How to do GuerillaGLAM

A proposal titled How to do GuerrillaGLAM" that I had submitted for the Wikimania 2015 has been accepted. I will be presenting this on July 18.

See the details on Wikipedia page. Click to view the programme schedule.

Submission no. 5008

Title of the submission

How to do GuerillaGLAM

Type of submission (discussion, hot seat, panel, presentation, tutorial, workshop)

Presentation

Author of the submission

Subhashish Panigrahi

E-mail address

psubhashishgmail.com

Username

psubhashish

Country of origin

India

Affiliation, if any (organisation, company etc.)

Centre for Internet and Society, Bengaluru, India

Personal homepage or blog

psubhashish.com

Abstract

Building partnership with GLAM institutions is a great way of funneling the cultural content acquisition and bringing open access to such valuable data. But it is not that easy given the complications each country has in terms of formal agreement, organizational framework, etc. This presentation will detail about the learning curve of institutional partnership building, leveraging personal contacts in small scale GLAM projects and bringing in several indie-projects to cut implication cost, and execute low-cost models.

During this presentation I will present two case studies of contrasting nature: India's first GLAM project at the National Crafts Museum, New Delhi, and various small-scale collaborative projects. Where the first one would have learning from the six months long project, the second one will draw inspirations from many initiatives that have really no cost or low cost implication and less implementation time involved. At times, institutional collaborations become liabilities and labor intensive with low Return on Investment. Training staff and implementing GLAM projects are not always easy and retaining contributors is a challenge. Alternatively GuerrillaGLAM could be thought of when having a Wikimedian-in-Residence is not feasible. This presentation will be useful for those who can mobilize a small team of volunteers equipped with digital camera, access to local cultural institutions and some level of expertise of curating data. Making documentaries and building narratives based on acquired content to creating learning resources and promotional materials will be another aspect of this presentation. building partnerships with many federal or private institutions also needs sustained long-term engagement and volunteer time is not always enough to devote for a long term GLAM project. This presentation will detail about going the guerrilla way to acquire data from GLAM institutions. This will involve low cost models, leveraging various factors, and getting the most out from cultural institutions where collaboration and long term engagement has high cost and time implications.

Track

GLAM Outreach

Length of session (if other than 30 minutes, specify how long)

30 minutes

Will you attend Wikimania if your submission is not accepted?

Yes

Slides or further information (optional)

Special requests

Odia Wikipedia Set to Celebrate 13 Years of Volunteer Contributions

Odia Wikipedia, one of the first of several Indian language Wikipedia projects, is ready to celebrate 13 glorious years of free knowledge contribution on June 3.

Read the original post published by Global Voices on May 31, 2015 here. For event details click here: https://or.wikipedia.org/s/sml

Beginning in 2002 — a year after the world's largest online encyclopedia, the English Wikipedia, was launched — Odia Wikipedia has grown to be the largest content repository in the Odia language available in Unicode* on the Internet.

With about 17 active editors (also known as “uikiali”) spread across various parts of India and abroad, and over 8,800 articles, the project has become more than just an encyclopedia. The voluntary editor community has put its efforts into acquiring valuable Creative Commons (CC) licensed content by lobbying copyright holders/authors to relicense copyrighted content under CC licenses.

It has also engaged with over 2,000 people by organizing various outreach programs including the globally accredited pedagogic program the Wikipedia Education Program (WEP).

For its 13th anniversary the community is planning to release a character-encoding converter that promises to unlock massive amounts of content from government portals as well as journals, newspapers and magazines that have their content in non-Unicode character encoding that prevents user searching and reuse of digital-based content.

Odia language is spoken by more than 40 million people in the Indian state of Odisha (the 9th largest Indian state by territory), its neighboring states and the Odia diaspora living outside India.

With over 5,000 years of literary heritage, it has been recognized as one of the oldest South Asian languages and has been given the status of a “classical language” by the Indian government.

However, the language has not gathered as much traction in terms of online presence as it might have.

Almost all the online newspapers in Odia are available either in non-Unicode and proprietary encoding systems, or as images. This makes them completely invisible as far as a search engine is concerned.

The same goes for the state government's official portals that either lack Odia-language content or have content in legacy encoding systems. To address these issues, a bunch of character encoding converters that convert text typed using various non-Unicode encoding systems to Unicode are incorporated on Odia Wikipedia.

With this new tool, the community aims at a mass conversion of content from all available sources — from newspapers and magazines to government journals and portals — into Unicode, so this content can be used in order to enrich Odia Wikipedia and generally improve the language's reach online.

Odia Wikipedia was not content-rich until the beginning of 2011, when editor activity began to pick up.

Since then it has expanded its content massively, with topics ranging from the essentials of medical science to the cuisine of Odisha.

The growth in readership of the project is a great example of how content is driving the internet. A project that was virtually unknown a few years back with monthly page views in the low thousands recorded 8,08,834 page views in March 2015 alone.

The Wikimedia community is gathering in Odisha's capital Bhubaneswar this June 3 to celebrate Odia Wikipedia becoming a teenager.

CIS-A2K collaborated with the Oxford College of Engineering, Bommanahalli, Bangalore on April 24, 2015 for introducing Wikimedia projects at their institution. Radhakrishna, a senior Wikimedian from Bangalore provided the crucial introduction and worked closely with the A2K team in conducting all the activities.

Team A2K learnt valuable lessons regarding committing resources and building short term partnerships with higher education institutions. It was noted that the students showed high level of interest but due to the extremely busy academic calendar, activities could not be conducted as per the original plan.

Selected students from Oxford College of Engineering were given hands on training for two weeks (April-May) on various Wikimedia projects and were initiated into Wikisource as an evaluative activity. The diverse group of students presented the A2K team an opportunity to discuss various language projects and prepare a plan for engaging the students after the intensive training comes to an end.

This paper was presented at the 2nd National Language Seminar by CIS-A2K Pogramme Officer Subhashish Panigrahi. In the paper, Panigrahi discusses about the hindrances of mass use of Odia language on the internet and how that is impacting in overall contribution of people in the language.

India's Supreme Court Axes Online Censorship Law, But Challenges Remain

The Supreme Court of India took a remarkable step to protect free expression on March 24, 2015, striking down controversial section 66A of the IT Act that criminalized “grossly offensive” content online. In response to a public interest litigation filed by Indian law student Shreya Singhal, the court made this landmark judgement calling the section “vague”, “broad” and “unconstitutional”. Since Tuesday's announcement, the news has trended nationally on Twitter, with more than 50,000 tweets bearing the hashtags #Sec66A and #66A.

The blog entry by Subhashish Panigrahi was originally published by Global Voices Online on March 25, 2015. Pranesh Prakash is quoted.

Section 66A allowed police to arrest any person who sent online communications deemed “grossly offensive” or known to be false. This has enabled the government take down many websites with allegedly objectionable content. Among various cases since the law was updated in 2008, two people were arrested for making comments on Facebook regarding India's prime minister Narendra Modi and one man was arrested for commenting on public service closures following the death of political leader Bal Thakrey.

The now-defunct Section 66A reads as follows:

66-A. Punishment for sending offensive messages through communication service, etc.
—Any person who sends, by means of a computer
resource or a communication device,—
(a) any information that is grossly offensive or has menacing character; or
(b) any information which he knows to be false, but for the purpose of causing annoyance, inconvenience, danger, obstruction, insult, injury, criminal
intimidation, enmity, hatred or ill will, persistently by making use of such computer resource or a communication device; or
(c) any electronic mail or electronic mail message for the purpose of causing annoyance or inconvenience or to deceive or to mislead the addressee or
recipient about the origin of such messages, shall be punishable with imprisonment for a term which may extend to three years and with fine.

Internet rights advocate and lawyer Pranesh Prakash, who works with the Center for Internet and Society in Bangalore, has been one of the law's most outspoken critics in recent years. Immediately following the ruling, he tweeted:

Nikhil Pahwa, independent journalist and founder of the MeddiaNama blog, offered his take on the ruling:

This is a great decision for freedom of speech in India…66A is far too vague, and lends itself to arbitrary implementation by the police, especially phrases like “grossly offensive”, annoyance, inconvenience, ill will. Remember that even the right to offend is an integral part of free speech.

Journalist and author Sagarika Ghose sarcastically wondered if the government of India would retroactively offer recompense for all of the actions taken against citizens for violating 66A.

Some were playful in their response to the decision. Siddharth Sing set out to “test” the efficacy of the ruling with a tweet mocking prominent public figures in Indian politics:

Section 69, which provides authorities with the power to censor websites that “create communal disturbance, social disorder, or affect India's relationship with other countries” was upheld however. The Court has yet to clarify this decision. CIS India's Pranesh Prakash tweeted:

Unfortunately 69A (website blocking) has been upheld despite many issues, incl lack of transparency. Need to read full judgment to see why.

— Pranesh Prakash (@pranesh_prakash) March 24, 2015

Tuesday's decision comes after the government of India was heavily criticized in January 2015 for blocking 32 websites in the country.

Our Endangered Languages

My op-ed (in Odia) about the endangered languages was published in the Samaja this 21st on the International Mother Language Day.

Excerpt

Even though we have hundreds of languages in India, only 22 are recognized as scheduled languages in our constitution. People speaking in the non-scheduled languages deserve all the rights to express their opinion in their native languages and stopping them would be against the freedom of expression. In most cases, the dominant class of a society represses the rest and the languages of minorities fall victim to the political and societal inequality. By UNESCO's survey, 197 Indian languages (which are part of 2471 world endangered languages) are in the verge of extinction. For migration from their original places in search of job, speaking others' languages and living in a hetero-cultural society often make aboriginals forget about their own language and cultural heritage. In this column, I have discussed about many such challenges for aboriginals to retain their native languages and some of the possibilities for external interventions to document and preserve the dying languages.

This is an op-ed I authored for Odia newspaper the "Samaja" that got published on January 30, 2015. Through this post I intend to highlight the needs for taking the Odia language to international fora instead of keeping it confined within the books. I have covered the focus area of 3 free and open source projects: Odia Wikipedia, Odia Wikisource and Global Voices Odia in the column highlighting the need for more people to contribute.

After Indian mobile data service provider Airtel announced plans to introduce data charges for VoIP usage, it received a rash of criticism from customers and open web advocates alike.

With 192.22 million users (as of August 2013), Airtel is India's largest mobile telephony provider and Asia-Pacific's second largest mobile operator. Although plans are now on hold due to regulatory restrictions, advocates worry that the company may yet find a way impose the fee increase.

On December 26, company proposed to raise costs for mobile phone users who rely on services like WhatsApp, Skype, and Viber to communicate with their contacts, requiring them to pay Rs.0.04/10KB (0.063 USD, based on current conversion rate) for 3G and Rs. 0.10/10KB (0.158 USD) for 2G service where a local or national call will cost one third of this amount or less.

If you pay a fixed amount for internet data pack, Airtel will charge you extra for internet calls on Skype, Viber or any free calling app. How much? 4 paise for every 10 Kilo Bytes on 3G and 10 paise for every 10 Kilo Bytes on 2G.

- Netneutrality.in

The new plan to charge Rs. 75 for 75 MB of data usage over VoIP calls was heavily criticized on social media:

So let me get this straight. Airtel is worried about people using a mere 75 MB out of their data allowance? WTF? #BoycottAirtel

— Madhu Menon (@madmanweb) December 26, 2014

Messages against Airtel on Twitter and Facebook included hashtags such as #BoycottAirtel and #NetNeutrality.

In protest of Airtel India's violation of net neutrality principles, I disabled all data packs in my mobile number .

I am not using skype or viber usually . My usual video requirements arechatb.org and Google hangout. But a carrier breaking net neutrality is a very serious development . Raise your voice against this .

Airtel has not released any further response on the issue of net neutrality since their initial announcement, which read as follows:

All Internet/data packs or plans (through which customer can avail discounted rate) shall only be valid for internet browsing and will exclude VoIP (Both incoming/ Outgoing). VoIP over data connectivity would be charged at standard data rates of 4p / 10 KB (3G service) and 10p / 10 KB (2G service).

Reacting to the public outcry against Airtel, India's Union Minister of Communications Ravi Shankar Prasad pledged to look into matter. According to news portal First Post, telecom operators voiced opposition to “over-the-top” VoIP services like WhatsApp, Skype, and Viber for some time, but the Telecom Regulatory Authority of India (TRAI) has thus far stood in the way of a price increase.

Airtel has started on plans to charge OTT users particularly using VOIP services like viber and skype. TRAI had earlier this year rejected such demands from Indian operators. Even after this Airtel has gone ahead and kickstarted this practice.

- Sandip Pillai (on Change.org)

Airtel has pushed for a policy level change to legitimize exceptional data charges and many other over-the-top services. But these were declined by TRAI who contended that Airtel's plans were “illegal and violation of net neutrality,” forcing Airtel to drop the plan — for now.

In view of the news reports that a consultation paper will be issued shortly by TRAI on issues relating to services offered by OTT players including VOIP, we have decided not to implement our proposed launch of VoIP packs.

We have no doubt that as a result of the consultation process a balanced outcome would emerge that would not only protect the interests of all stakeholders and viability of this important sector but would also encourage much needed investments in spectrum and roll out of data networks to fulfill the objective of digital India.

- Reported on MediaNama by Nikhil Pahwa

The Centre for Internet & Society's Access to Knowledge team in collaboration with "The Intellects" organized a seminar in New Delhi on December 14, 2014. Subhashish Panigrahi gave a talk.

The seminar was on the Relevance of Bhagabat Tungi in the evolution of Odia language from Buddha era to digital age. After attending the event one of the participants Pankajmala Sarangi took great interest in Odia Wikisource which was then an incubator project. Since then she has digitized three books and is now proofreading Odia Bhagabata, an Odia language classic from the 14th century. Having the highest number of edits in Odia Wikisource, Ms. Sarangi took interest to build a community in Delhi. Another Odia Wikilibrarian Sitikantha Kheti also joined in to organise the first Odia Wikisource workshop in Delhi. These Wikimedians, a Delhi based group The Intellects and CIS-A2K collaboratively conducted a workshop.

The Intellect's president Debendra Rout addressed the participants and broadly spoke about the goal of the workshop and long term plans in Delhi. Both the Wikilibrarians shared their experience on Odia Wikisource. The workshop started with self introduction of the participants followed by screening of a documentary "Odia: Silalekharu Mobile".

Video

A handbook with details on the project, Odia input and keyboard layout was distributed among all. Subhashish Panigrahi demonstrated Odia input and the process of digitization of books on Wikisource. Plans for more workshops and digitization sprints were also charted out.

Odisha's most circulated newspaper Sambad has collaborated with CIS-A2K to relicense 19 books published by its sister concern "Ama Odisha".

Mr Patnaik is joining "Odia Wikisource Sabha 2014", a launching event of Odia Wikisource co-organized by Odia Wikimedia community and CIS-A2K on November 28, as chief guest.
