Most encryption standards are open standards. They are developed by open participation in a publicly scrutable process by industry, academia and governments in standard setting organisations (SSOs) using the principles of “rough consensus” – sometimes established by the number of participants humming in unison – and “running code” – a working implementation of the standard. The open model of standards development is based on the Free and Open Source Software (FOSS) philosophy that “many eyes make all bugs shallow”.

Blog Entry CIS - A2K Work Plan: July 2016 - June 2017

One of the key mandates of the Access to Knowledge (A2K) program at the Centre for Internet and Society (CIS) is to work towards catalyzing the growth of the free and open knowledge movement in Indic languages. CIS has been a steward of the Wikimedia movement in India since December 2008. Since September 2012, we at CIS-A2K, have been actively involved in growing the movement in India through (i) a grant received from the Wikimedia Foundation (WMF) for the period September 2012 - June 2014, (ii) the FDC Grant received for the period July 2014 - June 2015 and (iii) the FDC Grant received for the period July 2015 - June 2016. Based on the productive experience of working with various Indic Wikimedia communities, CIS-A2K has developed this work plan for July 2016 to June 2017.

World Wide Consortium (W3C) as a standard setting organization for the World Wide Web plays a very important role in shaping the web. We focus on the ongoing controversy related to Encrypted Media Extensions (EME) and found that there was a serious lack of participation from people from non-western countries. We also found serious lack of gender diversity in the EME debate.

In the Net neutrality debate, there is a conflict between two core values: ease of access and neutrality. The ease of access promised by applications like Free Basics compromises neutrality and may later morph into a method of predatory pricingIf programs that bring access to a part of the Internet in the immediate future were to entrench themselves, it could eventually lead to telecom companies abusing their dominant positionsIn the absence of a specific law mandating a neutral Internet, telecom companies enjoy a virtual carte blanche to discriminate between different applications. Though they have not yet exploited this autonomy fully, they are certainly moving towards that.
