    <title>More Than 40 Million People Await the Launch of Odia Wikisource</title>

        &lt;b&gt;Speakers of Odia will soon have mountains of books to read online in their mother tongue, following the launch of the Odia Wikisource, which will make accessible many rare books that have entered the public domain. &lt;/b&gt;
        &lt;p&gt;The &lt;a class="external-link" href="http://globalvoicesonline.org/2014/10/18/more-than-40-million-people-await-the-launch-of-odia-wikisource/"&gt;article by Subhashish Panigrahi&lt;/a&gt; was published in Global Voices on October 18, 2014 and thereafter &lt;a class="external-link" href="https://blog.wikimedia.org/2014/10/21/more-than-40-million-people-await-the-launch-of-odia-wikisource/"&gt;mirrored on the Wikimedia Blog&lt;/a&gt; on October 21, 2014.&lt;/p&gt;
&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;Authors and publishers are also invited  to donate their copyrighted  work, possibly bringing open access to  large volumes of books and  manuscripts, creating a vast archive of  educational resources. And  everything will be in Odia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;One of the biggest advantages of Wikisource is that all its books are available in &lt;a href="https://en.wikipedia.org/wiki/Unicode" target="_blank"&gt;Unicode&lt;/a&gt;,   meaning that Google's search engine indexes the texts’ entirety, and   readers are able to copy easily what they wish. (Most conventional   archival systems lack this feature.) A volunteer community administers   Wikisource. To upload a book's content, volunteers either retype the   books word-for-word, or, when possible, use Optical Character   Recognition (commonly known as “&lt;a href="http://en.wikipedia.org/wiki/Optical_character_recognition" target="_blank"&gt;OCR&lt;/a&gt;“),   which converts scanned images into editable text. Available at   or.wikisource.org, Odia is Wikisource's eleventh Indic language.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;There are more than 40 million native  Odia speakers in the world.  Most live in the Indian state of Odisha and  its neighboring states, but  there is a large diaspora in countries  like the US, UK, UAE, and across  South and East Asia. Despite being  spoken by so many people, Odia's  online presence is relatively small.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;As of October 2014, &lt;a href="https://or.wikipedia.org" target="_blank"&gt;Odia Wikipedia&lt;/a&gt; hosted &lt;a href="http://or.wikipedia.org/wiki/%E0%AC%AC%E0%AC%BF%E0%AC%B6%E0%AD%87%E0%AC%B7:%E0%AC%97%E0%AC%A3%E0%AC%A8%E0%AC%BE" target="_blank"&gt;8,441 articles&lt;/a&gt;.   The state government's websites have Odia-language content, naturally,   but none of the text is in Unicode, making the materials invisible to   search engines and difficult to share. Thanks to individual and   organizational efforts, some Odia-language websites have recently   emerged with Unicode content.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;With support from the non-profit  organization Pragati Utkal Sangha and  the National Institute of  Technology Rourkela, a Bhubaneswar-based  outfit has digitized about 740  books through the &lt;a href="http://oaob.nitrkl.ac.in/" target="_blank"&gt;Open Access to Oriya Books&lt;/a&gt; (OAOB) project. Most of these texts were published between 1850 and   1950. The OAOB project is the largest existing digital archive of Odia   literature, but the archived books are only available as scanned PDFs,   restricting readers’ ability to search within the texts.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;As a Wikimedia project, Odia Wikisource  underwent a long approval  process, after running as an active  incubator project for nearly two  years. Both the Language Committee and  the Wikimedia Foundation's Board  reviewed and endorsed the project.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Odia Wikisource has already digitized and proofread three books entirely. In collaboration with the Wikimedia-funded &lt;a href="http://cis-india.org" target="_blank"&gt;Centre for Internet and Society&lt;/a&gt;‘s &lt;a href="https://meta.wikimedia.org/wiki/India_Access_To_Knowledge" target="_blank"&gt;Access to Knowledge&lt;/a&gt;, the &lt;a href="http://kiss.ac.in/" target="_blank"&gt;Kalinga Institute of Social Sciences&lt;/a&gt; (KISS) has partially digitized another book, as well. KISS is also busy   digitizing another Nine books by Odia-language author Dr. Jagannath   Mohanty that were &lt;a href="http://rising.globalvoicesonline.org/blog/2014/04/10/odia-loves-wikipedia/" target="_blank"&gt;relicensed &lt;/a&gt;to CC-BY-SA 3.0 earlier this year.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In response to posts on Twitter and  Facebook, four new contributors  recently joined Wikisource to help  digitize “The Odia Bhagabata,” a  literary classic compiled in the 14th  century. “Content that have  already been typed with fonts of  non-Unicode encoding systems could be  converted by &lt;a href="http://blog.wikimedia.org/2014/06/20/odia-language-gets-a-new-unicode-font-converter/"&gt;converters&lt;/a&gt; which was the case of Odia Bhagabata. New contributors did not face the   problem of retyping the text, as the book was already available on a   website Odia.org and is out of copyright”, says Manoj Sahukar, who   (along with yours truly) designed a converter that helped to transcribe   “Bhagabata”.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Rising Voices contacted some of those whose efforts made this happen.&lt;/p&gt;

The ease of access  and spread of books are the markers of the intellectual status of a  society. And in this e-age Wikisource can be helpful by not just  providing easy access to a plethora of books under free licenses but  also aiding the spread of basic education in developing economies.  Together with Wikisource and cheaper internet this could catalyze a  Renaissance of 21st century.&lt;br /&gt;&lt;br /&gt; Pankajmala Sarangi (PS), Wikisource writer&lt;br /&gt; RV: You have digitized almost two books, are the highest contributor to  the project and also one of the main reasons for Odia Wikisource  getting approved. What are your plans next to grow it and take to  masses?&lt;br /&gt; PS: I would be happy to contribute by typing more books on  Odia so that they can be stored and available to all. We can take this  to masses through social, print and audio &amp;amp; visual media and  organizing meetings/discussions.&lt;br /&gt;&lt;br /&gt; Amir Aharoni (AA), Wikimedia  Language Committee member and Software Engineer at the Language  Engineering team at the Wikimedia Foundation&lt;br /&gt; RV: What you feel Wikisource could do to a language like Odia with more than 40 million speakers?&lt;br /&gt; AA: In schools in Odisha, are there lessons of Odia literature? If the  answer is yes, then it can do a very simple thing – make these lessons  more fun and help children learn more! Everybody says that in Kerala  this worked very well with Malayalam literature.&lt;/blockquote&gt;

    <title>Millions of Indians Slam Facebook's ‘Free Basics’ App </title>

        &lt;b&gt;It has been less than two months since the nationwide launch of the Free Basics app in India. The smart phone application (formerly known as Internet.org) offers free access to Facebook, Facebook-owned products like WhatsApp, and a select suite of other websites for users who do not pay for mobile data plans.&lt;/b&gt;
        &lt;p&gt;This was published in &lt;a class="external-link" href="https://globalvoices.org/2015/12/29/millions-of-indians-slam-facebooks-free-basics-app/"&gt;Global Voices&lt;/a&gt; on December 29, 2015.&lt;/p&gt;
&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;But the app has already been suspended, at least temporarily, as the Telecommunications Regulatory Authority considers new rules governing network neutrality. Depending on how they're written, the rules could render Free Basics a violation of the policy.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Free Basics, which has been deployed in 30 developing countries across  the globe, gives users free access to websites that meet Facebook's  technical standards for the application. The application does not give  users access to the Internet at large. For open Internet advocates, this  &lt;a href="http://www.latimes.com/world/asia/la-fg-facebook-marketing-india-20151228-story.html" target="_blank"&gt;undercuts consumer choice&lt;/a&gt; and violates the principle of network neutrality, under which Internet  providers are to treat all Internet traffic equally. Net neutrality  allows users equal access to any website they want to visit, and gives  website operators equal opportunities to attract visitors.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;img src="http://editors.cis-india.org/home-images/Polarist.png" alt="Polarist" class="image-inline" title="Polarist" /&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Facebook has responded to the pending regulation with an &lt;a href="http://techcrunch.com/2015/12/17/save-free-basics/" target="_blank"&gt;aggressive ad campaign&lt;/a&gt; both online and off. Over the last week, Facebook users across India (and &lt;a href="http://www.hindustantimes.com/tech/facebook-is-accidentally-asking-international-users-to-support-free-basics-in-india/story-CV3pyC5KDOnuJozMWLLWeO.html" target="_blank"&gt;some in the US&lt;/a&gt;) upon logging into the site have been greeted with notifications urging them to take action. The &lt;a href="https://www.facebook.com/savefreebasics" target="_blank"&gt;Free Basics&lt;/a&gt; page on Facebook now leads to a pleading form that asks users to contact the &lt;a href="http://www.trai.gov.in/" target="_blank"&gt;Telecom Regulatory Authority of India&lt;/a&gt; (TRAI) and voice their support for making Free Basics available in  India. The company has also purchased a smattering of billboard  advertisements across the country and taken out numerous two-page ads in  leading national newspapers, as seen above.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;The Indian Internet bites back&lt;/h3&gt;
&lt;p&gt;Indian netizens and activists have spoken out against the company's actions en masse, &lt;a href="http://blogs.wsj.com/indiarealtime/2015/12/28/mark-zuckerbergs-latest-bid-to-get-india-on-board-with-free-basics-internet-is-like-a-library/" target="_blank"&gt;protesting&lt;/a&gt; heavily on social media, blogs and newspapers.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The grassroots open Internet group, &lt;a href="http://www.savetheinternet.in/" target="_blank"&gt;SavetheInternet.in&lt;/a&gt;,  that has been advocating for net neutrality in India throughout 2015,  has launched an email campaign asking users to send letters to TRAI  explaining how Free Basics violates net neutrality principles and  propagates an inaccurate picture of the Internet for new users by  placing it inside the confines of Facebook's application.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Multiple stand-up comedy groups have created videos explaining the  regulatory debate and supporting net neutrality, which have gone viral:&lt;/p&gt;

&lt;p&gt;&lt;iframe frameborder="0" height="315" src="https://www.youtube.com/embed/UCwaKje44fQ" width="560"&gt;&lt;/iframe&gt; &lt;br /&gt; The issue has also been hotly debated on Twitter, with technology and law experts leading the way.&lt;/p&gt;
&lt;p&gt;Internet policy expert and lead staff member of the Center for Internet and Society in Bengaluru Pranesh Prakash tweeted:&lt;/p&gt;

&lt;p&gt;New Delhi-based technology lawyer Mishi Choudhary, who leads the legal team at the Software Freedom Law Center, tweeted:&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;The Free Software Movement of India, a non-profit promoting use of free  software and its philosophy in India via their local chapters, also has &lt;a href="http://timesofindia.indiatimes.com/tech/tech-news/FSMI-Hyderabad-launches-campaign-against-Free-Basics/articleshow/50341156.cms" target="_blank"&gt;taken&lt;/a&gt;&lt;a href="http://timesofindia.indiatimes.com/tech/tech-news/FSMI-Hyderabad-launches-campaign-against-Free-Basics/articleshow/50341156.cms" target="_blank"&gt; the campaign&lt;/a&gt; to the streets where the volunteers raised public awareness about Free Basic's adverse side.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Apart from local experts and activists, companies like Reddit, Truecaller and Indian e-commerce platform Paytm have &lt;a href="http://mashable.com/2015/12/28/aib-eic-facebook-free-basics/#0Gg8lzzilgqw" target="_blank"&gt;publicly shared&lt;/a&gt; their opposition to Facebook's actions.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Facebook targets open Web activists&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;Facebook is paying close attention to civil society opposition to its activities in India. Across the globe, the company's &lt;a href="https://www.facebook.com/savefreebasics"&gt;Free Basics page&lt;/a&gt; now opens to a plea for users to contact TRAI, and includes a statement  that directly targets open Internet advocates, suggesting that their  motives are somehow driven by financial incentives:&lt;/p&gt;
&lt;blockquote class="quoted" style="text-align: justify; "&gt;…Free Basics is in danger in India. A small, vocal group of critics are lobbying to have Free Basics banned on the basis of net neutrality. Instead of giving people access to some basic internet services for free, they demand that people pay equally to access all internet services – even if that means 1 billion people can't afford to access any services.&lt;/blockquote&gt;
&lt;p style="text-align: justify; "&gt;SavetheInternet.in explicitly states in their &lt;a href="http://blog.savetheinternet.in/about/" target="_blank"&gt;About page&lt;/a&gt; that they are entirely volunteer-run and have no affiliation with any political party in India or elsewhere.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Users also have tweeted screenshots alleging that Facebook is  restricting access for individuals sending messages opposing Free  Basics. This has not been confirmed, but the tweets have only further  stoked public frustration with the company.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;img src="http://editors.cis-india.org/home-images/copy_of_Facebook.png" alt="Facebook" class="image-inline" title="Facebook" /&gt;&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Zuckerberg vs. SavetheInternet&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;On December 28, Facebook CEO Mark Zuckerberg penned a piece in the Times of India arguing that Free Basics will help “achieve digital equality for India,” and claiming that the initiative “isn’t about Facebook’s commercial interests.” India represents the world's largest market of Internet users after the US and China, where Facebook remains blocked.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In response, Nikhil Pawa, founder of online portal MediaNama and a volunteer with Savetheinternet.in, &lt;a href="http://blogs.timesofindia.indiatimes.com/toi-edit-page/its-a-battle-for-internet-freedom/" target="_blank"&gt;authored&lt;/a&gt; a critical opinion piece in the same newspaper:&lt;/p&gt;
&lt;blockquote class="quoted" style="text-align: justify; "&gt;[…] Why hasn’t Facebook chosen the options that do not violate Net Neutrality? For example, in India, Aircel has begun providing full internet access for free at 64 kbps download speed for the first three months….In Bangladesh, Grameenphone users get free data in exchange for watching an advertisement. In Africa, Orange users get 500 MB of free access on buying a $37 handset…&lt;br /&gt;&lt;br /&gt; […]&lt;br /&gt;&lt;/blockquote&gt;
&lt;blockquote class="quoted" style="text-align: justify; "&gt;Facebook is being disingenuous — as disingenuous as the company’s promotional programmes for Free Basics to its Indian users — when it says that Free Basics is in conformity with Net Neutrality.&lt;/blockquote&gt;
&lt;p style="text-align: justify; "&gt;Pawa also quoted Naveen Patnaik, Chief Minister of Indian state of Odisha, who wrote to TRAI supporting net neutrality. “If you dictate what the poor should get, you take away their right to choose what they think is best for them,” he wrote.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Writing for Quartz, technology critic &lt;a href="http://qz.com/582587/mark-zuckerberg-cant-believe-india-isnt-grateful-for-facebooks-free-internet/" target="_blank"&gt;Alice Truong expressed similar sentiment:&lt;/a&gt; “Zuckerberg almost portrays net neutrality as a first-world problem  that doesn’t apply to India because having some service is better than  no service.”&lt;/p&gt;

&lt;p class="c5" style="text-align: justify; "&gt;&lt;span class="c3"&gt;The announcement about the project going  live was made by Katherine Maher, Executive Director of Wikimedia  Foundation during the &lt;a href="https://globalvoices.org/2016/08/05/south-asias-largest-wikimedia-conference-kicks-off-in-india/"&gt;WikiConference India&lt;/a&gt;.&lt;/span&gt;&lt;/p&gt;
&lt;p class="c5" style="text-align: justify; "&gt;&lt;span class="c3"&gt;Wikimedia Incubator is a sister project  of Wikipedia and before any new language Wikipedia is created, an  Incubator project is created and grown by volunteer editors. &lt;/span&gt;&lt;span class="c3"&gt;Once  the project gains momentum with more editors developing more content  more often, the project goes live as a new Wikipedia project.&lt;/span&gt;&lt;/p&gt;
&lt;p class="c5" style="text-align: justify; "&gt;The &lt;span class="c2"&gt;&lt;a class="c1" href="https://www.google.com/url?q=https://en.wikipedia.org/wiki/Tulu_language&amp;amp;sa=D&amp;amp;ust=1472239163182000&amp;amp;usg=AFQjCNFo-b-NX-C_KUICQTe52tZAy2H-EQ"&gt;Tulu language&lt;/a&gt;&lt;/span&gt; is spoken  by about three to five million people in the Indian states of Karnataka  and Kerala, and there is a sizeable diaspora living in US and the Gulf  countries.&lt;/p&gt;
&lt;p class="c5" style="text-align: justify; "&gt;Eight years back in 2008, Tulu Wikipedia was created in  Incubator with just a handful of editors. But apart from a few sporadic  edits every so often, there was little impetus to take the project  forward.&lt;/p&gt;
&lt;p class="c5" style="text-align: justify; "&gt;A community in a real sense is one that engages in  discussion, consensus and collaboration. This never existed for Tulu  Wikipedia as individual editors were working in isolation from each  other.&lt;/p&gt;
&lt;p class="c5" style="text-align: justify; "&gt;There was therefore a need for them to meet and form a  strategic plan to grow the community and the Incubator by brining  in more active contributors.&lt;/p&gt;
&lt;p class="c5" style="text-align: justify; "&gt;In 2014, the need to connect the Tulu Wikipedia editors  and foster an interactive editorial group was discussed and a meetup was  organized in Mangalore by the &lt;span class="c2"&gt;&lt;a class="c1" href="https://www.google.com/url?q=https://meta.wikimedia.org/wiki/CIS-A2K&amp;amp;sa=D&amp;amp;ust=1472239163183000&amp;amp;usg=AFQjCNHZ7fPYArPhGG24IGPh5PjNSygKNQ"&gt;Centre for Internet and Society—Access to Knowledge&lt;/a&gt;&lt;/span&gt; (CIS-A2K)  program, a catalytic program funded by the Wikimedia Foundation to  support and grow Indian language Wikipedias and Wikimedia projects in  the Indian subcontinent.&lt;/p&gt;
&lt;p class="c5" style="text-align: justify; "&gt;As an offshoot of that meeting, more community meetups  started to happen. A few workshops were organized in Mangalore to  provide hands-on training to participants and the city's &lt;a href="http://staloysiuscollege.co.in/wp-content/uploads/2015/01/Al-Shodana-July-2013.pdf"&gt;St. Aloysius College&lt;/a&gt; opened its door to include Wikipedia editing as part of its syllabus.&lt;/p&gt;
&lt;p class="c5" style="text-align: justify; "&gt;A &lt;span class="c2"&gt;&lt;a class="c1" href="https://www.google.com/url?q=https://outreach.wikimedia.org/wiki/Education&amp;amp;sa=D&amp;amp;ust=1472239163183000&amp;amp;usg=AFQjCNFJ6zG6VfMhlwbsMMXK28yhAzFmrg"&gt;Wikipedia Education Program&lt;/a&gt;&lt;/span&gt; was  promptly organized for the undergraduate students in this college where  students started editing Wikipedia as a classroom assignment and the  faculty was involved both in providing training and evaluating the  articles.&lt;/p&gt;
&lt;p class="c5" style="text-align: justify; "&gt;&lt;span class="c4 c2"&gt;&lt;a class="c1" href="https://www.google.com/url?q=https://tcy.wikipedia.org/wiki/User:Vishwanatha_Badikana&amp;amp;sa=D&amp;amp;ust=1472239163184000&amp;amp;usg=AFQjCNF3mG-hIIQWupw03q_kT8O3FcbKXg"&gt;Vishwanatha Badikana&lt;/a&gt;&lt;/span&gt;,  assistant professor of the Kannada language department at St. Aloysius  College, became an active Tulu Wikipedia editor himself and led outreach  activities at the institution. His students have enriched the Tulu  Wikipedia with articles across a broad range of topics.&lt;/p&gt;
&lt;p class="c5" style="text-align: justify; "&gt;However, what has been achieved so far is still only the  tip of the iceberg. The community is still fairly small and has to grow  beyond one supporting institution. The larger Tulu language community  also has to take ownership and become stewards in growing Tulu  Wikipedia.&lt;/p&gt;
&lt;p class="c5" style="text-align: justify; "&gt;Despite its long, rich linguistic heritage, Tulu is still &lt;span class="c2 c4"&gt;&lt;a class="c1" href="https://www.google.com/url?q=https://opensource.com/life/16/8/how-wikimedia-helped-birth-tulu-wikipedia&amp;amp;sa=D&amp;amp;ust=1472239163184000&amp;amp;usg=AFQjCNH03LorX3azpcQT3ExivdqJQYEAwg"&gt;struggling&lt;/a&gt;&lt;/span&gt; in  terms of achieving wider usage in written form, especially in its  native script. The lack of promotion is also quite evident as the  Karnataka&lt;a class="c1" href="https://www.google.com/url?q=http://www.tuluacademy.org/en/&amp;amp;sa=D&amp;amp;ust=1472239163185000&amp;amp;usg=AFQjCNGuiW4ebaOSfA2ajHEEiNGQ5CVeeg"&gt; &lt;/a&gt;&lt;span class="c2"&gt;&lt;a class="c1" href="https://www.google.com/url?q=http://www.tuluacademy.org/en/&amp;amp;sa=D&amp;amp;ust=1472239163185000&amp;amp;usg=AFQjCNGuiW4ebaOSfA2ajHEEiNGQ5CVeeg"&gt;Tulu Sahitya Academy&lt;/a&gt;&lt;/span&gt;, an official body set up by the Karnataka government uses&lt;a class="c1" href="https://www.google.com/url?q=http://www.tuluacademy.org/ml/&amp;amp;sa=D&amp;amp;ust=1472239163186000&amp;amp;usg=AFQjCNFD2HE41R5ExCYOcaiGVorQ4sfpLw"&gt; &lt;/a&gt;&lt;span class="c2"&gt;&lt;a class="c1" href="https://www.google.com/url?q=http://www.tuluacademy.org/ml/&amp;amp;sa=D&amp;amp;ust=1472239163186000&amp;amp;usg=AFQjCNFD2HE41R5ExCYOcaiGVorQ4sfpLw"&gt;Kannada&lt;/a&gt;&lt;/span&gt; and English for its official portal.&lt;/p&gt;
&lt;p class="c5" style="text-align: justify; "&gt;The biggest challenge of all is the lack of &lt;span class="c2 c4"&gt;&lt;a class="c1" href="https://www.google.com/url?q=https://en.wikipedia.org/wiki/Unicode&amp;amp;sa=D&amp;amp;ust=1472239163186000&amp;amp;usg=AFQjCNHWYHml2DNGOk6HsFvIstldJsNYZg"&gt;Unicode&lt;/a&gt;&lt;/span&gt; support. Unicode is a global standard for scripts, and the&lt;a class="c1" href="https://www.google.com/url?q=https://en.wikipedia.org/wiki/Tigalari_alphabet&amp;amp;sa=D&amp;amp;ust=1472239163187000&amp;amp;usg=AFQjCNHmsVQ-fbGDHq6FKm_00yQJFIC9og"&gt; &lt;/a&gt;&lt;span class="c2"&gt;&lt;a class="c1" href="https://www.google.com/url?q=https://en.wikipedia.org/wiki/Tigalari_alphabet&amp;amp;sa=D&amp;amp;ust=1472239163187000&amp;amp;usg=AFQjCNHmsVQ-fbGDHq6FKm_00yQJFIC9og"&gt;Tigalari script&lt;/a&gt;&lt;/span&gt; that  is used to write in Tulu is not encoded in Unicode. At the moment, all  the articles in the Tulu Wikipedia are written in the&lt;a class="c1" href="https://www.google.com/url?q=https://en.wikipedia.org/wiki/Kannada_alphabet&amp;amp;sa=D&amp;amp;ust=1472239163187000&amp;amp;usg=AFQjCNG-r_p0kAGpwOX1GP7Lp6MoriO3kw"&gt; &lt;/a&gt;&lt;span class="c2"&gt;&lt;a class="c1" href="https://www.google.com/url?q=https://en.wikipedia.org/wiki/Kannada_alphabet&amp;amp;sa=D&amp;amp;ust=1472239163188000&amp;amp;usg=AFQjCNHrKJib2xMw_WIlQyZ22JgKHIRyQA"&gt;Kannada script&lt;/a&gt;&lt;/span&gt; as most of the speakers are based in the state of Karnataka, and speak Kannada as a second language.&lt;/p&gt;
&lt;p class="c5" style="text-align: justify; "&gt;The only possibility of using Tigaliri script is tied to standardizing the script on Unicode, releasing a &lt;a href="https://en.wikipedia.org/wiki/Intellectual_property_protection_of_typefaces#Licensing"&gt;freely licensed&lt;/a&gt; typeface so that it can be bundled as a &lt;a href="https://www.mediawiki.org/wiki/Help:Extension:WebFonts"&gt;web font&lt;/a&gt; to display the script in the case of any mobile or desktop user not  having the font installed on their device.Finally the script for  existing content&lt;a href="https://meta.wikimedia.org/wiki/Wikipedias_in_multiple_writing_systems"&gt; must be converted&lt;/a&gt; from Kannada to Tigaliri.&lt;/p&gt;
&lt;p class="c5" style="text-align: justify; "&gt;There is a series of eight&lt;a class="c1" href="https://www.google.com/url?q=https://commons.wikimedia.org/wiki/Category:Tulu_Wikipedia_Tutorial&amp;amp;sa=D&amp;amp;ust=1472239163188000&amp;amp;usg=AFQjCNFke7XyUvuyW2lHuF_ee8pX3XSMew"&gt; &lt;/a&gt;&lt;span class="c2"&gt;&lt;a class="c1" href="https://www.google.com/url?q=https://commons.wikimedia.org/wiki/Category:Tulu_Wikipedia_Tutorial&amp;amp;sa=D&amp;amp;ust=1472239163189000&amp;amp;usg=AFQjCNH-8wkOnFZaCnJH8KEADI6E4Gab6g"&gt;how-to video tutorials&lt;/a&gt;&lt;/span&gt; that have been created to help new and existing editors to learn more about&lt;a class="c1" href="https://www.google.com/url?q=https://en.wikipedia.org/wiki/Wikipedia:Policies_and_guidelines&amp;amp;sa=D&amp;amp;ust=1472239163189000&amp;amp;usg=AFQjCNGnq2K21jd7wjAlllj2EJ9kLgIpmA"&gt; &lt;/a&gt;&lt;span class="c2"&gt;&lt;a class="c1" href="https://www.google.com/url?q=https://en.wikipedia.org/wiki/Wikipedia:Policies_and_guidelines&amp;amp;sa=D&amp;amp;ust=1472239163189000&amp;amp;usg=AFQjCNGnq2K21jd7wjAlllj2EJ9kLgIpmA"&gt;Wikipedia policies and guidelines&lt;/a&gt;&lt;/span&gt;,&lt;a class="c1" href="https://www.google.com/url?q=https://en.wikipedia.org/wiki/Wikipedia:Manual_of_Style&amp;amp;sa=D&amp;amp;ust=1472239163190000&amp;amp;usg=AFQjCNFjRSA5-hgW6ekOZSk8txcAOKU9XA"&gt; &lt;/a&gt;&lt;span class="c2"&gt;&lt;a class="c1" href="https://www.google.com/url?q=https://en.wikipedia.org/wiki/Wikipedia:Manual_of_Style&amp;amp;sa=D&amp;amp;ust=1472239163190000&amp;amp;usg=AFQjCNFjRSA5-hgW6ekOZSk8txcAOKU9XA"&gt;style&lt;/a&gt;&lt;/span&gt; and the editing process.&lt;/p&gt;
&lt;p class="c5" style="text-align: justify; "&gt;“Many students have contributed by creating these tutorials,” says Dr. Badikana.&lt;/p&gt;
&lt;p class="c5" style="text-align: justify; "&gt;The current set of editors are doing their best to  spread the word about the project while safeguarding the core values of  Wikipedia.&lt;/p&gt;

This will  help the future generation to know more about the language and act as a  source of information on Tulu language and culture.”&lt;/p&gt;
&lt;p class="c5" style="text-align: justify; "&gt;Dr. Badikana moreover shared in an interview with  this author that he is hopeful of seeing more Tulu speakers contributing  to Tulu Wikipedia, as he feels that growing language content online,  combined with work in conventional classrooms, is the best approach to  preserving the language.&lt;/p&gt;

    <title>Looking ahead to the future of the Kannada Wikipedia: Vasanth S.N.</title>

As part of the WikipediansSpeak series, I caught up with Vasanth to learn about his contributions to the Kannada Wikipedia, which just celebrated its 13th anniversary. In the discussion Vasanth shares his long time involvement in the Wikimedia movement, and what drives him every day to edit Wikipedia and helping other fellow Wikimedians.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;&lt;strong&gt;Subhashish Panigrahi (SP)&lt;/strong&gt;: Hi Vasanth, thanks for agreeing to share about yourself. Can you tell me little about yourself and how you started contributing to Kannada Wikipedia?&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;strong&gt;Vasanth S.N. (VSN)&lt;/strong&gt;: I grew up in a small town in the Indian state of &lt;a href="https://en.wikipedia.org/wiki/Karnataka"&gt;&lt;span style="text-decoration: underline;"&gt;Karnataka&lt;/span&gt;&lt;/a&gt;. After completing my PG Diploma in Human Resources studies from &lt;a href="https://en.wikipedia.org/wiki/Indira_Gandhi_National_Open_University"&gt;&lt;span style="text-decoration: underline;"&gt;Indira Gandhi National Open University&lt;/span&gt;&lt;/a&gt; (IGNOU) I started working at &lt;a href="https://en.wikipedia.org/wiki/Dharmasthala_Temple"&gt;&lt;span style="text-decoration: underline;"&gt;Dharmasthala temple&lt;/span&gt;&lt;/a&gt; in Karnataka where I have been working over last 35 years. As a student, I was voracious reader of &lt;a href="https://en.wikipedia.org/wiki/Kannada"&gt;&lt;span style="text-decoration: underline;"&gt;Kannada-language&lt;/span&gt;&lt;/a&gt; books. Science, art and culture were my favorite subjects back then. I started contributing to Kannada Wikipedia back in 2006. Shushrutha, a scientist based outside India helped me with several technical needs like creating templates in Kannada Wikipedia. With his help, I contributed to articles related &lt;a href="https://en.wikipedia.org/wiki/Chemical_element"&gt;&lt;span style="text-decoration: underline;"&gt;chemical elements&lt;/span&gt;&lt;/a&gt;. He helped a lot in importing templates then. These days another Wikipedia editor Omshivaprakash is helping in importing templates and several other technical needs I have, thanks to Pavanaja who is also helping and encouraging me regularly.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;strong&gt;SP&lt;/strong&gt;: What are you currently working on?&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;strong&gt;VSN&lt;/strong&gt;: After the 14 volume Kannada encyclopedia “&lt;a href="http://cis-india.org/openness/blog-old/university-of-mysore-releases-kannada-vishwakosha-under-cc-license"&gt;&lt;span style="text-decoration: underline;"&gt;Kannada Vishwakosha&lt;/span&gt;&lt;/a&gt;” got &lt;a href="http://cis-india.org/openness/blog-old/university-of-mysore-releases-kannada-vishwakosha-under-cc-license"&gt;&lt;span style="text-decoration: underline;"&gt;relicensed under CC-BY-SA 3.0&lt;/span&gt;&lt;/a&gt; license by Mysore University, we have started digitizing it on &lt;a href="http://kn.wikisource.org/"&gt;&lt;span style="text-decoration: underline;"&gt;Kannada Wikisource&lt;/span&gt;&lt;/a&gt;. I am taking the digitized articles from here to Kannada Wikisource. I first check for the English Wikipedia article, use some of the updated content from there with citations, and wikify the Kannada Vishwakosha articles to create articles on Kannada Wikipedia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;strong&gt;SP&lt;/strong&gt;: What are the kind of challenges you generally face?&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;strong&gt;VSN&lt;/strong&gt;: Something that really bothers me is the low participation of &lt;a href="https://en.wikipedia.org/wiki/Kannada_people"&gt;&lt;span style="text-decoration: underline;"&gt;Kannadiga&lt;/span&gt;&lt;/a&gt;&lt;a href="https://en.wikipedia.org/wiki/Kannada_people"&gt;&lt;span style="text-decoration: underline;"&gt;s&lt;/span&gt;&lt;/a&gt; in contributing to Kannada Wikipedia. I wish there could be more discussions in the village pump and collaborations between fellow editors. Many of the long time Wikimedians like &lt;a href="https://kn.wikipedia.org/wiki/User:Radhatanaya"&gt;&lt;span style="text-decoration: underline;"&gt;Radhatanaya&lt;/span&gt;&lt;/a&gt;, who is probably over 70 years old, need more support with complex Wikipedia policies, and more appreciation. And so are B.S. Chandra from Sagara, Karnataka and many other editors so that every single editor feels to be an important aspect of the community. We also have to bring back editors like &lt;a href="https://kn.wikipedia.org/wiki/User:Teju2friends"&gt;&lt;span style="text-decoration: underline;"&gt;Tejas Jain&lt;/span&gt;&lt;/a&gt; who were active some time back but have slowed down over time. I feel bad that we are lagging behind our neighboring Wikimedia communities like Tamil and Malayalam. When we cannot scale up too fast, a valuable resource like Kannada Vishwakosha that I mentioned before would be really useful in populating Kannada Wikipedia with good quality article. The Vishwakosha is not just compiled by subject experts but has been updated over time. I am more than happy if more editors are willing to join use this encyclopedia as a resource and I am sure we could create over 14,000 articles that a handful of editors like me will take over years to complete otherwise. However the community is skeptical about just one citation but i think we could always rely on English Wikipedia and search for more resources for additional citations.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;strong&gt;SP&lt;/strong&gt;: What do you suggest we—all the Wikimedians, the Wikimedia India chapter, and us (CIS-A2K)—should work on?&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;strong&gt;VSN&lt;/strong&gt;: I feel that we are focusing so much only on cities and there might be potential editors in rural areas. But may be reaching out to people who have access to computer and internet is a low hanging fruit as compared to outreach in rural Karnataka. There are over &lt;a href="http://www.schooleducation.kar.nic.in/schooladoption.htm"&gt;&lt;span style="text-decoration: underline;"&gt;46,000 state-run schools&lt;/span&gt;&lt;/a&gt; and many have computers. Taking Kannada Wikipedia to select schools with the facilities needed might result in bringing in flesh blood to the community. I also think that the veteran professors and educators could help grow Wikipedia by correcting articles and wikifying if not writing articles. There might be collectives of such people that I do not know of but in my opinion, it is worth trying. I tried to request some professors in Ujjire, Karnataka to help with correcting over 60 articles related to plant varieties of Karnataka but could not get much help. But that is just one failure and should not stop reaching out to more professors. And if a collective of professors does not exist we could find a common area of interest and create a group.&lt;/p&gt;

    <title>Konkani Wikipedia Goes Live After 'Nine Years' of Incubation</title>

        &lt;b&gt;Konkani Wikipedia is the second Wikimedia project after Odia Wikisource that has gone live out of incubation. The project stayed in the incubation for nine long years and the community has gone through a long debate to have a Wikipedia of their own. Here is a blog highlighting three Konkani Wikimedians and an advocate of the Wikipedia movement whose efforts finally paid off.&lt;/b&gt;

&lt;p style="text-align: justify;"&gt;The Goan Konkani Wikipedia (available at &lt;a href="https://gom.wikipedia.org"&gt;gom.wikipedia.org&lt;/a&gt;) has gone live after spending nine long years in incubation.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;An Indo-Aryan language, of the Indo-European family of languages, Konkani is the official language of &lt;a title="w:Goa" href="https://en.wikipedia.org/wiki/Goa"&gt;Goa&lt;/a&gt;. It is a minority language in other Indian states, such as &lt;a title="w:Maharashtra" href="https://en.wikipedia.org/wiki/Maharashtra"&gt;Maharashtra&lt;/a&gt;, &lt;a title="w:Karnataka" href="https://en.wikipedia.org/wiki/Karnataka"&gt;Karnataka&lt;/a&gt;, northern &lt;a title="w:Kerala" href="https://en.wikipedia.org/wiki/Kerala"&gt;Kerala&lt;/a&gt;, &lt;a title="w:Dadra and Nagar Haveli" href="https://en.wikipedia.org/wiki/Dadra_and_Nagar_Haveli"&gt;Dadra and Nagar Haveli&lt;/a&gt;, and &lt;a title="w:Daman and Diu" href="https://en.wikipedia.org/wiki/Daman_and_Diu"&gt;Daman and Diu.&lt;/a&gt; It is spoken by about 7.4 million people.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Konkani can be written in five different scripts: Devanagari—officially used by the Government of Goa—as well as Latin (locally known as &lt;a href="https://en.wikipedia.org/wiki/Konkani_in_the_Roman_script"&gt;Romi Konkani&lt;/a&gt;), Kannada, Malayalam, and Persian. Of these, the Goan Antruz dialect of the language, in the Devanagari script, is considered &lt;a title="en:Konkani alphabets" href="https://en.wikipedia.org/wiki/Konkani_alphabets"&gt;standard&lt;/a&gt; by the Indian constitution.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The Konkani Wikipedia has many heroes, as we see them. &lt;a title="gom:User:Melissa Simoes" href="https://gom.wikipedia.org/wiki/User:Melissa_Simoes"&gt;Melissa Simoes&lt;/a&gt; and &lt;a title="gom:User:Darshan kandolkar" href="https://gom.wikipedia.org/wiki/User:Darshan_kandolkar"&gt;Darshan Kandolkar&lt;/a&gt; are two of the many long-term contributors who joined during the &lt;a href="https://meta.wikimedia.org/wiki/CIS-A2K/Konkani_Wikipedia_@Goa_University"&gt;Konkani Wikipedia @ Goa University&lt;/a&gt; program and are still active even after the program formally concluded. Darshan is an assistant professor at the &lt;a title="w:Government College Pernem" href="https://en.wikipedia.org/wiki/Government_College_Pernem"&gt;Government College Pernem&lt;/a&gt; in Goa. His professor at &lt;a title="w:Goa University" href="https://en.wikipedia.org/wiki/Goa_University"&gt;Goa University&lt;/a&gt;, Dr. Madhavi Sardesai—who passed away last year—played a vital role in inspiring him to go for higher studies in Konkani. Darshan realized that there is a lot to be written in Konkani when he was introduced to Wikipedia, and after that, he became dedicated to contributing to the project.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;“I would like to bring more students as contributors to our Konkani Wikipedia,” Darshan says. “My aim is to start with my students at Government College Pernem. Being an alumnus of Goa University, I also want my juniors there to join our community and enrich Konkani Wikipedia.”&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;“I have a dream to start a project for the freedom fighters of Goa and involve a diverse set of people, from students to journalists and columnists. I also want to build partnership with educational institutions so we could engage with the students for a longer run and the existing Konkani community could mentor them,” he continues.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;“Being a new Wikipedia project, Konkani Wikipedia needs more quality measures and the articles have to grow to good quality articles with more images and templates, I want to take it to the level of English Wikipedia with both quantitative and qualitative growth in articles!”&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The Konkani Wikimedia community has been using social media actively to promote the Konkani Wikipedia project, and to celebrate the successes of its contributors. After Melissa became the top contributor to the project, her fellow editor &lt;a title="incubator:User:Konknni mogi 24" href="https://incubator.wikimedia.org/wiki/User:Konknni_mogi_24"&gt;Luis Gomes&lt;/a&gt; &lt;a href="https://www.facebook.com/groups/konkaniwikipedia/permalink/485802771575565"&gt;congratulated&lt;/a&gt; her. That brought Melissa into the spotlight, gaining the attention of editors from the global Wikimedia community. The community is continuing a tradition to rewarding the most prolific contributor of each month as the “Wikipedian of the Month”.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Melissa was introduced to the Wikipedia program at her university where the target for each participating student was to write one article each about a village in Goa. “I wrote my article just for the sake of the marks, but never bothered to think about why I am writing it. After the program was over, I became inactive on Wikipedia.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;“After some time, I met Father [Luis Gomes] in parish and then Darshan and Father inspired me to resume editing. Then, it became an addiction and I never stopped even for a day. I would come back from work and sit in front of my computer.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;“Now, I am a teacher, and my fellow teachers are mostly women. I would like to introduce the Goan Konkani Wikipedia to them so they could also contribute to Wikipedia,” Melissa says.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;As Konkani Wikipedia went live, long term Wikimedian Fredrick Noronha, an early advocate of Konkani Wikipedia, said, “It is a wonderful feeling to see the Goan Konkani Wikipedia live. I would like to congratulate all who have been involved in some or the other way with the making of Konkani Wikipedia live from the days of its inception and incubation.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;“I am not a great contributor or even a language expert. I come from a content background and found my interest in Wikipedia, Wikimedia Commons and Creative Commons long ago. But this helped me to associate myself in some way with the Konkani Wikipedia incubator. I am happy that CIS-A2K chipped in to help build a community and help it grow in collaboration with the Goa University.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;“Students of the Konkani department in the university are the real heroes to take this effort forward by filling the Wikipedia incubator with more editing activity to which the institutional backing acted as catalyst,” he added.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Fredrick feels there are major challenges that the community now has to start taking measures for: “The macrolanguage is written in multiple scripts. Out of five of the scripts three—Devanagari, Romi/Latin and Kannada—are actively used in printing and publication currently. People using all the scripts should be equally participating in a movement like Wikipedia to take their languages to other native speakers using Wikipedia as a digital tool.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;“The second challenge is with the contributors. Goa, being home to majority of the Konkani language speakers, has English education from the primary level. This means many have a great level of technical ability. The technical contributor community here would be of great use to Konkani Wikipedia if tapped,” he adds.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;“The technical contributors are eager to contribute but have not been approached in a manner that would interest them. Similarly the Konkani authors who are helping propagate the language to masses have sadly no or very little clue about Wikipedia’s existence in Konkani. This disparity is stopping a massive flow of local encyclopedic content to the Konkani Wikipedia. Unless we tap into the technological and the linguistic groups it will be only a tip of the iceberg.”&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Fredrick explains that the the current Konkani Wikipedia community is primarily made up of students of Goa University. “This is both good and bad,” he says. “Having young and enthusiastic students as Wikipedia editors is helping the project to leap forward, which might not have happened if the faculty were targeted instead. There is, however, a great need for diversification.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;“The approach to bring in authors in the 60–70 years age group will vary from the approach to bring in, for example, technical people. Our outreach strategies should ultimately fulfill both the literary and technological contributors, so that their work can help us to both grow content and to solve the problem of the multiple scripts, respectively,” Fredrick adds.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The Konkani Wikipedia community is organizing a &lt;a href="https://www.facebook.com/events/1449555445347537/"&gt;public seminar&lt;/a&gt; on July 18 at &lt;a href="https://www.unigoa.ac.in/"&gt;Goa University&lt;/a&gt; to celebrate the launch of the Konkani Wikipedia and to pay tribute to Dr. Madhavi Sardesai, who always dreamed of the Konkani Wikipedia getting out of incubation.&lt;/p&gt;

    <title>Konkani Wikipedia — Climbing up the Indian Language Ladder?</title>

        &lt;b&gt;Konkani as a language has seen geographical, political and religious conflicts. Being the official language of Goa and spoken widely in the Indian states of Karnataka, Kerala and Maharashtra it is still trying to strengthen its base. Recently CIS-A2K in collaboration with Goa University organized a four-day workshop for MA, Konkani language students. This workshop involved 38 students creating 43 new articles on Konkani Wikipedia which is incubation. We’re hoping that these efforts will contribute towards bringing this 7 year old project out of incubation to a live Wikipedia project.&lt;/b&gt;

A community of volunteers (known as Wikipedians) gradually grow to sustain this Wikipedia in incubation with active contribution. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;a href="https://incubator.wikimedia.org/wiki/Wp/gom/Mukhel_Pan"&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Konkani Wikipedia incubator&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/a&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;began way back in 2006. However, due to many reasons it could not take off and is still in incubation. One of the major reasons has been the issue with multiple script usage. Due to political and religious reasons &lt;a class="external-link" href="http://en.wikipedia.org/wiki/Konkani_language"&gt;Konkani&lt;/a&gt; has multiple writing and verbal standards and is also written in multiple script. These include &lt;a class="external-link" href="http://en.wikipedia.org/wiki/Devanagari"&gt;Devanagari&lt;/a&gt; and &lt;a class="external-link" href="http://en.wikipedia.org/wiki/Roman"&gt;Roman&lt;/a&gt; (&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span&gt;&lt;span&gt;&lt;i&gt;&lt;span&gt;&lt;span&gt;also known as Romi&lt;/span&gt;&lt;/span&gt;&lt;/i&gt;&lt;/span&gt;&lt;/span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;) in Goa where Devanagari is the official script, Kannada in the Konkani speaking regions of Karnataka (Mangalore region primarily), Malayalam in Kerala (Kochi region) and in Perso-Arabic script by part of the Konkani speaking population. The largest script usage for Konkani is in Devanagari. &lt;a class="external-link" href="http://www.unigoa.ac.in/"&gt;Goa University&lt;/a&gt; is world's first university to have a &lt;a class="external-link" href="http://www.unigoa.ac.in/department.php?adepid=7&amp;amp;mdepid=1"&gt;masters programme in Konkani language&lt;/a&gt; where the writing standard is in Goan Konkani (Language code: Gom) which is written in Devanagari. They discussed about the workshop and the prerequisites; going through the &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;a href="https://incubator.wikimedia.org/wiki/Special:PrefixIndex/Wp/gom"&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;list of articles&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/a&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;on Konkani Wikipedia, and writing a unique article by collecting resources and creating their usernames on Wikipedia before attending the workshop. To our surprise, all of the students including the four coordinators came out with at least two pages of written content before the workshop.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;h2&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Day 1: Building the Blocks&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/h2&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;It was 10 in the morning. A big LED panel in the audio visual room of the &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;a href="http://www.goacentrallibrary.gov.in/"&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Krishnadas Shama State Central Library, Goa&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/a&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;was displaying the word cloud containing words like Wikipedia, Openness, Education, Open Knowledge, Global Collaboration, etc. Soon the room was filled with 20 M.A. students from the &lt;a class="external-link" href="http://www.unigoa.ac.in/department.php?adepid=7&amp;amp;mdepid=1"&gt;Konkani Department of Goa University&lt;/a&gt;. Prior to the workshop we had interacted with the students in the presence of Head of the department &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;a href="https://meta.wikimedia.org/w/index.php?title=User:Rpriyadarshini&amp;amp;action=edit&amp;amp;redlink=1"&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Dr. Priyadarshini&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/a&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;and &lt;a class="external-link" href="http://en.wikipedia.org/wiki/Madhavi_Sardesai"&gt;Prof. Madhavi Sardesai&lt;/a&gt; and from the Konkani department. With the help of them we managed to get a majority of the students to sign up and create their user accounts before the first workshop. We had to do some rough work to plan for a whole day workshop. The word "workshop" has been always boring for the students and our biggest worry was how we would keep this boredom at bay and make Wikipedia editing a fun.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;h3&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Intro Yourself&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;To start with the first day we had an "Adjective Name" activity. It was fun to know how people judge themselves with adjective. Myself turned out to be "Sub-Hashish" and Nitika turned out to be "Naughty-Nitika"! Then we had a discussion about articles that students planned to write. A few of them were not sure if articles like social issues and biography of a writer could fit into Wikipedia framework.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Editing Time&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Article titles were decided. Everyone was ready with their homework write-ups and books for adding sources. The next big thing was typing in Devanagari. Only four-five of them knew typing. Students came forward for trying their hands in typing. For the first time some of them typed a few words and they typed it correctly. We could see the glow of triumph after they typed correctly using “&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;a href="https://www.mediawiki.org/wiki/Help:Extension:UniversalLanguageSelector/Input_methods/hi-transliteration"&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Transliteration&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/a&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;” &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;layout. The editing session began. Our experience with majority of the Indian language outreach participants had been more or the less the same; most new Wikipedians struggle to type. This time we printed some&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;a href="http://upload.wikimedia.org/wikipedia/commons/6/68/Konkani_%28Devanagari%29_keyboard_layout_and_typing.pdf"&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/a&gt;&lt;a href="http://upload.wikimedia.org/wikipedia/commons/6/68/Konkani_%28Devanagari%29_keyboard_layout_and_typing.pdf"&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;handouts&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/a&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;with the layout for typing help. It worked well. Students managed to type albeit small little typos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;h3&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Game Time&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;We had to cut the session for an activity break and invited them to play “Tumi Kashi Asat” (means &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span&gt;&lt;span&gt;&lt;i&gt;&lt;span&gt;&lt;span&gt;How are you doing&lt;/span&gt;&lt;/span&gt;&lt;/i&gt;&lt;/span&gt;&lt;/span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;in Konkani). This is a game I learned from my colleague Vishnu. To make it more interesting we got it translated to Konkani by our coordinator Supriya. The host has to make some body movements and ask “Tumi Kashi Asat” and bending forward. The participants have to move their body in the reverse way and answer “Ami bari ashat” (I’m doing good). This replaced the caffeine intake for the four days and kept all of us alive.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;&lt;span&gt;The  editing spree went on for the rest of the day. Regular doses of small  fun activities were served to keep the Goan tides high. To our surprise  all of the students created articles. We were not sure whether we could  judge them in the parameter of stub and start. For us it was the  greatest start for a language to have the asset of these sweet  wikipedians that have seen many struggles and spent seven years in  incubation.&lt;/span&gt;&lt;/p&gt;
&lt;h3&gt;&lt;span&gt;Rat and Frog Game&lt;/span&gt;&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;There  was surprise for participating wikipedians post lunch, “Rat race”.  Participants sit on chairs and one of them is made to stand in the  center. The rat makes others run and replace each others seats and one  among the participants become rat. This rat race brought back the old  childhood memories and for a moment everyone forgot their age. At the  end of it students sat down to take a deep breath and we taught them  some of the basic wiki-codes (bold, Italics and adding references).&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Editing  session went on until the rest of the day. To our surprise all of the  students had created their first articles by the end of the day.&lt;/p&gt;

&lt;h2&gt;&lt;span&gt;Day 2: Climbing up the Ladder&lt;/span&gt;&lt;/h2&gt;
&lt;p style="text-align: justify; "&gt;This was the day to tell the students about the advanced options and ensure addition of more citations. Citations on Wikipedia are very essential for readers to validate the facts. But bringing this to the students who just had started learning typing in their language a day before was not that easy. The second day was spent giving small breaks during the editing session for small activities. Running, jumping and shouting fueled the students to be happy editors and not burdened. We managed to teach them the advanced options for proper wiki-formatting (Bold, Italics, Heading and Category), and citations. By the end of the first two days 22 students created 24 articles (about 42 pages of written content). Everyone clapped for their friends. We welcomed them to Konkani Wikipedia community, left our contacts to contact further and showed them the Facebook group that they could join and be more connected before thanking and saying bye for the day with the promise of more fun for the next workshop.&lt;/p&gt;
&lt;h2 style="text-align: justify; "&gt;Day 3: Fresh Batch, New Start&lt;/h2&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Sixteen new students from the M.A. course were welcomed. Four student-coordinators and one from the first batch of students joined the "funday". The entire day was spent with lots of fun, creating articles and learning about the basic know how about &lt;a class="external-link" href="http://www.mediawiki.org/wiki/Help:Formatting"&gt;Wiki-codes&lt;/a&gt;. Half the students in this batch knew typing in Devanagari Inscript. Our first and second day taught us how students ask their fellow students more than they ask us for small little help. Nitika and myself being Inscript noobs made it tough. We then paired these students with those who knew &lt;a class="external-link" href="http://http//en.wikipedia.org/wiki/InScript_keyboard"&gt;Inscript&lt;/a&gt;, thanks to the &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;a href="http://fedoraproject.org/w/uploads/2/24/I18N_Indic_MarathiKeyboardLayouts_IndicKeyboardLayoutInscriptForMarathi.png"&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Fedora Devanagari keyboard layout&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/a&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;. It helped us to look and guide the students. All of the students created their first articles. &lt;a class="external-link" href="http://incubator.wikimedia.org/wiki/User:John_Noronha"&gt;John&lt;/a&gt;, &lt;a class="external-link" href="http://incubator.wikimedia.org/wiki/User:Supriya_kankumbikar"&gt;Supriya&lt;/a&gt; and &lt;a class="external-link" href="http://incubator.wikimedia.org/wiki/User:Vaishali_Parab"&gt;Vaishali&lt;/a&gt; (from first batch) were giving final touches to their second articles.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;h2 style="text-align: justify; "&gt;Day 4: No Need to Say Good Bye!&lt;/h2&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;This was the day to do two very important things: clap for their contribution on the first day and tell about contribution of their friends, teach about the advanced options and extend further support. Seeing the newspaper coverage about the workshop featuring some of their friends was a delight for our new wikipedians after two long days. Few of them came forward to share their experience about the workshop and their vision for Konkani language.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;At the end of four days all of them bid us farewell. It felt like saying bye to good old friends. These were the foundation days and the biggest editing rally &lt;a class="external-link" href="https://incubator.wikimedia.org/wiki/Wp/gom/Mukhel_Pan"&gt;Konkani Wikipedia Incubator&lt;/a&gt; has seen in the last seven years with this milestone that the students had created. Happy faces of our new found friends is going to be a great piece of memory in this  journey.&lt;/span&gt;&lt;/p&gt;

    <title>Kolkata: Tasting the Sweetness of Wikipedia!</title>

Through this blog post he shares his experience and learning from the interaction. This post explores the journey of three wikipedians — Jayanta Nath, Deepon Saha and Ashwin.&lt;/b&gt;
        &lt;h3&gt;Jayanta Nath and Deepon Saha — Lecture on Bangla Wikipedia&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;Jayanta is one of the active contributors in &lt;a class="external-link" href="http://bn.wikipedia.org"&gt;Bangla Wikipedia&lt;/a&gt;. He has supported community building for Bangla Wikipedia in India. Apart from contributing articles Jayanta supports many wikipedians for fixing technical issues on various language wikis. Deepon is another active wikipedian from Kolkata who contributes mostly to English Wikipedia besides contributing to WikiCommons and Bangla Wikipedia and taking active part in community building in Kolkata and other places. I met both Jayanta and Deepon recently in Kolkata and discussed about Bangla Wikipedia and the role of contributors from India.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Over the last few years Bangla Wikipedia has seen enough growth — growth in number of articles, growth in number of outreach, growth in number of contributors and lot more. However, there is something missing in this list, and that is the growth in number of Bangla editors from India. Sadly, though Bangla speaking people constitute a major part of the intellectual sphere. Bangla Wikipedia has not seen many new faces in the recent past from the Indian subcontinent. "English has become like a mother language of most Bengalis in Kolkata and Bengalis residing in other major cities", expresses Jayanta with grief. "Most of the Bengalis speak and are adhered to Bengali language but the use of language is limited only to speaking. And they no more use Bangla in writing. That is what makes it more difficult to tell them about Bangla Wikipedia", adds Deepon. Bangla Wikipedia in India is facing one more major challenge: media coverage. There is not much coverage about Bangla Wikipedia in Bangla media, especially print media. "I was interviewed by the Times of India, Hindu, Telegraph and few other English newspapers but, surprisingly there was not much coverage in Bangla media. There are almost 12 Bangla newspapers being published from Kolkata and in spite of our efforts the outcome is far below expectation", explains Jayanta. Jayanta feels there is much scope for community building for Bangla Wikipedia in rural West Bengal. Unlike urban Bengal, Bangla is the primary medium of both verbal and written communication.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Computer literacy might be a big hurdle when it comes to spreading words about editing Bangla Wikipedia. But it is difficult to predict about the status of government schools, computer and internet penetration before initiating outreach for rural places. Deepon also suggests about making a small survey in Bangla medium schools in Kolkata to understand the scope for any Bangla education program in those schools. We discussed about the internet penetration to measure and assess the state of Bangla on internet and its public usage. Out of the ten Bangla newspapers only two are available in unicode for their online edition. The state of unicode and online usage of Bangla in unicode is much better in Bangladesh which also explains that Bengalis in Bangladesh are using Bangla to a great extent including reading, writing and upon internet.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Typing is another challenge to be tackled. DTP operators, government offices where Bangla typing is used normally use a different typing scheme and non-unicode fonts (mostly old ISCII or ASCII fonts). "We could bring many Bangla enthusiasts to Bangla Wiki projects by simplifying the typing solution and making people aware about the available typing tools. Simple video tutorials and smaller help pages with easy-to-understand guidelines will be helpful and these should be linked from other pages so the new editors will find them and make use of them to learn editing", adds Deepon.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;The Full Story Began with Loads of Curiosity and a Small [Edit] Button!&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;Deepon was searching for some information online while he discovered the available information on wikipedia is incorrect. He was searching for a help desk to ask to correct it. Suddenly he discovered the "Edit" button, when he clicked on it a new page opened up with a warning: "You are not logged in. Your &lt;a href="http://en.wikipedia.org/wiki/IP_address"&gt;IP address&lt;/a&gt; will be publicly visible if you make any edits. Please &lt;a href="http://en.wikipedia.org/w/index.php?title=Special:UserLogin&amp;amp;returnto=Pune&amp;amp;returntoquery=action%3Dedit"&gt;log in&lt;/a&gt; or &lt;a href="http://en.wikipedia.org/w/index.php?title=Special:CreateAccount&amp;amp;returnto=Pune&amp;amp;returntoquery=action%3Dedit"&gt;sign up&lt;/a&gt; to have your edits associated with a user name, among &lt;a href="http://en.wikipedia.org/wiki/Wikipedia:Why_create_an_account%3F#Summary_of_benefits"&gt;other benefits&lt;/a&gt;."  He clicked, signed up and created a new account and corrected the mistake. That was the first time Deepon made his first edit on Wikipedia and never stopped after that.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Ashwin (User:AshLin): Passion to Contribute to Wikipedia still Flying like Butterflies&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;There was no book available in the early 80s when Ashwin wanted to know more about Indian butterflies. There was no article on Wikipedia about Indian butterflies and there were very less available resource on Indian butterflies. Ashwin along with Shyamal and other enthusiasts collaborated to start working on this project which brought many other contributors. The other project he was quite involved was about Indian snakes. One of his key motivations for contributing to Wikipedia was making the resource about Indian butterflies available for others.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Ashwin  is one of those active contributors from India who are active for the last  few years for bringing more editors onboard to write on articles of  Indian context, primarily on English Wikipedia. Out of his own passion  Ashwin started contributing to several projects like &lt;a href="http://en.wikipedia.org/wiki/Wikipedia:WikiProject_Lepidoptera"&gt;WikiProject Lepidoptera&lt;/a&gt; which brought many wonderful articles on Wikipedia. Ashwin is greatly appreaciate for his participation in projects like &lt;a href="http://en.wikipedia.org/wiki/WP:OWIS"&gt;WikiProject Offline Wikipedia for Indian Schools&lt;/a&gt;, &lt;a href="http://en.wikipedia.org/wiki/WP:INCOTM"&gt;Collaborations of the month&lt;/a&gt;.  Ashwin extended his help to the Pune community when he was in Pune from  organizing outreach events to bringing editors onboard to take  leadership for new projects. "There is a lot of scope for regional  language wikipedians to learn from the English Wikipedia projects. Projects on English Wikipedia involves more people and the lessons would  be helpful for other regional language wikipedians and English  wikipedians in India are always interested to help", expresses Ashwin.  Currently he is in a small wikibreak and will be back soon!&lt;/p&gt;

        &lt;p style="text-align: justify; "&gt;The Wikimedia community in the city of joy gathered near Salt lake  during Recently &lt;a href="http://editors.cis-india.org/" class="external-link"&gt;Centre for Internet and Society&lt;/a&gt;'s &lt;a class="external-link" href="http://meta.wikimedia.org/wiki/India_Access_To_Knowledge"&gt;Access To Knowledge Programme&lt;/a&gt; team's visit.  Four Wikipedians from Kolkata, Wikimedia  Foundation's mobile Developer &lt;a class="external-link" href="http://www.mediawiki.org/wiki/User:Yuvipanda"&gt;Yuvaraj Pandian&lt;/a&gt; and OPW intern &lt;a class="external-link" href="http://www.mediawiki.org/wiki/User:Sucheta_Ghoshal"&gt;Sucheta  Ghoshal&lt;/a&gt; joined A2K's &lt;a class="external-link" href="http://meta.wikimedia.org/wiki/User:Visdaviva"&gt;Vishnu Vardhan&lt;/a&gt; and &lt;a class="external-link" href="http://meta.wikimedia.org/wiki/User:Psubhashish"&gt;Subhashish Panigrahi&lt;/a&gt; for this  meetup. Vishnu addressed the wikipedians and gave a brief introduction  about the programme's objectives and plans. Bengali Wikipedians &lt;a class="external-link" href="http://en.wikipedia.org/wiki/User:Jayantanth"&gt;Jayanta Nath&lt;/a&gt; and &lt;a class="external-link" href="http://en.wikipedia.org/wiki/User:BengaliHindu"&gt;Kalyan Sarkar&lt;/a&gt; shared the success stories and activities in Bengali  Wikipedia community. They also discussed about the challenges Indian  Bengali wikipedians are facing. Wikipedians discussed few of the  technical aspects of Bengali Wikipedia over lunch. Vishnu and Subhashish  discussed about the opportunities that could be explored to bring more  good quality content relevant to West Bengal and Bengali language over  lunch.&lt;/p&gt;

&lt;p&gt;SFD &lt;a href="https://www.fsf.org/blogs/community/its-software-freedom-day"&gt;encourages&lt;/a&gt; everyone to gather in their own cities (here's a &lt;a href="http://www.softwarefreedomday.org/map/index.php?year=2015"&gt;map&lt;/a&gt; of places where SFD is organized this year), educate people around them  about free software, and promote the cause on social media (with the  hashtag &lt;a href="https://twitter.com/search?q=%23SFD2016"&gt;#SFD2016&lt;/a&gt; this year). There's also hackathons (hacking free software to modify the  code and create what one wants to have in it),  running free software  installation camps, and even going creative with &lt;a href="http://www.htxt.co.za/2015/09/03/flying-freedom-day-gloriously-combines-drones-and-craft-beer/"&gt;flying a drone running free software&lt;/a&gt;.&lt;/p&gt;

&lt;p&gt;&lt;b&gt;What are FOSS, free software, open source, and FLOSS?&lt;/b&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Free and open source software (FOSS or F/OSS), and free/libre and  open-source software (FLOSS) are umbrella terms that are used to include  both free software and open source software. Adopted by noted software  freedom advocate Richard Stallman in 1983, free software has many names —  libre software, freedom-respecting software and software libre are some  of them. As defined by the &lt;a href="https://www.gnu.org/philosophy/free-software-intro.html"&gt;Free Software Foundation&lt;/a&gt;,  one of the early advocates of software freedom, free software allows  users not just to use the software with complete freedom, but to study,  modify, and distribute the software and any adapted versions, in both  commercial and noncommercial form.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The distribution of the software for  commercial and noncommercial form, however, depends on the particular  license the software is released under. “&lt;a href="https://en.wikipedia.org/wiki/The_Open_Source_Definition"&gt;Open source&lt;/a&gt;” was coined as an alternative to free software in 1998 by educational-advocacy organization &lt;a href="https://opensource.org/history"&gt;Open Source Initiative.&lt;/a&gt; Open  source software is generally created collaboratively, made available  with its source code, and it provides the user rights to study, change,  and distribute the software to anyone and for any purpose.&lt;/p&gt;

&lt;p&gt;From South Asia, there are &lt;a href="http://wiki.softwarefreedomday.org/2016/India"&gt;13 celebratory events in India&lt;/a&gt;, &lt;a href="http://wiki.softwarefreedomday.org/2016/Nepal?highlight=%28%5CbCategoryCountry2016%5Cb%29"&gt;eight in Nepal&lt;/a&gt;, &lt;a href="http://wiki.softwarefreedomday.org/2016/Bangladesh?highlight=%28%5CbCategoryCountry2016%5Cb%29"&gt;one in Bangladesh&lt;/a&gt; and &lt;a href="http://wiki.softwarefreedomday.org/2016/Sri%20Lanka?highlight=%28%5CbCategoryCountry2016%5Cb%29"&gt;four in Sri Lanka&lt;/a&gt;.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;South Asian countries have seen adoption of both free software and open  source software by individuals, organizations and the government. The &lt;a href="http://www.fsmi.in/about"&gt;Free Software Movement of India&lt;/a&gt; was founded in Bengaluru, India, in 2010 to act as a national coalition  of several regional chapters working to promote and grow the free  software movement in India.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Indian government has &lt;a href="https://data.gov.in/about-us"&gt;launched&lt;/a&gt; an open data portal at &lt;a href="http://data.gov.in"&gt;data.gov.in&lt;/a&gt; portal for sharing large datasets like the census data under free licenses. The government's &lt;a href="http://meity.gov.in/sites/upload_files/dit/files/policy_on_adoption_of_oss.pdf"&gt;new policy&lt;/a&gt; emphasizes on adopting open source software. Moreover government's Ministry of Communication and Information Technology &lt;a href="https://opensource.com/government/15/6/indian-government-includes-open-source-rfps"&gt;asked&lt;/a&gt; vendors to include open source software applications while making requests for proposals.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Mohammad Jahangir Alam, a lecturer from Southern University Bangladesh, argues in a &lt;a href="http://research.ijcaonline.org/volume42/number18/pxc3878099.pdf"&gt;research paper&lt;/a&gt; that the use of open source software can help the government save a  enormous amount of money that are spent in purchasing proprietary  software:&lt;/p&gt;
&lt;blockquote class="quoted" style="text-align: justify; "&gt;A Large amount of money of government can be saved if the government  uses open source software in different IT sectors of government offices  and others sectors, Because government is providing computer to all  educational institute from school to university level and they are using  proprietary software. For this reason government is to expend a large  amount of many for buying proprietary software to run the computers.  Another one is government paying significant amount of money to the  different vendors for buying different types of software to implement  e-Governance project. So, the Government can use open source software  for implanting projects to minimize cost of the projects.&lt;/blockquote&gt;

He is a long time Wikimedian and is involved in many activism and policy  level debates around open education. Currently he is working at the &lt;a href="http://editors.cis-india.org/"&gt;Centre for Internet and Society’s Access To Knowledge&lt;/a&gt; program where he is working on designing implementation projects for  catalyzing growth of Indic Wikimedia communities and content  acquisition.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In the past, he has worked on building partnership with universities,  language research organizations, government departments, GLAM  institutions and individuals for bringing more scholarly and  encyclopedic content on language, culture and history under free  licenses. He is excited about experimenting on new methodologies in  education, building interactive educational resources and bringing  knowledge producing institutions, resourceful experts and scholars under  one roof. &lt;p style="text-align: justify; "&gt;Wikipedia’s focus oriented from Latin to non-Latin projects which was  high-risk but revolutionary specifically in four of the aforementioned  languages besides the other language Wikipedias that came a little  later. It is quite obvious that the number of contributors to the Indic  language Wikimedia projects were very few. Indic input in Unicode  standard was less popular. Wikipedia struggled back then and still  continues to struggle in terms of getting voluntary contributions and  quality content because of these reasons.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;In its initial phase of community building the language projects faced difficulties in teaching people about typing in their own scripts. It was a painful exercise – starting from scratch to building language input tools and tutorials, conducting outreach for mass-awareness and educating them of the importance of building content for their future generation and other such activities. Today, about 12 out of the 20 Indic language Wikipedias are active in terms of growth in the size of the contributor community and quality content. However, since the available resources are more or less limited in general and also lacking more in regional languages, there has been dependence on text books as useful educational resources. There is a complete dearth of peer reviewed journals and research documents in Indic languages. If there are some, they have not been digitized and some of the digitized resources are not available in accessible formats. With this there is a need to rethink about the potential to open Wikipedia up for more contribution from the academia and researcher communities.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Conventionally educational resources are created by subject experts in a limited time frame and reviewed for factual accuracy. Wikipedia, on the contrary could be edited by anyone at any point of time and the content is ever changing. Many-a-times stub class articles get created. Not all of the articles are also of good quality. All of these result in a mixed spectrum of articles of varied quality. So, the entire Wikipedia, per se cannot be taken as OER.. It is quite challenging to get dedicated volunteers to devote their time to enhance the quality and keep the articles updated.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The ever changing nature of Wikipedia could be a potential opportunity  to look at it as an educational resource that is more dynamic and  upgradable in nature. Some of the subjects such as science or humanities  in our education syllabi have content that is perpetually true in  nature. If well written, then these kind of articles could be taken as  OER as these do not need constant change. However, many other study  programs including the applied disciplines are not up to date because of  the conventional mode of education. There is a need to revamp the  educational system and bring a more dynamic and informative system.  Wikipedia, for sure will be a good platform for specific areas of  education like these. However, this could be attained only if there are a  group of contributors while implementing mass-scale &lt;a href="http://en.wikipedia.org/wiki/Wikipedia:Education_program"&gt;WikipediaEducation Programs&lt;/a&gt;.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;While working with two different batches of masters students of journalism at &lt;a href="http://en.wikipedia.org/wiki/Indian_Institute_of_Mass_Communication,_Dhenkanal"&gt;Indian Institute of MassCommunication at Dhenkanal&lt;/a&gt; in Odisha, I experienced the multitude of such fast pace of information  flow that does not exist in many other disciplines. In general, people  working on current issues of the world remain in a high information  zone. If such talents could be tapped by bringing Wikipedia into their  zone of action, then something great could be leveraged. Similarly, many  researchers and people that are involved in work related documentation  could be tapped when looking at specific subject areas for creating a  subset of educational resource building exercise from Wikipedia.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;The drawback in the existing text book compilation process is that a fixed number of people might make it a monotonous process. Things like visual appeal and user experience, the layers of reuse, remix and reproduction that Wikipedia offers will be lacking. The process of bringing Indic language Wikipedias into the curricula also unleashes the opportunity of creating an inclusive community of experts and passively absorbing information from the existing resources including books that are currently the only educational resources. The constant discourse that a language or academic community that are subsets of a Wikipedia community, cross-pollination of ideas, information, experiments from inter-related and interdisciplinary collectives adds many additional layers of complexity to the way information get on to Wikipedia. This very complexity makes it stand out as a completely different system altogether that learns, changes the ways of approach, preserves learning and presents itself is an institution.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;So far, most of the Indic languages Wikipedias are the largest reservoirs of knowledge despite the challenges of sustaining the contributing community. To take them to a new level needs the risk of allowing potential vandals of taking it to the larger audience as a contributor and taking to the knowledge seeking mass as an Open Educational Resource. As Wikipedia itself, this would be another happening journey if the challenges and mistakes are accepted. Otherwise, bringing the right balance and opening up the existing system might just take centuries and that is alarming for this society that cannot wait inside the cocoon of being completely perfect but outdated and afford to walk slower.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;With 192.22 million users (as of August 2013), &lt;a href="http://en.wikipedia.org/wiki/Bharti_Airtel" target="_blank"&gt;Airtel &lt;/a&gt;is India's largest mobile telephony provider and Asia-Pacific's second largest mobile operator. Although plans are now on hold due to regulatory restrictions, advocates worry that the company may yet find a way impose the fee increase.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;On December 26, company proposed to raise costs for mobile phone users who rely on services like WhatsApp, Skype, and Viber to communicate with their contacts, requiring them to pay Rs.0.04/10KB (0.063 USD, based on current conversion rate) for 3G and Rs. 0.10/10KB (0.158 USD) for 2G service where a local or national call will cost one third of this amount or less.&lt;/p&gt;
&lt;blockquote&gt;
&lt;p&gt;If you pay a fixed amount for internet data pack, Airtel  will charge you extra for internet calls on Skype, Viber or any free  calling app. How much? 4 paise for every 10 Kilo Bytes on 3G and 10  paise for every 10 Kilo Bytes on 2G.&lt;/p&gt;

Last week, a new legal notice concerning copyright violations sparked widespread rumors that users could be penalized for simply viewing torrent sites.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The notice now appears when one visits any of the banned websites. It reads:&lt;/p&gt;
&lt;blockquote class="quoted" style="text-align: justify; "&gt;This URL has been blocked under the instructions of the Competent Government Authority or in compliance with the orders of a Court of competent jurisdiction. Viewing, downloading, exhibiting or duplicating an illicit copy of the contents under this URL is punishable as an offence under the laws of India, including but not limited to under Sections 63, 63-A, 65 and 65-A of the Copyright Act, 1957 which prescribe imprisonment for 3 years and also fine of upto Rs. 3,00,000/-. Any person aggrieved by any such blocking of this URL may contact at urlblock@tatacommunications.com who will, within 48 hours, provide you the details of relevant proceedings under which you can approach the relevant High Court or Authority for redressal of your grievance.&lt;/blockquote&gt;
&lt;p style="text-align: justify; "&gt;Soon after news of the notice began to circulate, the &lt;a href="https://en.wikipedia.org/wiki/Chennai_High_Court"&gt;Chennai High Court &lt;/a&gt;– one of the oldest courts in India — issued a John Doe &lt;a href="http://indiatoday.intoday.in/technology/story/830-more-websites-blocked-in-india-many-torrent-links-in-list/1/748565.html"&gt;order&lt;/a&gt; to block as many as 830 websites, including several &lt;a href="http://delhihighcourt.nic.in/dhcqrydisp_o.asp?pn=119642&amp;amp;yr=2014"&gt;torrent websites &lt;/a&gt;such as thepiratebay.se, torrenthound.com, and kickasstorrents.come.in.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Indian  tech news portal Medianama published a blog post arguing that it is the  downloading of pirated content from certain banned websites and not  accessing those website that should lead to the legal issues. The  problem, it seems, lies in the poor wording of the notice. Medianama  described this as “bizarre by any rational standard” and noted that,  taken literally, it does not comply with the Indian Copyright Act.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;a href="http://mhrd.gov.in/sites/upload_files/mhrd/files/upload_document/CprAct.pdf"&gt;Digital piracy legislation&lt;/a&gt; in India has been modified quite a lot in the recent times in general and over &lt;a href="http://indianexpress.com/article/blogs/torrent-ban-long-term-anti-piracy-strategy-or-just-scare-tactics-2990790/"&gt;last five years&lt;/a&gt; in particular (Sections 63, 63A and 65 of the &lt;a href="http://mhrd.gov.in/sites/upload_files/mhrd/files/upload_document/CprAct.pdf"&gt;Indian Copyright Act of 1957&lt;/a&gt; in particular.) But it has not been implemented with such force in the past.&lt;/p&gt;

In  December 2014, 32 websites — including including code repository &lt;a href="http://github.com" target="_blank"&gt;Github&lt;/a&gt;, video streaming sites &lt;a href="http://vimeo.com" target="_blank"&gt;Vimeo &lt;/a&gt;and &lt;a href="http://dailymotion.com" target="_blank"&gt;Dailymotion&lt;/a&gt;, online archive &lt;a href="http://archive.org" target="_blank"&gt;Internet Archive&lt;/a&gt;, free software hosting site &lt;a href="http://sourceforge.net" target="_blank"&gt;Sourceforge&lt;/a&gt; — were &lt;a href="https://globalvoices.org/2015/01/06/indian-netizens-criticize-online-censorship-of-jihadi-content/"&gt;banned&lt;/a&gt; in India. They were later unblocked after agreeing to remove some ISIS-related content.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;As they have in the past, tech-savvy netizens began &lt;a href="http://www.best-bittorrent-vpn.com/torrents-in-india-2.html?utm_expid=67369992-5.J37bjQyhR4O_JO3YAkii3g.1&amp;amp;utm_referrer=https%3A%2F%2Fwww.google.co.in%2F"&gt;suggesting hacks&lt;/a&gt; to mask or fake one's IP address. Sumiteshwar Choudhary, a practicing  criminal and matrimony lawyer, described on Quora how the law had  existed for quite some time but the government had never fully enforced  it:&lt;/p&gt;
&lt;blockquote class="quoted" style="text-align: justify; "&gt;[..] The only reason that India has not been able to successfully ban these services is because the servers rest outside India and we don’t have any law to extend our jurisdiction to that extent today. As an end user if you download a pirated version of things you are not entitled to, you can be booked criminally under this Act and can face prison for up to 2 years…&lt;/blockquote&gt;
&lt;p style="text-align: justify; "&gt;Twitter user Prisma Mama Thakur criticized the ban, arguing that it  should be a low priority in a moment when India has many other important  problems to solve:&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;The Government of India in the last week of  2014 asked Internet service providers (ISPs) to block 32 websites  including code repository &lt;a href="http://github.com" target="_blank"&gt;Github&lt;/a&gt;, video streaming sites &lt;a href="http://vimeo.com" target="_blank"&gt;Vimeo &lt;/a&gt;and &lt;a href="http://dailymotion.com" target="_blank"&gt;Dailymotion&lt;/a&gt;, online archive &lt;a href="http://archive.org" target="_blank"&gt;Internet Archive&lt;/a&gt;, free software hosting site &lt;a href="http://sourceforge.net" target="_blank"&gt;Sourceforge &lt;/a&gt;and many other websites on the basis of hosting anti-India content from the violent extremist group known as ISIS.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The blanket block on many resourceful sites  has been heavily criticized on social media and blogs by reviving the  hashtag #GoIblocks that evolved in the past against internet censorship  by the government.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;In 2012, opposition party leader &lt;a href="https://en.wikipedia.org/wiki/Narendra_Modi" target="_blank"&gt;Narendra Modi&lt;/a&gt; (who is now India's Prime Minister) &lt;a href="https://twitter.com/narendramodi/status/238913468344958976" target="_blank"&gt;tweeted &lt;/a&gt;against the URL blocks by the earlier ruling of &lt;a href="https://en.wikipedia.org/wiki/Indian_National_Congress" title="Indian National Congress"&gt;India's National Congress &lt;/a&gt;when then-Minister of Communications and Information Technology &lt;a href="https://en.wikipedia.org/wiki/Kapil_Sibal" target="_blank"&gt;Kapil Sibal&lt;/a&gt; ordered to block 300 websites. Many eyebrows were raised when Modi repeated the move this time around.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;&lt;a href="https://en.wikipedia.org/wiki/Internet_censorship_in_India" target="_blank"&gt;Internet censorship in India&lt;/a&gt; has been increasingly prominent since 1999 when Pakistani newspaper &lt;a href="https://en.wikipedia.org/wiki/Dawn_%28newspaper%29" target="_blank"&gt;Dawn&lt;/a&gt; was blocked by the &lt;a href="https://en.wikipedia.org/wiki/VSNL" title="VSNL"&gt;Videsh Sanchar Nigam Limited&lt;/a&gt; for post-&lt;a href="https://en.wikipedia.org/wiki/Kargil_War" title="Kargil War"&gt;Kargil War&lt;/a&gt; views against India. These caught heavy criticism from netizens, often under the hashtag &lt;a href="https://twitter.com/search?q=%23IdiotKapilSibal&amp;amp;src=typd" target="_blank"&gt;#IdiotKapilSibal&lt;/a&gt;. Since then there have been many instances of government-mediated censorship, particularly with the enactment of India's &lt;a href="http://cis-india.org/internet-governance/blog/is-india2019s-website-blocking-law-constitutional-2013-i-law-procedure"&gt;Information Technology Act of 2000.&lt;/a&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Arvind Gupta, head of Information Technology for India's ruling &lt;a href="https://en.wikipedia.org/wiki/Bharatiya_Janata_Party" target="_blank"&gt;Bharatiya Janata Party&lt;/a&gt;, tweeted to clarify that the sites were blocked as advised by the &lt;a href="https://en.wikipedia.org/wiki/Anti_Terrorist_Squad_%28India%29" target="_blank"&gt;Anti-Terrorism Squad&lt;/a&gt;.&lt;/p&gt;

    <title>Indian government includes open source in RFPs</title>

        &lt;b&gt;The Government of India has implemented a remarkable new policy-level change for open source software (OSS) deployment.&lt;/b&gt;
        
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The Ministry of  Communication and Information Technology has asked that open source  software-based applications be included in Requests for Proposals (RFPs)  for all new procurements. Note there is not a plan at this time to  replace existing proprietary systems with open source software.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;As &lt;a href="http://deity.gov.in/sites/upload_files/dit/files/policy_on_adoption_of_oss.pdf" target="_blank"&gt;stated&lt;/a&gt;,  the policy will "adopt open standards and promote open source and open  technologies" in order "to prepare India for a knowledge based  transformation into a digitally empowered society and a knowledge  economy."&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Three major objectives of the new policy for OSS:&lt;/p&gt;
&lt;ul style="text-align: justify;"&gt;
&lt;li&gt;To provide a policy framework for rapid and effective adoption of OSS&lt;/li&gt;
&lt;li&gt;To ensure strategic control in e-Governance applications and systems from a long-term perspective&lt;/li&gt;
&lt;li&gt;To reduce the Total Cost of Ownership (TCO) of projects&lt;/li&gt;&lt;/ul&gt;
&lt;p style="text-align: justify;"&gt;In addition to adopting open source and open standards, the Indian  Government is also emphasizing on opening up the source code without any  royalty for the community to use, modify and redistribute the  original/modified software. This is compliant with the Creative Commons  (CC) licenses.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Proprietary software (labeled as "closed source software" and "CSS" in the&amp;nbsp;policy document) would only be permitted for demonstrated urgent/strategic&amp;nbsp;need or lack of expertise or non-availability of open source software.&amp;nbsp;The  suppliers then are not bound to use open source software, though it is  preferred over proprietary per this policy change. The policy document  also mentions government collaborating with local and international open  source communities for software development&lt;/p&gt;

    <title>India's Supreme Court Axes Online Censorship Law, But Challenges Remain </title>

        &lt;b&gt;The Supreme Court of India took a remarkable step to protect free expression on March 24, 2015, striking down controversial section 66A of the IT Act that criminalized “grossly offensive” content online. In response to a public interest litigation filed by Indian law student Shreya Singhal, the court made this landmark judgement calling the section “vague”, “broad” and “unconstitutional”. Since Tuesday's announcement, the news has trended nationally on Twitter, with more than 50,000 tweets bearing the hashtags #Sec66A and #66A.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;The blog entry by Subhashish Panigrahi was originally published by &lt;a class="external-link" href="http://globalvoicesonline.org/2015/03/25/indias-supreme-court-axes-online-censorship-law-but-challenges-remain/"&gt;Global Voices Online&lt;/a&gt; on March 25, 2015. Pranesh Prakash is quoted.&lt;/p&gt;
&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;Section 66A allowed police to arrest any person who sent online  communications deemed “grossly offensive” or known to be false. This has  enabled the government &lt;a href="http://www.hindustantimes.com/india-news/facebook-trouble-people-arrested-under-sec-66a-of-it-act/article1-1329883.aspx" target="_blank"&gt;take down many websites&lt;/a&gt; with allegedly objectionable content. Among various cases since the law  was updated in 2008, two people were arrested for making comments on  Facebook regarding India's prime minister Narendra Modi and one man was  arrested for commenting on public service closures following the death  of political leader Bal Thakrey.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The now-defunct Section 66A reads as follows:&lt;/p&gt;
&lt;blockquote class="quoted" style="text-align: justify; "&gt;66-A. Punishment for sending offensive messages through communication service, etc.&lt;br /&gt; —Any person who sends, by means of a computer&lt;br /&gt; resource or a communication device,—&lt;br /&gt; (a) any information that is grossly offensive or has menacing character; or&lt;br /&gt; (b) any information which he knows to be false, but for the purpose of  causing annoyance, inconvenience, danger, obstruction, insult, injury,  criminal&lt;br /&gt; intimidation, enmity, hatred or ill will, persistently by making use of such computer resource or a communication device; or&lt;br /&gt; (c) any electronic mail or electronic mail message for the purpose of  causing annoyance or inconvenience or to deceive or to mislead the  addressee or&lt;br /&gt; recipient about the origin of such messages, shall be punishable with  imprisonment for a term which may extend to three years and with fine.&lt;/blockquote&gt;
&lt;p style="text-align: justify; "&gt;Internet rights advocate and lawyer Pranesh Prakash, who works with the  Center for Internet and Society in Bangalore, has been one of the law's &lt;a href="http://cis-india.org/internet-governance/blog/breaking-down-section-66-a-of-the-it-act" target="_blank"&gt;most outspoken critics&lt;/a&gt; in recent years. Immediately following the ruling, he tweeted:&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;img src="http://editors.cis-india.org/home-images/Tweet.png" alt="Tweet" class="image-inline" title="Tweet" /&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Nikhil Pahwa, independent journalist and founder of the MeddiaNama blog, &lt;a href="http://www.medianama.com/2015/03/223-section-66a-unconstritutional/"&gt;offered his take&lt;/a&gt; on the ruling:&lt;/p&gt;
&lt;blockquote class="quoted" style="text-align: justify; "&gt;This is a great decision for freedom of speech in India…66A is far too  vague, and lends itself to arbitrary implementation by the police,  especially phrases like “grossly offensive”, annoyance, inconvenience,  ill will. Remember that even the right to offend is an integral part of  free speech.&lt;/blockquote&gt;
&lt;p style="text-align: justify; "&gt;Journalist and author Sagarika Ghose sarcastically wondered if the  government of India would retroactively offer recompense for all of the  actions taken against citizens for violating 66A.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;img src="http://editors.cis-india.org/home-images/sagarika.png" alt="Sagarika" class="image-inline" title="Sagarika" /&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Some were playful in their response to the decision. Siddharth Sing set out to “test” the efficacy of the ruling with a tweet mocking prominent public figures in Indian politics:&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;img src="http://editors.cis-india.org/home-images/copy_of_Siddharth.png" alt="Siddharth" class="image-inline" title="Siddharth" /&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Section 69, which provides authorities with the power to censor websites  that “create communal disturbance, social disorder, or affect India's  relationship with other countries” was upheld however. The Court has yet  to clarify this decision. CIS India's Pranesh Prakash tweeted:&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Tuesday's decision comes after the government of India was &lt;a href="http://advocacy.globalvoicesonline.org/2015/01/06/indian-netizens-criticize-online-censorship-of-jihadi-content/" target="_blank"&gt;heavily criticized&lt;/a&gt; in January 2015 for blocking 32 websites in the country.&lt;/p&gt;
