National Resource Kit : The Bihar Chapter (Call for Comments)

The Centre for Internet & Society and the Hans Foundation are pleased to bring you its research on the state of laws, policies and programmes for persons with disabilities in the state of Bihar.

Note: The chapter is an early draft and will undergo subsequent modifications. We welcome comments and feedback from our readers.

Summary

The Department of Social Welfare became an independent department on the subject of Women and Child Development on April 1, 2007. The key mandate of the Department is the protection of the interests and rights of women, children, older persons and persons with disabilities, with focus on the marginalised sections of society. The state of Bihar is in the process of formulating a comprehensive state policy on disability. The Bihar State Policy on Disability is an extension of the National Policy for Persons with Disabilities and is currently in a draft form awaiting Government approval and notification.

The Centre for Internet and Society (CIS) is a non-profit organisation that undertakes interdisciplinary research on internet and digital technologies from policy and academic perspectives. The areas of focus include digital accessibility for persons with disabilities, access to knowledge, intellectual property rights, openness (including open data, free and open source software, open standards, open access, open educational resources, and open video), internet governance, telecommunication reform, digital privacy, and cyber-security. The research at CIS seeks to understand the reconfiguration of social processes and structures through the internet and digital media technologies, and vice versa.
