There has been a sharp increase in the incidence of cyber crime in the country. The number of cases registered in 2013 under the IT Act has gone up by 52 per cent to 4,192 as against 2,761 in the previous year.

Rishabh Dara was selected as a Fellow and researched upon issues relating to freedom of expression. The results of the paper demonstrate that the ‘Information Technology (Intermediaries Guidelines) Rules 2011’ notified by the Government of India on April 11, 2011 have a chilling effect on free expression.
