This submission presents comments by the Centre for Internet and Society, India (“CIS”) on the ‘White Paper of the Committee of Experts on a Data Protection Framework for India’ (“White Paper”) released by the Ministry of Electronics and Information Technology. The White paper was drafted by a Committee of Expert (“Committee”) constituted by the Ministry. CIS has conducted research on the issues of privacy, data protection and data security since 2010 and is thankful for the opportunity to put forth its views. The recent gang rape and death of a medical student in Delhi prevents one from being too optimistic about the year to come. Since 2009, when Nandan Nilekani began to envision and implement the Unique Identification Project,
the UID authority has promoted the UID/Aadhaar scheme as a tool of development for India - arguing that an identity will assist in bringing benefits to the poor, promote financial inclusion in India, and allow for economic and social development. In this blog entry I will focus on the challenges and possibilities of the UID number providing the residents of India a viable method of access to financial services across the country.
