash spoke at the event. CIS took part in the discussions that explored links between the Free and Open nature of the Internet and the Free and Open Source Software through a series of experience sharing among the speakers as well as audiences.
Transnational Due Process: A Case Study in MS Cooperation (Organized by Internet & Jurisdiction Project; Jao Pessoa; November 13, 2015). Sunil Abraham was a panelist. The tension between the cross-border nature of the Internet and diverse national jurisdictions is a prime concern. The round-table described the method employed to develop this framework, challenges encountered and solutions found as well as the potential distribution of roles among the respective stakeholders in the operation of the diverse framework components. Twelve delegates attended this workshop.

“मूसलाधार बारिश से जूझ रही चेन्नई में तीसरा फ़्यूल ज़िल्ट कॉन्फरेंस 2015 सफलतापूर्वक रविवार 22 नवंबर को संपन्न हुआ। भाषाई कंप्यूटिंग के लिए मानक भाषाई संसाधन और औज़ार बनाने में पिछले सात सालों से जुटी फ़्यूल परियोजना के द्वारा 2013 में आरंभ किए गए इस सम्मेलन के प्रायोजक और आयोजक दुनिया की जानी-मानी कंपनियां मोज़िला, सी-डैक और रेड हैट हैं। इसके पहले के दोनों सम्मेलन पुणे में आयोजित किए गए थे। यह सम्मेलन लोकलाइजेशन क्षेत्र का ओपन सोर्स का सबसे बड़ा सम्मेलन है।”

तीन दिवसीय यह सम्मेलन 20 नवंबर को चेन्नई के अन्ना विश्वविद्यालय के टैग ऑडिटोरियम में आरंभ हुआ। इसके उद्घाटन सत्र को मोज़िला के लोकलाइजेशन ड्राइवर एक्सेल हेच्ट, आईआईटी मद्रास की प्रोफ़ेसर हेमा मूर्ति, आईआईटी मद्रास के ही हेमचंद्रण कराह और सीडैक के सहायक निदेशक जसजीत सिंह ने संबोधित किया। पहले दिन के शाम के पैनल डिसक्शन में मोज़िला की पेइंग मो और आर्की तथा अवाया के जी. करूणाकर और फ्यूल प्रोजेक्ट के संस्थापक राजेश रंजन के मॉडरेशन में खुली परिचर्चा हुई। पहले दिन के कार्यक्रम में भाषाई कंप्यूटिंग पर काम करने वाले कई जाने-माने विद्वानों ने हिस्सा लिया।

तमिलनाडु के स्थानीय भाषाई तकनीक विशेषज्ञों के अलावा इस सम्मेलन में भारत और नेपाल के विभिन्न भाषा-भाषाई करीब पचास से अधिक लोग उपस्थित हुए। तीन दिवसीय इस सम्मेलन का पहला दिन सभी लोगों के लिए खुला था जबकि अगला दो दिन मोज़िला लोकलाइजेशन हैकाथन का कार्यक्रम चला जिसके लिए सहभागी ख़ास तौर पर आमंत्रित किए गए थे। लोकलाइजेशन स्रोत भाषा से स्थानीय भाषा में किसी उत्पाद को बदलने की पूरी तकनीकी प्रक्रिया को कहा जाता है। इसके अंतर्गत मोज़िला के विभिन्न उत्पादों के लोकलाइजेशन यानी स्थानीयकरण की प्रक्रिया, उसमें सुधार और भविष्य की कार्ययोजना पर विस्तार से चर्चा हुई। पूरे कार्यक्रम का संचालन सी-डैक के तकनीकी अधिकारी चंद्रकांत धूताडमल ने किया।

उद्घाटन सत्र का आरंभ करते हुए फ़्यूल प्रोजेक्ट के संस्थापक राजेश रंजन ने फ़्यूल प्रोजेक्ट के बारे में उपस्थित श्रोताओं को बताया। उन्होंने बताया कि महज सामुदायिक योगदान और कुछ संगठनों की मदद के बदौलत भाषाई संसाधन का यह प्रोजेक्ट दुनिया की भाषाई संसाधन जैसे तकनीकी शब्दावली, स्टाइल गाइड आदि की सबसे बड़ी खुली परियोजना बन गई है। मानक तकनीकी शब्दावली, स्टाइल गाइड, ट्रांसलेशन एसेसमेंट मैट्रिक्स सहित कई महत्वपूर्ण संसाधनों से लैस यह प्रोजेक्ट विश्वव्यापी भाषाई संदर्भ का बड़ा अभिलेख बन गया है। गौरतलब है कि दुनिया की क़रीब 60 भाषाओं के भाषा समुदाय अभी इस परिजोयना से जुड़ी हुई है। मोज़िला के एक्सेल हेच्ट ने भारत में बढ़ रहे इंटरनेट उपयोगकर्ताओं के महत्व को रेखांकित करते हुए बताया कि मोज़िला और इसके खुले मूल्यों की उपस्थिति कितनी इनके लिए कितनी महत्वपूर्ण है। हेमा मूर्ति ने कहा कि अभी भी भाषाई कंप्यूटिंग की स्थिति काफी अच्छी नहीं हुई है और इस क्षेत्र में काफी काम होना बाकी हैं। जसजीत सिंह ने कहा कि कुछ और बड़ी कंपनियों के साथ फ़्यूल का जुड़ाव होना जरूरी है और उन कंपनियों को सामुदायिक रूप से तैयार किए गए संसाधन के महत्व को समझना चाहिए। ‘समानता के चिह्न और डिजिटल मानविकी का विकास’ विषय पर हेमचंद्रण का वक्तव्य बेहद उम्दा रहा। उन्होंने कहा कि डिजिटल मानविकी ने पारंपरिक मानविकी को हैक कर लिया है। उन्होंने कहा कि हमें महज इंटरफेस स्तरीय लोकलाइजेशन से ऊपर उठना चाहिए।

कार्यक्रम में लिब्रेऑफिस के इटालो विग्नोली, हमारा लिनक्स के विकास तारा, इतिहासकार रविकांत और जाने-माने ब्लॉगर रवि रतलामी और कनाडा के अमनदीप सिंह सैनी ने भी अपना वक्तव्य दिया। जहाँ रविकांत ने भाषाई शुद्धतावाद की आलोचना करते हुए सामुदायिक और खुल प्रयासों की उपयोगिता को रेखांकित किया वहीं रतलामी ने आईफोन, एंड्रायड और विंडोज फोन से उदाहरण देते हुए फ़्यूल की अनिवार्यता बताई। अमनदीप ने कनाडा में विभिन्न भाषा-भाषी लोगों के लिए किए गए सरकारी उपायों को बताया और कहा कि कैसे भारत भाषाई एक्सेसिबिलीटी के मामले में पीछे है और इसके कारण यहाँ के लोगों को कितनी समस्याओं का सामना करना पड़ता है। इटली निवासी इटालो ने ओपन डॉक्यूमेंट फॉर्मेट पर चर्चा की और विकास ने हमारा लिनक्स की गतिविधि पर प्रकाश डाला। भाषाई तकनीक विशेषज्ञ बिराज कर्माकर, प्रवीण ए, शुभाशीष पाणिग्रही, वीथिका मिश्रा, प्रवीण सतपुते, चंदन कुमार, राजू विंदाने सहित कई लोगों ने अपना वक्तव्य दिया।

मोज़िला के एक्सेल हेच्ट, पेइंग मो और आर्की के दिशा-निर्देश में अंतिम दो दिन विभिन्न भाषाओं में काम करने वाले लोगों ने व्यापक परिचर्चा के दौरान कई विषयों पर बातें की और उपस्थित लोगों ने मोज़िला की स्वयंसेवी गतिविधियों के भविष्य की कार्ययोजना बनाई।

India - Europe Conference on Building a Sustainable IPR - ICT Ecosystem for Promoting Innovation

Intellectual property is at the core of business ventures and critical to successfully compete internationally. However, skills to commercialize technological innovations remain a crucial impediment to innovative entrepreneurs and innovators aspiring to become world leaders in global ICTE markets. A robust IPR-ICT ecosystem can help capitalize on the growth-enhancing effects of innovation vis-à-vis ICTE. In order to fulfill the aspiration of its stakeholders, the IPR-ICT ecosystem has to be global in geographic scope, spearhead shaping appropriate framework conditions for innovation and assist in charting out policy roadmaps for sustainable and inclusive growth.

With this in mind Deity and EPO is working together in developing a close cooperation to promote IPR in ICTE domain, especially with respect to sharing of best practices and procedures for filing and processing ICTE patents in India and Europe by Indian and European firms.

Access to Copyrighted Works for Persons with Disability- Conference at NLSIU

On November 26, 2015, National Law School of India University, Bangalore is holding a conference on Access to Copyright Works for Persons with Disability in Bangalore. Pranesh Prakash and Nirmita Narasimhan will be speaking at this event.

The Marrakesh Treaty, which focuses on the rights of the blind, visually impaired or print disabled persons, with respect to access to copyrighted works was signed on June 27^th, 2013. The underlying objective of the Treaty has been to incorporate certain exceptions to the national laws of countries, in order to provide works in accessible format for persons with print disability. India became the first country to ratify the Treaty and displayed its allegiance to the cause. Bearing in mind the gravity of the Treaty and its possible implications, the MHRD Chair on Intellectual Property Rights & Centre for Intellectual Property Rights and Advocacy (CIPRA), National Law School of India University (NLSIU) is organising a conference “to examine the Marrakesh Treaty provisions, Copyright Act provisions and their implications on the stakeholders—Copyright owners, publishing industry, beneficiaries, and others—in India”.

The conference titled “Access to Copyrighted Works for Persons with Disability” will take place on the 26^th November 2015, at the Conference Hall, Training Centre, NLSIU, Bangalore. The Chief Guest for the occasion is Ms. Aparna Sharma, who is the Joint Secretary and Registrar of Copyrights. The conference will commence with the Chief Guest addressing the gathering. This will be followed by a key note address by Mr. G. R. Raghavender, Director IPR at Department of Industrial Policy and Promotion (DIPP) and then the presidential address by Prof. (Dr.) Venkata Rao, Vice Chancellor, NLSIU.

Apart from the aforementioned luminaries the subsequent sessions will see participation from other imminent personalities from the field of copyrights, representatives from publishing industry, representatives from organizations for the blind, representatives from developers of compatible software, advocates, academicians and other stakeholders.

Session 1 titled “An Overview of Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled” includes talks by experts like Dr. Kalyan Kankanala (Managing Partner Banana IP Counsels, Visiting Faculty NLSIU, Guest Faculty IIMB), Mr. Pranesh Prakash (Policy Director CIS), Ms Nirmita Narasimhan (Policy Director, CIS) and Dr. S. Elumalai (Assistant Professor, Dr. Ambedkar Law University, Tamil Nadu). The focal point of this session will be fundamental aspects of the Marrakesh Treaty such as exceptions to Copyright law, cross border exchange and beneficiaries of the Treaty.

Session 2, titled ‘Copyright Law in India related to Persons With Disability’, will primarily focus on the Indian aspect and will delve into topics such as general exceptions in the Copyright law and reproduction under compulsory Licensing. The speakers for this session are Dr. Kalyan Kankanala (Managing Partner Banana IP Counsels, Visiting Faculty NLSIU, Guest Faculty IIMB), Mr. Pranesh Prakash (Policy Director CIS), Dr. S. Elumalai (Assistant Professor, Dr. Ambedkar Law University, Tamil Nadu) and Prof. Rajashekar (EFL University, Hyderabad). The Chairperson for the first two sessions will be Mr. G.R. Raghavender.

In keeping with mission and objective of the conference the panel discussion, which is the second last session, will be on the “Implication of Treaty and Copyright Law on the Stakeholders and Beneficiaries”. The panellists for the session are Mr. G. Marippan (Asst. Director, Dept. for the Empowerment of Differently Abled and Senior Citizens, Bangalore), Mr. Gautam Agarwal (National Federation of the Blind), Ms. Madhu Singhal (Managing Trustee, Mitra Jyothi, Bangalore) Mr. Mohan Kumar (Govt. Brail Printing Press, Mysore), Dr. S. Elumalai (Assistant Professor, Dr. Ambedkar Law University), Prof. Rajashekar (Assistant Professor, EFL University, Hyderabad). The Chairperson/Moderator for the panel discussion will be Prof. (Dr) T. Ramakrishna, MHRD Chair Professor on IPR, NLSIU.

The conference will be an enriching experience for all attendees as it aims not only to examine the provisions of the Treaty but the effects it will have on difference sections of the society. Further, the conference will shed light on the extent to which the Treaty will be able accomplish its intended purpose of reducing the roadblocks with respect to accessibility for the blind, visually impaired and print disabled persons.

ଅନ୍‌ଲାଇନରେ ପଢ଼ିହେବ ଜଗନ୍ନାଥ ପ୍ରସାଦ ଦାସଙ୍କ ୩୦ଟି ବହି

Noted Odia-language author and art historian Dr Jagannath Prasad Das has donated 30 volumes of his books under CC-by-SA 4.0 so that the books could now be digitised in Odia Wikisource.

Earlier Bhubaneswar based non-profit Srujanika had donated over 700 books. Two hundred and nineteen books including entire Odia Bhagabata and many other classics have already been digitised on Odia Wikisource. The collection is growing slowly with more books being digitised by volunteer Wikisourcers.
