We are proud to initiate the CIS Papers series with a fascinating exploration of humanitarian use of big data and its discontents by Sean McDonald, FrontlineSMS, in the context of utilisation of Call Detail Records for public health response during the Ebola crisis in Liberia. The paper highlights the absence of a dialogue around the significant legal risks posed by the collection, use, and international transfer of personally identifiable data and humanitarian information, and the grey areas around assumptions of public good. The paper calls for a critical discussion around the experimental nature of data modeling in emergency response due to mismanagement of information has been largely emphasized to protect the contours of human rights.

The Department of Biotechnology and the Department of Science, Ministry of Science and Technology, Government of India drafted an Open Access Policy (“Policy”) in consultation with several open access experts, government officials and CIS. The second draft of the Policy released last week and is open for comments till 17th November, 2014.

The second international conference on governance and electronics which is held under the motto "Together Toward Digital Inclusion" is organized by the National Committee for Corporate Governance Electronic Iraq and the United Nations Development Programme at Rashid Hotel in Baghdad from December 2-3, 2012. The event aims to review the achievements of the program e-governance Iraqi national, and discuss the challenges of applying e-governance as a tool to achieve public sector reform and digital inclusion.

Second Response to Draft National Policy on Open Standards for e-Governance

Another draft (labelled "version 2", dated May 26, 2009) of the draft national policy on open standards for e-governance was made available to Fosscomm, while many software companies were speaking out against NASSCOM's position on the policy. CIS drafted a second response addressing both the allegations against NASSCOM as well as the few shortcomings we perceive in the draft policy.
